1. Recruitment Details

Bihar Technical Service Commission (BTSC) invites online applications for the regular recruitment to the vacant posts of Work Inspector under the Public Health Engineering Department, Bihar, Patna. Applications are invited from eligible candidates (who are citizens of India) through the prescribed form on the Commission's website, www.btsc.bihar.gov.in.

  • Application Period: 2025-10-10 to 2025-11-10.

  • Pay Scale: Level-2 in the 7th revised pay structure.

Educational Qualification:

  • (i) Matriculation (10th pass) from a recognized board/equivalent institution.
  • (ii) Along with an ITI certificate in Draftsman Civil / Surveyor / Plumber trade from a recognized industrial training institute.

  • Note (i): Nature of disability: VH-Visually Handicapped, HH-Hearing Handicapped, OH-Orthopaedically Handicapped, MH-Mentally Handicapped/Multiple Disabilities.

2. Age Limit (as of 2025-08-01)

  • Minimum Age: 18 years.
  • Maximum Age:
    • Unreserved (Male): 37 years
    • Unreserved (Female): 40 years
    • Backward Class/Extremely Backward Class (Male/Female): 40 years
    • Scheduled Caste/Scheduled Tribe (Male/Female): 42 years
  • Age Proof: Date of birth recorded in the Matriculation/10th certificate will be considered valid.
  • Age Relaxation: 10 years for persons with disabilities (PwD) as per General Administration Department (GAD) Resolution No. 962, dated 2021-01-22.
  • Government Servants: Government servants of Bihar (regularly appointed) who have completed three years of continuous service are eligible for a 5-year age relaxation for higher pay scale posts, as per GAD Resolution No. 2374, dated 2007-07-16, and Letter No. 13107, dated 2019-09-20.

3. Reservation

  • (i) Reservation benefits will not be provided if not claimed in the designated column of the online application.
  • (ii) Reservation benefits are only available to candidates who are permanent residents (natives) of Bihar. Applicants from outside Bihar will not receive reservation benefits. The permanent address filled in the online application will be considered for reservation purposes.
  • (iii) Mandatory Certificates for Reservation Claims:
    • (A) For Scheduled Caste (SC) & Scheduled Tribe (ST) candidates:
      • (a) Caste Certificate
      • (b) Permanent Residence / Domicile Certificate
    • (B) For Backward Class (BC) & Extremely Backward Class (EBC) candidates:
      • (a) Non-Creamy Layer Certificate (for Bihar Government purposes)
      • (b) Permanent Residence / Domicile Certificate
    • (C) For Economically Weaker Section (EWS) candidates:
      • (a) Income and Asset Certificate
      • (b) Permanent Residence / Domicile Certificate
  • All above certificates must be issued by the competent authority notified by the State Government of Bihar, based on the permanent address of the applicant.
  • Note (i): Only the Non-Creamy Layer Certificate is valid for BC and EBC candidates for reservation. Other caste certificates will not be accepted.
  • Note (ii): For female candidates, Caste (for SC/ST) and Non-Creamy Layer (for BC/EBC) certificates must be issued in the name and address of their father, as per GAD Notification No. 673, dated 2011-03-08, and Letter No. 15760, dated 2022-09-02.
  • Note (iii): The Income and Asset Certificate will be considered valid for one year from its date of issue.

  • (iv) Reserved category candidates must correctly mark their reservation category in the application. An original certificate issued by the competent authority confirming the claimed reservation category must be available at the time of application. No changes or modifications to the reservation category will be allowed after registration. Any discrepancy will lead to the rejection of the reservation claim.
  • (v) (a) 35% horizontal reservation for women will be applicable as per the availability of vacancies (Bihar Government Order No. 2342, dated 2016-02-15).
  • (v) (b) This 35% horizontal reservation for women is exclusively for permanent residents of Bihar (Bihar Government Letter No. 12575, dated 2025-07-09).
  • (vi) Disability Reservation:
    • (a) Disability certificates issued by a duly constituted Medical Board of the Central/State Government as per Appendix-1 of GAD Resolution No. 962, dated 2021-01-22, will be accepted. Uploading it in the online application is mandatory. Failure to do so will result in no reservation benefit. Temporary disability certificates are valid only for their specified period and require renewal.
    • Candidates claiming multiple disabilities must submit a certificate in Form VI (as per The Rights of Persons with Disabilities Rules, 2017) issued by a competent authority. Failure to do so will result in no reservation benefit.
    • Disability Verification: The disability of candidates claiming disability will be re-verified by a Medical Board constituted at the Commission level.
    • (b) Horizontal reservation for benchmark disabled persons in state services is only applicable to permanent residents of Bihar (Bihar Government Resolution No. 8962, dated 2025-05-21).
    • (c) Scribe facility will be provided to benchmark disabled persons (40% or more disability) as defined under Section 2(r) of the Rights of Persons with Disabilities Act, 2016 (Bihar Government Resolution No. 10668, dated 2022-06-29). Candidates requiring a scribe must select "Yes" in the designated column of the online application.
  • (vii) Freedom Fighter Descendants Reservation: 2% horizontal reservation is admissible to grandchildren (son's son/daughter, daughter's son/daughter) of freedom fighters of Bihar State who are recipients of Central Government pension (Bihar Government Letter No. 13185, dated 2015-09-03). Applicants must submit a certificate issued by the District Magistrate or an authorized officer of their home district, as per GAD Letter No. 11687, dated 2016-08-30. (Identity cards of freedom fighter successors are not valid).
  • (viii) No changes in the reservation category will be allowed during the recruitment process (Bihar Government Memo No. 16144, dated 2012-11-28).
  • (ix) Failure to claim reservation/disability/freedom fighter descendant status in the specified column of the online application will lead to the forfeiture of associated benefits.
  • (x) Transgender/Kinnar/Hijra/Third Gender candidates will receive reservation benefits as per the Backward Classes category (Bihar Government Letter No. 12722, dated 2014-09-12).

4. Application Fee

  • As per Bihar Government Resolution No. 15568, dated 2025-08-21, each candidate must pay an examination fee of Rs. 100/- (Rupees One Hundred Only).
  • Additional bank charges will apply for online payments.

5. Selection Process

Selection will be based on a competitive examination.

  • (i) Merit List Preparation: The merit list will be prepared based on the written competitive examination.
    • (a) Total marks for the Written Competitive Examination (Computer Based Test): 100.
  • (ii) Written Competitive Examination: The Commission will conduct a Computer Based Test (CBT) for all candidates.
    • Examination Syllabus:
      • (a) The competitive examination will consist of 100 multiple-choice objective questions.
      • (b) The examination duration will be two hours, with a total of 100 marks.
      • (c) Questions will be from ITI (Draftsman Civil/Surveyor/Plumber) and Matric/10th standard levels.
        • 20 questions on Draftsman Civil
        • 20 questions on Surveyor
        • 20 questions on Plumber
        • 20 questions on Mathematics (Matric-BSEB level)
        • 20 questions on General Knowledge
        • The question paper will be available in both Hindi and English.
      • (d) The syllabus will be based on the ITI (Draftsman Civil/Surveyor/Plumber) level prescribed by the indenting department and the Matric/10th level prescribed by the Bihar School Examination Board. The detailed syllabus will be published separately on the Commission's website.
      • (e) The examination will be conducted through CBT in multiple shifts. In such cases, the normalization process will be adopted for preparing the results.
      • (f) Negative Marking: Negative marking will be applicable. 0.25 marks will be deducted for each incorrect answer. 1 mark will be awarded for each correct answer.
      • (g) A score card will be published after normalization.
      • (h) Minimum Qualifying Marks: Candidates must obtain the following minimum qualifying marks in the written examination, as per GAD Resolutions No. 2374 dated 2007-07-16 and No. 962 dated 2021-01-22, failing which they will be excluded from the competition:
        • General Category: 40%
        • Backward Class: 36.5%
        • Extremely Backward Class: 34%
        • SC/ST, Women, and Persons with Disabilities: 32%
  • (iii) Qualified candidates, as per the provisions in clause 5(i) of the advertisement, will be called for Document Verification based on the category-wise merit list.
  • Note: No claim will be accepted if candidates do not achieve the minimum qualifying marks in their respective categories.

6. Important Instructions for Online Application (Documents Required)

Candidates must keep the following documents ready for online application:

  • (i) Matriculation/10th mark sheet and original certificate.
  • (ii) ITI (Draftsman Civil/Surveyor/Plumber) mark sheet and original/provisional certificate.
  • (iii) Caste certificate / Non-Creamy Layer certificate / Economically Weaker Section (EWS) certificate.
  • (iv) Permanent Residence / Domicile certificate.
  • (v) Freedom Fighter Descendant certificate (for Bihar State).
  • (vi) Disability certificate.
  • Ensure all relevant documents/mark sheets are uploaded in the specified column. Candidature will be cancelled if any required document/mark sheet is not uploaded.

7. Document Submission and Verification

  • Only those certificates/mark sheets mentioned by the candidate in their original online application form will be considered valid.
  • All such certificates/mark sheets must have been issued by 2025-11-10.
  • Candidates must download the final online application form and keep a hard copy of all related documents. These copies must be produced (self-attested photocopies) to the Commission if requested during document verification or at any other time.

8. Document Acceptance

  • Any certificate/mark sheet not mentioned or uploaded in the online form will not be accepted during document verification. Candidates will be solely responsible for any loss of eligibility or reservation benefits due to this. Only documents uploaded in the online application will be verified against the originals.

9. Document Verification Process

  • Candidates must download all uploaded certificates/mark sheets from the Commission's website for document verification.
  • Candidates are advised to upload clear and legible scans of documents. Candidature will be cancelled if blurred, unclear, black, or unreadable documents/certificates are uploaded.
  • All original certificates and mark sheets must be presented during counselling. No separate certificates will be accepted if not presented during counselling or if there are errors. The Commission reserves the right to decide on the eligibility of candidates who fail to comply with these instructions.

10. Website Updates

All information related to this advertisement will be published on the Commission's website: www.btsc.bih.nic.in. Candidates should regularly check the website. The Commission is not bound to publish notices in newspapers or send SMS/email notifications separately.

11. Invalid Applications

Printed, typed, or handwritten applications other than the prescribed online application will not be accepted. Incomplete, unclear, unsigned, or late online applications will be rejected, and the application fee will not be refunded.

12. Application Editing

All entries in the online application must be filled carefully. No changes or corrections will be allowed in the future. The Commission will not be responsible for any errors, and applicants will be solely responsible for any adverse consequences. No application for correction will be considered, and such applications will be rejected.

13. Document Verification Attendance

It is mandatory for candidates to attend document verification on the scheduled date. The Commission's decision will be final regarding any claim by candidates absent from document verification.

14. Online Application Instructions

  • (i) Candidates making online payments should download and save a copy of the receipt.
  • (ii) Candidates must thoroughly read these instructions before filling the online application and ensure all information is correct and clear. The Commission will not be responsible for any errors in the online application. No representations for corrections will be entertained. Candidature will be cancelled if any error is found during the verification of information with original certificates/mark sheets.
  • (iii) Candidates should submit the online application fee only after being satisfied with their name, date of birth, category, and application fee.
  • (iv) It is the candidate's responsibility to keep their Email ID and Mobile Number safe until the final publication of the selection list. Candidates must use their own active Mobile Number and Email ID. Do not use another person's Mobile Number or Email ID.
  • (v) Mere registration and payment of online fees does not imply that the candidate has fully completed the online application.
  • (vi) The Commission will not be responsible for internet or banking disruptions. Therefore, candidates should not wait until the last date to complete all application processes.
  • (vii) Photograph:
    • (a) The applicant's photograph must be recent (taken within three months).
    • (b) The applicant's face and head should be visible from top to bottom, with eyes open.
    • (c) The background should be a white plain sheet. No shadows should be visible.
    • (d) If the applicant wears glasses, they should be removed for the photograph.
    • Candidature may be cancelled if the photograph does not comply with the instructions in clauses 14(vii)(a), (b), (c).
  • (viii) Candidates are advised to keep at least five extra copies of the photograph uploaded in their application form for future use if required by the Commission.
  • (ix) The Commission will not be responsible for any internet disruption / incorrect payment / unsuccessful payment / transaction status failure during online payment.
  • (x) Amendments to the advertisement may be made as necessary based on instructions received from indenting departments / State Government or decisions of the Commission until the last date of application receipt.
  • Note-1: Candidates are advised not to fill the application based on any fake/forged certificates. If any certificate is found to be forged at any stage, their candidature will be cancelled, and legal action will be taken against them.
