Educational Qualification

  1. Mandatory Qualifications:
    • Candidates must possess a B.Sc. (Hons.) Nursing, B.Sc. Nursing (regular course), or Post Basic B.Sc. Nursing from a university/institution recognized by the Indian Nursing Council; OR a Diploma in General Nursing and Midwifery/Psychiatric Science from a university/institution recognized by the Indian Nursing Council.
    • Registration certificate from the Uttarakhand/Indian Nursing and Midwives Council (for B.Sc. (Hons.) Nursing, B.Sc. Nursing, Post Basic B.Sc. Nursing, or General Nursing and Midwifery/Psychiatric Science).
    • Working knowledge of Hindi.
  2. Desirable Qualifications:
    • Served in the Territorial Army for a minimum of 02 years, OR
    • Obtained a 'B' or 'C' certificate from the National Cadet Corps.

Registration

It is mandatory for candidates to have a valid permanent registration certificate from the Uttarakhand Nursing and Midwives Council by the last date of online application. Applications without a valid/renewed registration certificate will be deemed ineligible. A scanned copy of the registration certificate must be uploaded; NUID card or registration application receipt will not be accepted.

Age Limit

  • Age Calculation Date: July 01, 2025.
  • Minimum Age: 21 years.
  • Maximum Age: 42 years.
  • Age relaxation for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and other categories as per Uttarakhand Government rules and notifications.

Maximum Age Relaxation

  • 5 years for SC/ST/OBC (Uttarakhand domicile).
  • 5 years for Dependents of Freedom Fighters (Uttarakhand domicile).
  • 10 years for Persons with Disabilities (Uttarakhand domicile).
  • Ex-servicemen: Age relaxation by deducting their period of service from their actual age, plus an additional 3 years, provided the resulting age does not exceed the maximum age limit for the post.

Mandatory/Desirable Eligibility

Candidates must:

  • Possess a Domicile/Permanent Residence Certificate of Uttarakhand by the last date of online application.
  • Have passed High School and Intermediate examinations from recognized institutions located in Uttarakhand.
  • Be government employees/their spouses/children working in Uttarakhand or Central Government/Public Sector Undertakings whose services are not transferable outside Uttarakhand.

No Objection Certificate (NOC)

Candidates currently employed in central or state government service must submit a No Objection Certificate from their respective departments.

Reservation

  • Claims for reservation require a valid Uttarakhand domicile/permanent residence certificate and the relevant category/sub-category certificate issued by a competent authority by the last date of online application. Only Uttarakhand residents are eligible for reservation benefits.
  • Horizontal reservation for Dependents of Freedom Fighters (DFF), Ex-servicemen, and Persons with Disabilities (PwD) will be provided as per prevailing government orders.
  • Caste certificates for SC/ST/OBC must be issued by a competent authority in Uttarakhand. OBC certificates are valid for three years from the date of issuance or until December 22, 2025, if issued before February 26, 2025.
  • EWS certificates must be valid for the financial year 2025-26.
  • Orphan children of Uttarakhand are eligible for 5% horizontal reservation.
  • Uttarakhand Movement activists/dependents are eligible for 10% horizontal reservation.
  • Skilled Sportspersons: 4% horizontal reservation for medal winners/participants at International/National level in Olympic, World Cup/Championship, Asian Games/Championship, Commonwealth Games/Championship, National Games, All India Inter-University Games, and Khelo India Youth Games.

Nationality

Candidates must be:

  • A citizen of India, OR
  • A Tibetan refugee who came to India before January 01, 1962, with the intention of permanent settlement, OR
  • A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, Kenya, Uganda, and the United Republic of Tanzania (formerly Tanganyika and Zanzibar) with the intention of permanently settling in India.
  • An eligibility certificate from the State Government is required for candidates in categories (b) and (c).

Character

Candidates' character must be suitable for government service. Individuals dismissed from government service or convicted of moral turpitude are not eligible.

Marital Status

Male candidates with more than one living wife or female candidates with more than one living husband are not eligible, unless exempted by the government.

Physical Fitness

Candidates must be physically and mentally sound and free from any defect that might hinder efficient performance of duties. Provisions of the Rights of Persons with Disabilities Act, 2016 will apply. No medical certificate is required for promotion.

Selection Process

  • A written examination of 200 marks, objective type, will be conducted.
  • Paper 1: 100 marks, covering Nursing-related subjects.
  • Paper 2: 100 marks, covering General Hindi, General Knowledge, and General Studies.
  • Negative Marking: 1/4th mark will be deducted for each incorrect answer.
  • Minimum Qualifying Marks: 45% for Unreserved, OBC, EWS categories; 35% for SC/ST categories.
  • The question paper will be bilingual (Hindi and English).
  • OMR answer sheets will be in triplicate (original, duplicate, and candidate's copy). Candidates must not use whitener or scratch on the OMR sheet. Incorrect roll number or booklet series will lead to cancellation of candidature.

  4. After registration, log in using the registration number and password received.
  5. Fill in all required details, ensuring accuracy before saving.
  6. Enter academic qualifications and registration details with the Uttarakhand Nurses and Midwives Council (registration number, date of registration, validity date).
  7. Select two preferred exam cities from the given options.
  8. Upload a recent passport-sized photograph (20 KB to 50 KB) and signature (5 KB to 20 KB).
  9. Upload a combined PDF file (200 KB to 2 MB) containing the following documents:
    • High School Certificate (Mandatory)
    • Intermediate Certificate (Mandatory)
    • Domicile of Uttarakhand (If applicable)

    • Note: Documents 1, 2, 6, 7, and 9 are mandatory for all candidates. Documents 3, 4, and 5 are mandatory if claiming reservation.

General Instructions

  • Candidates are advised to read the advertisement carefully and apply only if they meet all eligibility conditions.
  • The Board's decision regarding candidate eligibility/suitability will be final.
  • No changes will be allowed in the online application form after submission.
  • All official communications will be posted on the Board's website, www.ukmssb.org. Candidates should regularly check the website for updates.
  • Prohibited items in the examination hall include cameras, calculators, mobile phones, pagers, scanners, pens, and any electronic communication devices.
  • Strict action will be taken against candidates using unfair means or spreading false information.
  • Candidates must affix their thumb impression on the attendance sheet (Male: left thumb, Female: right thumb).
  • Calculators and other calculation devices are prohibited.
  • Objections to the answer key can be submitted online within 7 days of its publication, with a fee of ₹50 per question.
  • Travel Concession: 50% fare concession on Uttarakhand Transport Corporation buses for exam travel (two days before and two days after the exam), upon showing admit card and Uttarakhand domicile certificate.
  • Selected candidates will undergo a medical examination prior to appointment.
  • Tie-breaking Criteria: In case of a tie in marks, candidates with preferential qualifications will be ranked higher. If still tied, the older candidate will be ranked higher. If age is also the same, candidates will be ranked alphabetically by name.
  • Candidates are advised to apply well in advance to avoid last-minute technical issues.
