Eligibility Criteria

1. Citizenship: Only Indian citizens are eligible to apply.

2. Driving License (for Mobile Squad Constable only): Candidates for the post of Mobile Squad Constable must possess a valid Light Motor Vehicle (LMV) or Heavy Motor Vehicle (HMV) driving license issued by a competent authority on or before September 26, 2025.

  • A minimum expansion of 5 cm in chest measurement after inflation is compulsory.
  • Minimum weight for all categories of women is 48 kg.
  • Note: Physical standards for Transgender candidates will be the same as for female candidates.

4. Educational Qualification (as of November 5, 2025):

  • Prohibition Constable / Mobile Squad Constable: Intermediate (10+2) pass or equivalent. This includes Moulvi certificates issued by Bihar State Madrasa Board, Shastri certificates (with English) or Acharya certificates (without English) issued by Bihar State Sanskrit Board, or other equivalent academic qualifications recognized by the State Government.
  • Prison Warder: Intermediate (10+2) pass or equivalent examination from any State/Central Government recognized board/council.

5. Age Limit (Cut-off Date: August 1, 2025): Age will be calculated based on the date of birth mentioned in the Matric or equivalent examination certificate. The age limit for various reservation categories is as follows:

  • Prohibition Constable:

    • Unreserved Category: Minimum 18 years, Maximum 25 years.
    • Backward Class & Extremely Backward Class Men: Minimum 18 years, Maximum 27 years (2 years relaxation).
    • Backward Class & Extremely Backward Class Women: Minimum 18 years, Maximum 28 years (3 years relaxation).
    • Scheduled Caste, Scheduled Tribe, and Transgender Candidates: Minimum 18 years, Maximum 30 years (5 years relaxation).
  • Prison Warder (Direct Recruitment):

    • Unreserved Category Men: Minimum 18 years, Maximum 23 years.
    • Backward Class & Extremely Backward Class Men: Minimum 18 years, Maximum 25 years (2 years relaxation).
    • Unreserved, Backward Class & Extremely Backward Class Women: Minimum 18 years, Maximum 26 years (3 years relaxation for UR, 3 years overall relaxation for BC/EBC).
    • Scheduled Caste & Scheduled Tribe Candidates: Minimum 18 years, Maximum 28 years (5 years relaxation).
  • Prison Warder (Home Guard Quota): All Home Guard candidates will receive a 5-year relaxation in the prescribed maximum age limit.

  • Prison Warder (Ex-Servicemen Quota): All ex-servicemen candidates will have a maximum age limit of 45 years.

  • Mobile Squad Constable:

    • Unreserved Category: Minimum 18 years, Maximum 25 years.
    • Backward Class & Extremely Backward Class Men: Minimum 18 years, Maximum 27 years (2 years relaxation).
    • Backward Class & Extremely Backward Class Women: Minimum 18 years, Maximum 28 years (3 years relaxation).
    • Scheduled Caste & Scheduled Tribe Candidates: Minimum 18 years, Maximum 30 years (5 years relaxation).
    • Home Guard Candidates: 5 years relaxation in the prescribed maximum age limit.
    • Ex-servicemen: 3 years + service period, maximum 57 years (as per Bihar Government circular no. 5374 dated 02.04.2013).
    • Bihar Government Employees: 5 years relaxation in maximum age for competitive examinations for higher pay scales (as per Bihar Government resolution no. 2374 dated 16.07.2007).

Reservation Rules

  • Reservation benefits are applicable only to permanent residents of Bihar. A permanent residential certificate is mandatory.
  • Candidates from outside Bihar will be considered under the Unreserved (General) category.
  • 35% horizontal reservation is provided for women who are permanent residents of Bihar.
  • 2% horizontal reservation is provided for grandchildren of freedom fighters whose pension is sanctioned by the Central Government.
  • Caste, Domicile, and Non-Creamy Layer (for BC/EBC) certificates must be submitted. For married women, these certificates must be issued based on their father's name and address.
  • EWS certificates for the financial year 2024-2025 are mandatory.
  • Transgender individuals are eligible for reservation benefits as per Bihar Government resolutions.
  • Reservation for Persons with Disabilities (PWD) is not applicable to these posts.
  • Reservation for Home Guards is applicable only to trained Bihar Home Guards.

Application Options and Priority

  1. All candidates can apply for 'Prohibition Constable', 'Prison Warder (Direct Recruitment)', and 'Mobile Squad Constable' with their preferred priority.
  2. For 'Prison Warder (Home Guard Quota)', only Bihar domiciled Home Guard (enrolled and trained in Bihar Home Guard Battalion) candidates can apply.
  3. For 'Prison Warder (Ex-Servicemen Quota)', only Bihar and other states' domiciled ex-servicemen can apply.
  4. The written examination is mandatory for all candidates.
  5. Home Guard and ex-servicemen candidates can also give priority to 'Prison Warder (Direct Recruitment)', 'Prohibition Constable', and 'Mobile Squad Constable'. In such cases, they must pass the written exam and be selected for the Physical Efficiency Test (PET) like all other candidates. No relaxation in physical standards will be provided for them.
  6. If Home Guard candidates opting for 'Prison Warder (Direct Recruitment)' fail the PET, their candidature will be considered only against 'Prison Warder (Home Guard Quota)' posts.
  7. If Home Guard candidates opting for 'Prison Warder (Direct Recruitment)' pass the PET, their candidature will first be considered against 'Prison Warder (Home Guard Quota)' posts. If they do not secure a place in the final merit list, they will then be considered for 'Prison Warder (Direct Recruitment)' posts based on merit.
  8. Similar rules apply for ex-servicemen candidates opting for 'Prison Warder (Direct Recruitment)'.

Selection Process

The selection process for 'Prohibition Constable', 'Prison Warder', and 'Mobile Squad Constable' will be conducted jointly. Candidates will indicate their priority in the application. Final selection will consider these priorities based on merit.

Phase I - Written Examination

  • The written examination will be of 10th class (Matric) standard of the Bihar School Examination Board or equivalent.
  • The examination will consist of 100 objective-type questions for 100 marks, with 1 mark for each correct answer. The duration of the examination will be 2 hours.
  • The examination will be OMR-based. Two copies of the OMR sheet/answer sheet will be provided, one of which will be kept by the Board as an invisible carbon copy for one year after the publication of the final selection list.
  • Candidates scoring less than 30% marks in the written examination will be declared unsuccessful for the Physical Efficiency Test (PET).
  • The written examination is qualifying only and will not form the basis of the final merit list.

Phase II - Physical Efficiency Test (PET)

  • Candidates who qualify in the written examination will be called for the Physical Efficiency Test (PET) in a fixed ratio (5 times the number of vacancies for each reservation category).
  • Except for Prison Warder (Home Guard Quota) and Prison Warder (Ex-Servicemen Quota) candidates, all other candidates must appear and pass the PET.
  • No relaxation will be given in the minimum prescribed physical standards.
  • Female candidates must submit a declaration of non-pregnancy during the PET. Pregnant candidates will not be allowed to participate.
  • The final merit list for appointment to 'Prohibition Constable', 'Prison Warder (Direct Recruitment)', and 'Mobile Squad Constable' will be prepared based on the total marks obtained by candidates in the three events of the PET: Running, High Jump, and Shot Put. Candidates must qualify in all three events separately.
  • The PET will be for a total of 100 marks. Height, chest, and weight measurements will be taken, but no marks will be awarded for them. However, candidates failing to meet the prescribed eligibility criteria will be disqualified.

PET Events & Marks:

  1. Running - Maximum 50 Marks

    • All Categories Men (1.6 km in maximum 6 minutes):
      • Less than 5 minutes: 50 marks
      • 5 minutes to 5 minutes 20 seconds: 40 marks
      • More than 5 minutes 20 seconds to 5 minutes 40 seconds: 30 marks
      • More than 5 minutes 40 seconds to 6 minutes: 20 marks
      • More than 6 minutes: Disqualified
    • All Categories Women (1 km in maximum 5 minutes):
      • Less than 4 minutes: 50 marks
      • 4 minutes to 4 minutes 20 seconds: 40 marks
      • More than 4 minutes 20 seconds to 4 minutes 40 seconds: 30 marks
      • More than 4 minutes 40 seconds to 5 minutes: 20 marks
      • More than 5 minutes: Disqualified
  2. Shot Put (Gola Fenk) - Maximum 25 Marks

    • All Categories Men (16 pound shot, minimum 16 feet throw):
      • 16 feet to 17 feet: 09 marks
      • More than 17 feet to 18 feet: 13 marks
      • More than 18 feet to 19 feet: 17 marks
      • More than 19 feet to 20 feet: 21 marks
      • More than 20 feet: 25 marks
      • Less than 16 feet: Disqualified
    • All Categories Women (12 pound shot, minimum 12 feet throw):
      • 12 feet to 13 feet: 09 marks
      • More than 13 feet to 14 feet: 13 marks
      • More than 14 feet to 15 feet: 17 marks
      • More than 15 feet to 16 feet: 21 marks
      • More than 16 feet: 25 marks
      • Less than 12 feet: Disqualified
  3. High Jump (Oonchi Kood) - Maximum 25 Marks

    • All Categories Men (Minimum 4 feet jump):
      • 4 feet: 13 marks
      • 4 feet 4 inches: 17 marks
      • 4 feet 8 inches: 21 marks
      • 5 feet: 25 marks
      • Less than 4 feet: Disqualified
    • All Categories Women (Minimum 3 feet jump):
      • 3 feet: 13 marks
      • 3 feet 4 inches: 17 marks
      • 3 feet 8 inches: 21 marks
      • 4 feet: 25 marks
      • Less than 3 feet: Disqualified
  • Candidates failing to complete the run within the stipulated time (6 minutes for men, 5 minutes for women) or failing to meet the minimum qualifying standards in Shot Put and/or High Jump will be disqualified from those events and will not be given a chance to participate in other events. Candidates must qualify in all events separately. A maximum of three attempts will be given for Shot Put and High Jump.

Phase III - Document Verification

  • Document verification of successful candidates from the PET will be conducted by the Board for academic qualifications, age, reservation claims, etc.
  • Candidates must report with all original certificates and one self-attested photocopy at the specified time and venue. No second opportunity or extension will be granted.
  • Candidates must ensure they possess all required documents (academic qualifications, driving license where applicable, and reservation certificates in the prescribed format) valid as of the cut-off date.
  • Required documents for verification:
    • Valid photo ID (Aadhaar Card, Driving License, Voter ID, etc.)
    • Original valid driving license for two-wheeler and four-wheeler (for Mobile Squad Constable post).
    • Date of birth certificate (original Matric/equivalent certificate and mark sheet).
    • Intermediate or equivalent pass certificate.
    • Intermediate or equivalent mark sheet.
    • Caste certificate and permanent residence certificate issued by competent authority (for SC/ST candidates).
    • Caste certificate, permanent residence certificate, and Non-Creamy Layer (NCL) certificate issued by competent authority (for BC/EBC candidates). If NCL certificate is older than 1 year, a declaration form (Form – xviiiB) as per Bihar Government circular no. 15440 dated 05.12.2017 must be attached.
    • Certificate of being a dependent of a freedom fighter (FFW) issued by the District Magistrate/authorized officer, along with a permanent residence certificate.
    • Income and Asset Certificate for Economically Weaker Section (EWS) candidates, for the financial year 2024-2025, issued by competent authority, along with a permanent residence certificate.
    • Transgender identity certificate issued by competent authority (District Magistrate) as per Bihar Government circular no. 9556 dated 19.06.2024, along with a permanent residence certificate.
    • Valid ex-servicemen identity card, discharge book, and original PPO (for Prison Warder ex-servicemen candidates).
    • Basic training certificate issued by Central Training Institute, Bihar Home Guard, Anandpur, Bihta, valid Home Guard ID card, and permanent residence certificate (for Home Guard candidates).
    • Any other documents required by the State Government's latest policy circulars to verify the candidate's claims.

Merit List

  1. For Prison Warder (Ex-servicemen Quota) and Prison Warder (Home Guard Quota) posts, the merit list will be based on the written examination.
  2. For Prohibition Constable / Prison Warder (Direct Recruitment) / Mobile Squad Constable posts, the written examination is qualifying. The merit list will be prepared based on the total marks obtained by successful candidates in the Physical Efficiency Test's three events: Running, High Jump, and Shot Put.
  3. In case of a tie in marks, the candidate with an older date of birth will be placed higher. If DOB is also the same, the candidate with higher educational qualification will be placed higher. If still tied, the alphabetical order of names (as per 10th board certificate) will be used.

  • Prison Warder: Inspector General, Prisons and Correctional Services, Bihar.
  • Mobile Squad Constable: State Transport Commissioner, Bihar.

All selected candidates will undergo a medical examination and character verification as per the provisions and procedures prescribed by the respective appointing authorities before appointment.

Online Application Instructions

  1. Online Application Start Date: October 6, 2025.

  • Candidates must submit their applications online on the Board's website: https://csbc.bihar.gov.in.
  • Detailed instructions for filling the online application form will be available on the website from the application start date. Candidates are advised to read these instructions carefully before filling the form and ensure all information is correct. False information may lead to cancellation of candidature and legal action.
  • A valid and active mobile number and email ID are mandatory for registration. These will be used for communication during the application and selection process.
  • Candidates must pay the application fee and bank charges online. Multiple payments for a single application should be avoided. The application fee is non-refundable.
  • Only one application can be filled per mobile number. Registration ID and password will be sent via SMS/Email.
  • Before payment, candidates can edit their details. After successful payment, details cannot be edited. However, registration can be canceled (and a new fee paid for re-registration) if incorrect details were entered.
  • Candidates must upload a recent color photograph (taken within two months, white background, 15-25 KB, JPG/JPEG/GIF format) and separate English and Hindi signatures (black and blue ink, 15-25 KB, JPG/JPEG/GIF format, white background).
  • Applications with photos and signatures not conforming to the instructions will be rejected. Before final submission, candidates can edit their details. After final confirmation and submission, no changes will be allowed. An acknowledgment SMS/Email will be sent upon successful submission. Candidates should print this acknowledgment for future reference.
  • Candidates wishing to cancel an already submitted application due to errors can do so before the last date. They will then need to re-apply with a new registration and fee payment.

Reasons for Cancellation / Rejection of Candidature

Candidature may be canceled at any time without stating a reason for various reasons including, but not limited to, incomplete application, incorrect photo/signature upload, unpaid fees, incorrect information, wrong reservation category claim, false information during document verification, incorrect date of birth, wrong gender, not meeting eligibility criteria, non-submission or incorrect submission of certificates, involvement in criminal cases or activities, fraud or attempt to defraud in examination, or any other situation against the advertisement terms or integrity of the examination.

Admit Card

Admit cards for eligible candidates will be issued online after the last date of application submission. Information regarding this will be made available on the Board's website in due course.

Selection Process Duration

The selection process typically takes approximately one year. Candidates are advised to make arrangements for the written examination, physical efficiency test, and document verification accordingly. No request for extension of time will be entertained under any circumstances (e.g., family, personal, medical, fracture, pregnancy).
