Guidelines for Enrolment of Home Guards Volunteers

Introduction

This notice, issued by the Principal Secretary, Uttar Pradesh Government, provides comprehensive guidelines for the enrolment of Home Guards Volunteers in Uttar Pradesh. It refers to a previous proposal dated 24.01.2025 regarding filling vacancies for Home Guards Volunteers and supersedes all prior government orders on the matter. The "Uttar Pradesh State Home Guards Enrolment Guidelines" are hereby established.

Part-1: Enrolment Guidelines

1. Enrolment Process

Fair and transparent enrolment for vacant Home Guards posts in all districts of the state will be conducted by the "Uttar Pradesh Police Recruitment and Promotion Board".

2. Concept of Vacancies for Enrolment

Enrolment of Home Guards Volunteers will be done against vacancies arising in their districts of residence, as per requisitions sent by the Home Guards Department.

  • Enrolment Year: Refers to the 12-month period starting from the first of July of a calendar year.
  • Vacancies existing in district units as of July 01 of the "Enrolment Year" will be considered.
  • District Commandants, Home Guards, will ascertain the number of vacancies to be filled during the year, including those reserved for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Economically Weaker Sections. This information will be provided to the Commandant General, Home Guards.
  • Separate vacancies will be determined for male and female candidates.

5. Reservation

Vertical reservation for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Economically Weaker Sections, and horizontal reservation for dependents of freedom fighters, ex-servicemen, and women, will be permissible as per the reservation provisions/orders of the Uttar Pradesh Government in force at the time of enrolment.

  • Reservation calculation will be done at the district level based on available vacancies. Fractional parts will be ignored, and only whole numbers will be considered.

3. Eligibility Criteria

  • (a) Physically and mentally disabled persons will not be eligible for enrolment.
  • (b) Applicants must be a native of the district for which they are applying.
  • (c) Persons regularly employed in public/government/semi-government or public sector undertakings will not be eligible.
  • (d) Persons dismissed by the Union Government, State Government, local authority, or any corporation/body owned or controlled by the Union or State Government will not be eligible.
  • (e) Candidates with pending criminal cases in any court will not be eligible.
  • (f) Male/female candidates with more than one living spouse will not be eligible.

4. Duty Allowance

Duty allowance will be paid as determined by the government from time to time when Home Guards are called for duty.

6. Educational Qualification

  • (a) Candidates must have passed the 10th class from a board established by law in India or an equivalent qualification recognized by the Uttar Pradesh Government.
  • (b) Applicants must possess the required educational qualification at the time of application and must submit their mark sheet or certificate along with the application form. Candidates appearing in or having appeared for the 10th class examination will not be eligible.

7. Preferential Qualifications

Additional marks will be awarded to candidates with the following preferential qualifications (if a candidate has more than one, only the highest scoring one will be considered):

  • NCC Certificates:
    • "C" Certificate holder: 03 marks
    • "B" Certificate holder: 02 marks
    • "A" Certificate holder: 01 mark
  • Bharat Scout and Guide Certificate holder: 01 mark
  • Disaster Friend Training Certificate (UPSDMA): Holders of this certificate will be awarded an additional 03 marks, in addition to the marks mentioned above.
  • Valid Driving License (4-wheeler): Holders will be awarded an additional 01 mark.

8. Age Limit

Candidates must be at least 18 years old and not more than 30 years old.

  • Age will be calculated based on the candidate's age as of July 01 of the "Enrolment Year".
  • Maximum age relaxation will be admissible for Other Backward Classes, Scheduled Castes, Scheduled Tribes, and other such categories (only Uttar Pradesh domiciles) as per prevailing rules/government orders.
  • High school or equivalent examination mark sheets/certificates will be valid for age proof.
  • For ex-servicemen, age will not exceed 3 years beyond the prescribed age limit after deducting the service period from their actual age.

9. Application Fee

Application fees will be determined by the Commandant General, Home Guards, in consultation with the "Uttar Pradesh Police Recruitment and Promotion Board".

10. Application Form

The nature, format, and conditions of the application form will be determined by the "Uttar Pradesh Police Recruitment and Promotion Board".

11. Examination

The examination for candidates will have the following stages:

  • (a) Written Examination

    • Eligible candidates will be required to appear for a written examination.
    • The written examination will consist of objective-type questions.
    • It will be of 100 marks with a duration of 02 hours.
    • The subject will be General Knowledge. The syllabus and examination process will be determined by the "Uttar Pradesh Police Recruitment and Promotion Board".
  • (b) Provisional Merit List

    • A district-wise merit list of all candidates will be prepared in descending order, based on the marks obtained in the written examination and the additional marks for preferential qualifications (as per section 7).
    • Based on available vacancies and reservation provisions, a sufficient number of candidates will be called for document verification and physical standard test by the "Uttar Pradesh Police Recruitment and Promotion Board". The number of candidates will be determined by the Board based on district-wise vacancies.
  • (c) Document Verification and Physical Standard Test

    • Candidates included in the provisional merit list (based on written exam and preferential qualification marks) will undergo document verification and physical standard test.

    • The location and time for these will be determined by the "Uttar Pradesh Police Recruitment and Promotion Board" and displayed on its website.

    • District-level boards will be constituted as follows:

      • Deputy Collector nominated by District Magistrate - Chairman
      • Police Superintendent nominated by District Police In-charge - Member
      • Gazetted Officer nominated by District Inspector of Schools - Member
      • Medical Officer nominated by Chief Medical Officer - Member
    • The detailed procedure for document verification and physical standard test will be determined by the Board. Certificates for preferential qualifications will be verified, and if not confirmed, the marks will be deducted by the "Uttar Pradesh Police Recruitment and Promotion Board".

    • Physical Standards:

      • Male Candidates (General/SC/OBC):
        • Height: Minimum 168 cm
        • Chest (unexpanded): Minimum 79 cm
        • Chest (expanded): Minimum 84 cm
      • Male Candidates (Scheduled Tribe):
        • Height: Minimum 160 cm
        • Chest (unexpanded): Minimum 77 cm
        • Chest (expanded): Minimum 82 cm
      • Female Candidates (All Categories):
        • Height (General/SC/OBC): Minimum 152 cm
        • Height (Scheduled Tribe): Minimum 147 cm
        • Weight: Minimum 40 kg
    • Names of successful candidates in the physical standard test will be displayed on the website of the "Uttar Pradesh Police Recruitment and Promotion Board".

  • (d) Physical Efficiency Test (Qualifying)

    • Candidates successful in the physical standard test will appear for a physical efficiency test, which will be qualifying in nature. No marks will be awarded for this test.
    • The location and time will be determined by the "Uttar Pradesh Police Recruitment and Promotion Board" and displayed on its website. Committees will be formed as required for conducting this test.
    • Requirements:
      • Male candidates: 4.8 km run in 28 minutes.
      • Female candidates: 2.4 km run in 16 minutes.
    • Candidates who fail to complete the run within the stipulated time will be disqualified from the enrolment process.

Part-2: List of Suitable Candidates for Enrolment

12. List of Suitable Candidates for Enrolment

  • (A) A separate district-wise selection list will be prepared for each category/reservation group, based on the sum of marks obtained in the written examination, preferential qualifications, and certificates related to disaster friend training/driving license (if applicable).
  • Tie-breaking rules:
    • (i) If two or more candidates have equal marks, the older candidate will be given preference.
    • (ii) If marks are still equal after considering age, preference will be determined by the English alphabetical order of their names as mentioned in the high school certificate.
  • (B) No waiting list will be prepared for Home Guards enrolment.
  • The Uttar Pradesh Police Recruitment and Promotion Board will send the district-wise enrolment list to the Commandant General, Home Guards.

Part-3: Health Examination

13. Health Examination and Character Verification

Upon receipt of the list of suitable candidates, health examination and character verification will be conducted centrally by the Commandant General, Home Guards, or through the District Commandants, Home Guards. Enrolment will proceed thereafter at the competent level.

14. Health Examination

Finally, suitable candidates will undergo a medical examination by the District Commandant, Home Guards. A candidate will not be enrolled as a Home Guards Volunteer until they are found to be mentally and physically fit, free from any physical defect that might hinder efficient performance of duties.

  • Note: A medical board will conduct the health examination, including checks for knock-knees, bow-legs, flat-feet, varicose veins, distant and near vision, color blindness (complete and partial), hearing tests (Rinne's test, Weber's test, and vertigo test), speech defects, and other deficiencies as notified by the State Government from time to time.

15. Character Verification

Final suitable candidates, after medical examination, will undergo police verification by the District Commandant, Home Guards. Enrolment will be done at the District Commandant's level if police verification is satisfactory. Candidates found unsuitable during police verification will not be enrolled.

It is requested to ensure strict compliance with the arrangements outlined in the Uttar Pradesh State Home Guards Enrolment Guidelines.
