This internal notification is for departmental selection for the post of Assistant Foreman (Electrical) Grade-C for eligible employees of South Eastern Coalfields Limited (SECL).

2. Eligibility Criteria

Last Date for Eligibility: Candidates must fulfill the required qualifications and experience as of September 30, 2025.

2.1. Assistant Foreman (Electrical) T&S, Grade-C (Trainee) [A.(I)]

  • Minimum Qualification & Experience:
    • Diploma in Electrical Engineering (Minimum 3 years' course) approved by AICTE, OR
    • Degree in Electrical & Electronics Engineering.
    • Departmental candidates must have 3 years' experience.
  • Eligibility Criteria: Departmental Candidates having 3 years experience.
  • Placement: Upon selection, candidates will be placed as Assistant Foreman (Elec.) (Trainee) - E&M, T&S-C as per requirement.

2.2. Assistant Foreman (Electrical) T&S, Grade-C [A.(II)]

  • Minimum Qualification & Experience:
    • Diploma/Non-Diploma Holders who possess a supervisory certificate valid for working as Electrical Supervisor in Mines (with Mining Part) under the Indian Electricity Rules.
    • Any Permanent Employee.
  • Eligibility Criteria: Any permanent employee.
  • Placement: Upon selection, candidates will be placed as Assistant Foreman (Elec.) - T&S-C-E&M as per requirement.

Note: Candidates applying under A(I) will undergo a two-year training period as Assistant Foreman (Electrical), Trainee, Technical & Supervisory, Grade-C, and will be confirmed as Electrical Supervisor, T&S Grade-C thereafter. Candidates applying under A(II) will be placed as Assistant Foreman (Electrical), Technical & Supervisory, Grade-C-E&M.

2.3. General Eligibility Points

  • Only permanent and regular employees of the company are eligible.
  • Applicants must clearly state if their work is underground or surface.
  • Educational and technical qualifications must be from recognized boards/universities/AICTE/appropriate authorities and Government-approved bodies.
  • Attendance Criteria: For the last three years (Oct 01, 2022 to Dec 31, 2022; full year 2023; full year 2024; Jan 01, 2025 to Sep 30, 2025), candidates must have 240 days of attendance for surface work or 190 days for underground work (including sanctioned leave). Pro-rata attendance will apply for partial years.
  • Any circulars or guidelines related to eligibility criteria issued by CIL from time to time will be applicable.
  • Management reserves the right to modify, withdraw, or cancel this notification at any time due to administrative or other issues.

3. Selection Marking Pattern

3.1. Written Test

  • Post: Assistant Foreman (Electrical), T&S Grade-C
  • Total Marks: 100 Marks
  • Pattern: Multiple Choice Question (MCQ) Pattern containing 100 questions. Each question will carry 01 mark.
  • The Written Test will be conducted on OMR Sheet. There will be no negative marking for wrong answers.

3.2. Examination Pattern & Marks Distribution

3.3. Qualifying Marks

3.4. Merit Panel Preparation

  • The merit panel will be prepared based on the marks obtained by candidates in the written test in descending order.
  • In case of a tie in marks, the merit order will be decided as follows:
    • a) Date of Appointment: Candidates appointed earlier will be placed higher.
    • b) Date of Birth: Older candidates will be placed higher.
    • c) Alphabetical Order of Name: If ties persist, names in alphabetical order will be used.
  • Details for tie-breaking will be fetched from SAP. Candidates are advised to verify their data with concerned officials.

4. Application Process

  • Applications must be submitted online only through the internal selection portal. Offline applications will not be accepted.
  • Only applications submitted through the designated online portal for departmental employees of SECL will be considered.
  • Candidates are advised to thoroughly review the application guidelines and SOP on the selection portal before applying.
  • The online application can be accessed via the SECL web portal: https://portals.secl-cil.in/internal/index.php. The link is also available on the official SECL website.
  • The internal selection portal is LAN-based and can be accessed from LAN-connected computers within the office.
  • Last Date for Online Application: Candidates can apply online until November 09, 2025. It is advised to apply early to avoid last-minute technical difficulties.
  • Applicants will receive information regarding the selection process on their profile dashboard via the portal.
  • Candidates must provide an authorized and active phone number and email address for communication.
  • Already registered users can log in with their existing accounts to apply.

4.1. Documents to Upload (Self-Attested)

  • For A(I) (Assistant Foreman (Electrical) T&S, Grade-C (Trainee)):
    • Matriculation or Equivalent Examination passed from Govt. recognized Board (mark sheet/certificate).
    • Diploma in Electrical Engineering (Minimum 3 years' course) approved by AICTE.
    • Degree in Electrical & Electronics Engineering.
  • For A(II) (Assistant Foreman (Electrical) T&S, Grade-C):
    • Diploma/Non-Diploma Holders who have a supervisory certificate valid for working as Electrical Supervisor in Mines (with Mining Part) under the Indian Electricity Rules.

Note: All educational and technical qualifications must be recognized. The applicant is solely responsible for uploading clear and legible copies of documents; unclear copies will lead to application rejection.

4.2. Disqualification

  • If an applicant deliberately conceals any fact or provides false information, their candidature will be immediately cancelled, and disciplinary action will be taken as per company rules.

5. Instructions for Forwarding Applications (by Department/Unit)

  • All Unit Officers (HR) and Staff Officers (HR) are advised to review the SOP (specifically points 9 to 12) before forwarding applications.
  • Online applications will be forwarded by the Unit Officers (HR) and Staff Officers (HR) of the concerned area within the stipulated timeframe.
  • Unit Officers (HR) and Staff Officers (HR) must verify and test the eligibility of candidates based on points A(I) or A(II) of section B, which will be specifically marked on the portal.
  • If the confidential report of the concerned employee/applicant for any of the last three years (2022-23, 2023-24, and 2024-25) is rated 'poor', the application will be rejected.

Note: No requests for extension of deadlines or acceptance of offline forms will be entertained.

7. Other Important Conditions

  • The salary of selected employees will be protected as per rules.
  • The written examination will be conducted centrally at SECL Headquarters, Bilaspur, as per the Cadre Scheme and SOP.
  • Admit cards for the examination can be downloaded from the portal. Information regarding the examination venue and date will be available on the internal selection portal and the official SECL website.
  • Candidates are responsible for strictly adhering to all guidelines and SOP provisions mentioned in this notification. Failure to comply may lead to disqualification.
  • Eligibility for the notified post will only be confirmed upon application and participation in the examination, it is not guaranteed beforehand.
