Introduction
This information booklet (विवरण-पुस्तिका) pertains to the formation of a panel for appointment to vacant posts of Senior Resident / Tutor (Tenure of three years) in State Medical Colleges and Hospitals under the Health Department, Government of Bihar.
Applications are invited online from eligible candidates for panel formation for vacant Senior Resident / Tutor posts in State Medical Colleges and Hospitals, as per requisition letter no. सं.सं.-17/विविध-01-27/2022-764(17) dated 21.07.2025 from the Health Department, Government of Bihar, and in accordance with the Bihar Medical Service Recruitment, Appointment and Promotion Rules-2008 and amended Rules-2013.

Vacancy Details
- Total Number of Posts: 193
- Category and subject-wise vacancy details are provided in Appendix-1 of this prospectus.
Pay Scale
Appointees to tenure posts will receive a pay scale at Level-9. Existing teachers in the health service cadre will continue to receive their current salary, dearness allowance, and other admissible allowances.
Educational Qualification
- 40% of Senior Resident / Tutor posts will be filled by members of the Bihar State Health Service cadre.
- 40% of posts will be filled by doctors who have completed a postgraduate degree course (residency scheme) from State Medical Colleges.
- The remaining 20% of posts will be filled by doctors who have obtained a postgraduate degree (residency scheme) from recognized institutions outside the state.
- Minimum Educational Qualification: A postgraduate degree in the concerned subject.
- Diploma Holders: In case of a shortage of eligible postgraduate candidates, diploma holders will be considered. They will be awarded 10 marks equivalent to a postgraduate degree but will be ranked below postgraduate degree holders in the merit list.
- MCI Eligibility: Candidates with equivalent postgraduate degrees, as per the Medical Council of India (MCI) teacher eligibility criteria, are also eligible for selection.

Applicants must be citizens of India.
Age Limit (as of 2025-08-01)
- Maximum Age:
- Unreserved (Male): 37 years
- Backward Class & Extremely Backward Class (Male & Female): 40 years
- Unreserved (Female): 40 years
- Scheduled Caste & Scheduled Tribe (Male & Female): 42 years
- Age Relaxation:
- Members of the Bihar State Health Service cadre will receive a 5-year age relaxation.
- Persons with Disability (PwD) candidates will receive a 10-year age relaxation in the maximum age limit.
- Only one type of age relaxation (based on disability or other grounds) will be applicable to a candidate.
Reservation Policy
- Reservation policies will be implemented as per the rules and policies of the Government of Bihar applicable until the initial date of online application submission.
- Non-Creamy Layer: Reserved category candidates must submit a Non-Creamy Layer Caste Certificate for the current financial year. Failure to do so will result in them being treated as unreserved category candidates.
- EWS: Income and Asset Certificate for Economically Weaker Section (EWS) must be for the current financial year.
- Bihar Domicile: Applicants who are not original residents of Bihar will not be eligible for reservation benefits as per the rules of the General Administration Department, Government of Bihar.
- Category Change: No change in the claimed reservation category will be entertained under any circumstances after the online application. Incorrect claims will result in the candidate being considered in the Unreserved (UR) category.
- Horizontal Reservation:
- Persons with Disability (PwD): 9 posts (4%) are reserved horizontally (refer to Appendix-1).
- Grandchildren of Freedom Fighters: 3 posts (2%) are reserved horizontally (refer to Appendix-1).
Conditions for Appointment to Tenure Posts
- Vacancies will be filled from this panel as per the details in Appendix-1 of the prospectus.
- Multiple Degrees: Doctors holding postgraduate degrees in more than one subject must apply separately for each subject. Once a candidate is selected in one subject, they will not be considered for selection in another subject.
- MCI Recognition: Candidates whose degrees are not recognized by the Medical Council of India (MCI) will not be considered.
- Previous Tenure: Doctors who have previously completed a three-year tenure as Senior Resident / Tutor are not eligible to apply for the same post again. However, they are eligible to apply for Senior Resident / Tutor posts in a different subject. An affidavit must be submitted stating that the candidate has never been appointed and completed the 3 years tenure post of SR / Tutor in the applied subject.
- Experience in Other Subjects: Candidates who have worked as Senior Resident / Tutor in government / semi-government medical colleges and hospitals in Bihar in other subjects will be awarded experience marks.
- Bonded Candidates: For PG / Diploma holders under a three-year bond, appointment requires a No Objection Certificate (NOC) from the controlling authority and the department. The bond period will be considered as tenure.
- Travel Allowance: No travel allowance will be paid for counseling.
- Experience Validity: As per Civil Appeal no. 9482/2019 judgment (Dr. (Major) Mita Sahay vs. Government of Bihar & Others) dated 2019-12-17, work experience in all government/non-government medical institutions (central government, state government, panchayat, urban local bodies) in Bihar will be considered valid. A work experience certificate from the competent authority (Principal / Superintendent / Civil Surgeon / Director) is mandatory.
- NMC Guidelines: As per the latest NMC guidelines (Teachers Eligibility Qualifications in Medical Institutions Regulations, 2025), DNB / DNB Super Speciality posts for Senior Resident / Tutor are considered valid qualifications. Marks will be awarded similarly.
- CGPA/Grade Conversion: CGPA and grades will be converted to percentages / marks as per the formula specified in Health Department letters 1795(2) dated 2019-10-18 and 1749 dated 2019-10-14.
Comparative Merit Assessment (Marks Allocation)
Marks for determining comparative merit will be allotted as follows:
- Total Marks in three MBBS University Examinations:
- More than 70%: 5 marks
- More than 65%: 4 marks
- More than 60%: 3 marks
- More than 55%: 2 marks
- More than 50%: 1 mark
- (Note: For cases of failure or multiple MBBS examinations, the average of obtained marks in the concerned MBBS examination will be calculated.)
- Marks in Specialty Subject as per Indian Medical Council Recommendation:
- More than 70%: 5 marks
- More than 65%: 4 marks
- More than 60%: 3 marks
- More than 55%: 2 marks
- More than 50%: 1 mark
- (Note: For cases of failure, the average of obtained marks will be calculated.)
- MD / MS in Specialty: 10 marks
- PhD / DM / MCH in the Same Specialty: 10 marks
- Work Experience (Government / Semi-Government Sector in Bihar): 2 marks per full year (maximum 10 marks).
- (Note: Only regular/contractual work experience in the government sector is valid. Academic/fellowship/training experience will not be counted.)
- Interview: 6 marks (all candidates will be awarded 6 marks uniformly as the provision for interviews has been abolished).
- Other Higher Qualifications:
- No additional marks for similar degrees from other boards or universities (e.g., MRCP, FRCS obtained after 1978-11-11 will not be awarded marks).
- Candidates with higher qualifications (Super Specialization) in a related course will be considered for awarding points.
- Candidates who have done Post Graduate in a broad specialty subject, but applied for S.R./Tutor in a related/allied super specialty subject are eligible for super specialty SRship.
- All candidates who have done super specialty (e.g., MCH/DM) directly after passing MBBS will be awarded 20 points (10 for PG & 10 for Super Specialty), similar to candidates who have done DM/MCH after MD/MS.
- All such candidates working as lecturers or Asst. Professors (without being SR/Tutor) are eligible for SR/Tutor.
Minimum Qualifying Marks
- The minimum qualifying marks for appointment will be 16.
Ineligibility Conditions
- MBBS Failures: 1 mark will be deducted for each failure in MBBS university examinations. Candidates who have failed these examinations on more than three occasions will not be eligible for this panel.
- Departmental Proceedings: Cases of doctors with pending departmental proceedings, criminal cases, suspension, or long leave will not be considered.
Application Fee
- Counselling Fee: Rupees 2250/- (Two thousand two hundred fifty) for Unreserved (UR), EWS, Extremely Backward Class (EBC), Backward Class (BC), Scheduled Caste (SC), Scheduled Tribe (ST), and Persons with Disability (DQ) candidates.
- The fee must be paid through online mode (Debit Card / Credit Card / Net Banking / UPI) with additional processing charges.
- Paid counselling fees are non-refundable.
Online Application Process
Candidates can download the prospectus from the website bceceboard.bihar.gov.in. To apply online, visit the website and click on "Online Portal of Senior Resident / Tutor under Health Dept." and then "Apply for Senior Resident / Tutor". Candidates must read and understand the instructions before filling the application form.

Step-One (Registration):
- Fill in all information correctly.
- Use your own or your father's/mother's email address and mobile number, as all registration-related information will be sent to them.
- A verification code will be sent to the mobile number and email address for verification.
- The registered mobile number and email address cannot be changed during the entire process.
- Keep your registration password confidential.

Step-Two (Multi-Step Application Form):
- (a) Department Selection: Log in and select the department to apply for, then click "Save & Continue".
- (b) Personal Information: Fill in required personal information, then click "Save & Continue".
- (c) Contact Details: Submit permanent and correspondence address, then click "Save & Continue".
- (d) Educational Information: Submit educational information, then click "Save & Continue".
- (e) Upload Photo & Signature: Upload scanned copies of a highly contrasting color photograph and signature as per instructions on the screen, then click "Save & Continue". Refer to instructions on the application portal for photo & signature uploading.

Step-Three (Application Preview & Final Submit):
- Review all entries made in Step-1 and Step-2.
- Use the "Back to Edit" button to rectify any anomalies, then click "Save & Continue".
- If all information is correct, click "Final Submit & Proceed to Payment" and declare acceptance.
- Applications not finally submitted and paid for by the due date will be rejected.

Step-Four (Payment of Counselling Fee):
- Complete the payment procedure after clicking "Final Submit & Proceed to Payment".
- The fee is Rs. 2250/- for all categories (UR/EWS/EBC/BC/SC/ST/DQ) and must be paid online.
- If the payment is debited but the transaction fails, re-pay the full fee. The application will be incomplete and rejected if the fee is not reflected in the Board's account by the due date.

Step-Five (Download Confirmation Page & Fee Receipt):
- After successful payment, download the Confirmation Page & Fee Receipt.
- Verify the entries. Discrepancies can be corrected during the editing period mentioned in "Important Dates".
- Download the Confirmation Page for future use.
Other General Instructions
- No changes or modifications will be allowed in the online application after final submission.
- Incomplete applications will be rejected, and the application fee will not be refunded.
- The decision of the Bihar Combined Entrance Competitive Examination Board (BCECEB) / Health Department, Bihar, regarding candidate eligibility will be final.
- Candidates debarred by the Union Public Service Commission or other selection commissions will not be eligible.
- Canvassing or providing false/incomplete information will lead to cancellation of candidature.
- The Health Department, Bihar, reserves the right to change the number of available vacancies without providing reasons.
- The BCECEB / Health Department, Bihar, reserves the right to amend, delete, or modify any rule, information, or provision mentioned in this prospectus. Such changes will be informed to candidates before or during counseling.
- Any disputes related to this panel formation will be subject to the jurisdiction of the Patna High Court or courts situated in Patna.
- In case of any legal disputes, the Nodal Officer, Health Department, Bihar, will serve as the legal representative.
- If an ineligible candidate is mistakenly allowed to participate in counseling or is appointed, their appointment will be canceled if the ineligibility is discovered later.
- There is no obligation to inform candidates whose candidature is canceled.
- Original certificates/documents will be thoroughly scrutinized during counseling. Legal action will be taken against candidates found submitting fake documents.
Other Important Information
- Grace Marks: Only actual marks obtained will be counted; grace marks will not be considered.
- Recognized Institutions: Recognized or permitted institutes/colleges will be treated similarly.
- BHS Service: If a candidate has joined the Bihar Health Service (BHS) before the last date of application, they will be considered BHS for all purposes.
- Result Date: Results declared after the last date of application will not be entertained. The last date of the month in which the examination was held will be treated as the date of passing.
- Failure Marks Sheet: All candidates must produce their failure marksheet; failure to do so will render their candidature ineligible.
- Foreign Graduates: For foreign graduates, marks awarded in the MCI-conducted eligibility exam (FMGE) will be used for all calculations. Marks from their degree will not be considered.
List of Documents for Counselling/Verification
Candidates must produce all original certificates along with one xerox copy at the time of counselling/document verification:
- Admit Card / Original Mark-sheet / Certificate of Matriculation or equivalent (for age and identity proof).
- Caste Certificate (Non Creamy Layer for current financial year), issued by Anchalaadhikari of permanent residence. (If applicable).
- Character Certificate (from the principal of the last institution studied).
- Income Certificate (to be produced at the time of counselling, if required), issued by Anchalaadhikari of permanent residence. (If applicable).
- Income & Asset Certificate for Economically Weaker Section (EWS), in the prescribed proforma for the current financial year, issued by DM/SDM/CO of permanent residence.
- Recent passport-size photograph (self-attested).
- Domicile Certificate of Bihar (issued by Anchalaadhikari of permanent residence).
- Freedom Fighter's Certificate clearly indicating the relationship with the candidate (issued by competent authority).
- Disability Quota (DQ) Certificate (issued by authorized Medical Board).
- Experience Certificate (issued by concerned and competent authority - Principal / Superintendent / Civil Surgeon / Director).
- No Objection Certificate as per clause 2(xi) (recommendation from controlling officer and approval from department).
- Any other relevant certificates as per the prospectus (issued by competent authority).
- MBBS Mark Sheets (I, II & III Parts) and Passing Certificate.
- Attempt Certificate of MBBS.
- Mark Sheet / Passing Certificate of Specialty Subject.
- Ph.D./ DM / MCH / M.Sc. Certificate.
- Medical Registration Certificate.
- Four identical photographs used in the online application.
- Grandson/Granddaughter of freedom fighter quota Certificate (issued by proper authority).
