Resumption of "Own Scribe" facility for PwBD candidates with additional conditions

This notice, F.N. PP001/14/2024-PP (e- 10280), from the Government of India, Ministry of Personnel, Public Grievances & Pensions, Department of Personnel and Training, Staff Selection Commission, addresses the resumption of the "Own Scribe" facility for Persons with Benchmark Disabilities (PwBD) candidates under certain conditions. This is a continuation of the Commission's Important Notice of even number dated 03.09.2025.

Background

Previously, the provision of 'OWN SCRIBE' was to be discontinued, with scribes only being provided by the Commission, as per the Department of Empowerment of Persons with Disabilities (DEPwD) OM dated 01.08.2025.

DEPwD Clarification and Commission's Decision

The DEPwD has now issued a clarification vide Office Memorandum F. No. P-13013/75/2023-Policy-DD-III dated 10.09.2025. This clarification states that all competitive public examinations notified on or before 31st December, 2025, may be conducted as per the system in vogue before the issuance of the 01.08.2025 guidelines.

In compliance with the aforesaid DEPwD clarification dated 10.09.2025, the Staff Selection Commission (SSC) has decided to resume the facility of 'OWN SCRIBE' for eligible PwBD candidates. This decision holds in abeyance the provisions of Para 3 of the SSC Notice dated 03.09.2025 for all examinations notified on or before 31.12.2025.

New Mandatory Conditions for 'OWN SCRIBE' Facility

To ensure the credibility and fairness of the examination process, the resumed 'OWN SCRIBE' facility will be subject to the following new mandatory conditions, in addition to the existing eligibility criteria for scribes as per earlier guidelines:

  • AGE RESTRICTION: The 'Own Scribe' brought by the candidate must meet specific age requirements. The age of the scribe shall correspond appropriately to the educational qualification required. For instance:

    • Matric Level Examination: Not above 20 Years
    • 10+2 Level Examination: Not above 20 Years
    • Graduate Level Examination: Not above 22 Years
  • AADHAAR AUTHENTICATION MANDATORY: Every scribe proposed by the candidate under the Own Scribe Facility shall mandatorily undergo Aadhaar-based authentication at the time of examination. Failure to authenticate through Aadhaar will render the scribe ineligible, and the candidate shall either opt for a scribe provided by the Commission or forego the facility.

Other Terms and Conditions

All other terms and conditions related to the facility of scribes for PwBD candidates will be as per the Commission's Scribe Procedure Notice dated 25.10.2024 which is in accordance with DEPwD guidelines dated 29.08.2018 and 10.08.2022, as applicable.
