Punjab and Sind Bank, a Government of India Undertaking, invites applications for the Lateral Recruitment of Specialist Officers in MMGS II on a Regular Basis. Candidates are advised to ensure they fulfill the stipulated eligibility criteria before applying.

Notes on Vacancies:
- The number of vacancies is provisional and may vary.
- Present employees of Punjab and Sind Bank are not eligible for these posts.
- SC/ST/OBC candidates can still apply even if there is no vacancy reserved for their category for a particular post.
- There is no reservation for Ex-servicemen in Officers' Cadre vacancies.
- No change of Category applied for will be permitted after online application registration.
2. Eligibility Criteria
2.1 Nationality / Citizenship
A candidate must be either:
- (i) a Citizen of India or
- (ii) a subject of Nepal or
- (iii) a subject of Bhutan or
- (iv) a Tibetan Refugee who came over to India before 1st Jan. 1962 with the intention of permanently settling in India or
- (v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
- (Provided that a candidate belonging to categories (ii), (iii), (iv) & (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Govt. of India. Such a candidate may be admitted to the interview but appointment offer only after eligibility certificate issuance.)
2.2 Age (As on cut-off date 2025-09-01)

- A candidate must have been born not earlier than 1990-09-02 and not later than 2002-09-01 (both dates inclusive).

Notes on Age Relaxation:
- Relaxation for SC/ST/OBC candidates is allowed on a cumulative basis with only one of the remaining categories (2.3(iii) to 2.3(V)).
- Candidates claiming relaxation must enclose necessary certificates.
- The maximum age specified is applicable to General Category candidates and Economically Weaker Section (EWS) Category Candidates.
- OBC candidates must possess a valid OBC certificate with a Non-creamy layer clause as per Government of India guidelines.
- Ex-servicemen status ceases upon joining a civil government job by availing re-employment benefits.
- EWS candidates must produce a valid 'Income & Asset Certificate' at the time of application, or on or before the date of Interview if called for interview, as per DoPT Guidelines.
2.4 Educational and Professional Qualification (cut-off date for educational qualification post basic qualification work experience is 2025-10-10)
1. Credit Manager in MMGS II
- Educational Qualification:
- Graduation in any discipline with minimum 60% marks in aggregate of all semesters/years (55% for SC/ST/OBC/PwBD).
- OR Professional qualification like CA/CMA/CFA/MBA (Finance) from a recognized University/Institution/Board recognized by Govt. of India/approved by Govt. Regulatory bodies.
- Post basic qualification work experience: Minimum three years of post-qualification experience as Branch manager / credit appraisal or Processing in a Scheduled commercial bank.
2. Agriculture Manager in MMGS II
- Educational Qualification:
- A Bachelor's Degree (Graduation) in Agriculture/Horticulture/Dairy/Animal Husbandry/Forestry/Veterinary Science/Agriculture Engineering/Pisciculture from a University recognized by the Govt. Of India (or any equivalent qualification recognized as such by the Central Government) with a minimum 60% marks in aggregate of all semesters/years (55% for SC/ST/OBC/PwBD).
- Post basic qualification work experience: Minimum three years of post-qualification experience (in the relevant field) as an officer in any Scheduled commercial bank.
Important Notes for Qualifications:
- Experience certificate must be submitted at the time of application as per Annexure – I.
- Candidates who have been terminated or removed from service by a previous employer will not be considered eligible for this position.
- All educational qualifications must be from a recognized University/Institute/Board.
- The date of passing the examination (as per mark-sheet/provisional certificate) will be reckoned for eligibility.
- For web-based certificates, an original certificate from the appropriate authority indicating the date of passing is required.
- Percentage obtained in Graduation/Post Graduation should be calculated to the nearest two decimals. For CGPA/OGPA, conversion to percentage is required, and a certificate stating conversion norms must be produced.
- Percentage calculation: Total marks obtained in all subjects divided by aggregate maximum marks, multiplied by 100.
- Fractions of percentage will be ignored (e.g., 59.99% will be treated as less than 60%).

3. Reservations
- Reservation for SC/ST/OBC/EWS candidates will be provided as per government guidelines.
- Candidates applying under reserved categories must submit valid 'Community' OR EWS status certificates in the prescribed format. Failure to produce the certificate will result in non-consideration under the reserved category.
- OBC certificate must contain the "Non-creamy Layer Clause" and the caste must be notified in the Central List for the State as displayed on www.ncbc.co.in. Caste name in the certificate must tally with the Central Government list.
- Benefit of reservation under EWS category is permissible only upon production of an 'Income and Asset Certificate' issued by a Competent Authority as per extant DoPT guidelines.
- No reservation for Ex-Servicemen in Officers' Cadre.
Competent Authorities for Certificates:
- For SC/ST/OBC/EWS: District Magistrate/Additional District Magistrate/Collector/Deputy Commissioner/Additional Deputy Commissioner/Deputy Collector/First Class Stipendiary Magistrate/City Magistrate/Sub-Divisional Magistrate (not below the rank of First Class Stipendiary Magistrate/Taluk Magistrate/Executive magistrate/Extra Assistant Commissioner), Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate, Revenue Officer (not below the rank of Tehsildar), Sub-divisional officer of the area where the candidate and or his family normally resides.
Reservation for Persons with Benchmark Disabilities (PwBD)
- Under section 34 of "The Rights of Persons with Disabilities Act, 2016", PwBD are eligible for Reservation. The reserved categories are:
- a. Visually Impairment (VI): includes Blindness and low vision.
- b. Hearing Impaired (HI): includes Deaf and Hard of hearing.
- c. Orthopedically Challenged (OC): includes Locomotor Disability (One arm-OA, One Leg-OL, Both Leg-BL, One Arm and One Leg – OAL), cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy.
- d. Intellectual Disability (ID): includes intellectual disability (Autism Spectrum Disorder, specific learning disability and mental illness).
- e. Multiple Disabilities (MD): means disability amongst clauses (a) to (d) including deaf-blindness.
- Definition of disabilities as per "THE RIGHTS OF PERSONS WITH DISABILITIES ACT, 2016".
- Only persons with 'Permanent Benchmark Disability' (not less than 40% of specified disability) are eligible.
- Certificates in support of SC, ST, OBC, EWS, PwBD categories must be submitted at the time of document verification.
Guidelines for Persons with Benchmark Disabilities using a Scribe
- Visually impaired candidates and those whose writing speed is adversely affected can use their own scribe at their cost during the online examination.
- The scribe must be from an academic discipline different from the one stipulated for the post.
- Both candidate and scribe must provide an undertaking confirming eligibility criteria.
- Compensatory time of 20 minutes per hour will be allowed for those using a scribe.
Guidelines for candidates with locomotor disability and cerebral palsy
- A compensatory time of 20 minutes per hour or otherwise advised shall be permitted for candidates with locomotor disability and cerebral palsy where dominant (writing) extremity is affected to the extent of slowing the performance of function (minimum of 40% impairment).
Guidelines for Visually Impaired candidates
- Visually Impaired candidates (with at least 40% disability) may opt to view the contents of the test in magnified font and will be eligible for compensatory time of 20 minutes for every hour.
- The magnified font facility will not be available to Visually Impaired candidates who use a Scribe.
Guidelines for candidates with Intellectual Disability (ID)
- A compensatory time of 20 minutes per hour of examination, either availing the services of a scribe or not, shall be permitted for candidates with more than 40% Intellectual Disability.
Guidelines for persons with specified disabilities having less than 40% disability and having difficulty in writing
- A compensatory time of not less than 20 minutes per hour of the examination shall be allowed for persons who are eligible for getting a scribe. Pro-rata for exams less than an hour.
4. Scale of Pay & Other Facilities
- Appointments will be on a regular basis.
- Manager - MMGS II Scale of Pay: Rs. 64820-2340/1-67160-2680/10-93960.
- DA, HRA/Leased Accommodation, CCA, Medical, LTC, Terminal Benefits and other perquisites will be paid as per prevailing rules and location.

- The service bond must be accompanied by an undertaking to serve the Bank for a minimum period from the date of joining.
- Candidates must furnish one surety of equal amount before joining.
- If resignation occurs before the end of the specified period, the bond amount must be paid to the Bank.
5. Credit History
- Candidates must maintain a healthy Credit history with a minimum CIBIL score of 650 or above at the time of joining.
- A Cibil Report (from the bank where the candidate holds an account) must be submitted at the time of Document Verification.
6. Career Path
- Selected officers will be in a specialist cadre and governed by the promotion policy applicable to specialist cadre officers.
- They will be entitled to inter-state transfer/Controlling Office Posting/special branches.

Notes on Written Test and Interview:
- Minimum qualifying marks: 40% for Unreserved & EWS Category, and 35% for Reserved Categories in each section.
- Percentage calculation based on total marks obtained, no rounding off.
- Candidates must obtain a minimum score in each test/section and a minimum total score in the online test for interview shortlisting.
- Scores obtained in the online examination will not be shared prior to interview completion.
- If multiple candidates score the cut-off marks, they will be ranked by age (descending order).
- Bank reserves the right to change minimum qualifying criteria.
- Instructions and details for online examination will be communicated via the Bank's website.
- Bank reserves the right to call candidates for Personal Interview in a ratio decided at its sole discretion, based on written test performance.
- Candidates not clearing the Personal Interview will not be considered for final selection.
- Combined final scores will be based on written test and Personal Interview.
- Personal Interview scores will not be disclosed if minimum qualifying marks are not secured.
- A candidate must qualify in all selection processes (Written Test and Personal Interview) and be sufficiently high in merit for shortlisting.
- Bank reserves the right to shortlist candidates based on experience and suitability.
- Interview venue, time, and date will be informed via email call letters. Interviews will be conducted at New Delhi unless otherwise specified.
- Final Selection will be made from top-ranked candidates in merit list (state-wise and category-wise) and their result in language proficiency test (if required).
Weightage for Final Score:
- Online test: 70%
- Personal Interview: 30%
- Marks conversion: Written test (out of 120) converted to 70 marks; Interview (out of 50) converted to 30 marks.
- Final merit list will be prepared state-wise after aggregating (out of 100) converted marks.
Result Publication
Results of candidates called for Interview, Final Result etc. will be made available on the Bank's website.
Examination Centers
The examination will be conducted online at various centers across India. A tentative list of centers is provided in the official notification.
- No request for change of Examination Centre/Date/Session will be entertained.
- Bank reserves the right to cancel/add centers or allot different centers.
8. List of Documents to be produced for Online Examination and Document Verification
a) Identity Verification:
- The examination call letter along with a photocopy of the candidate's photo identity (PAN Card/ Passport/ Permanent Driving License/ Voter's Card/ Bank Passbook with photograph/ Photo identity proof issued by a Gazetted Officer/ People's Representative along with a photograph / Identity Card issued by a recognised College/ University/Aadhar/ E-aadhar card with a photograph/ Employee ID) must be submitted to the invigilator for verification.
- Ration Card and Learners Driving License are not accepted as valid ID proof.
- Candidates who have changed their name must produce original Gazette notification/marriage certificate/affidavit.
- The name on the photo identity proof must exactly match the online application form/call letter.
b) Biometric Data – Capturing and Verification
- The Bank may capture photo and thumb impressions for biometric verification at various stages. Any inconsistency will lead to rejection.
c) Documents for Document Verification (Originals with self-attested copies)
- Appropriate certificate in support of Date of Birth.
- Printout of interview call letter.
- Valid system generated printout of the online application form.
- Age relaxation and reservation valid proofs.
- All Educational Qualification Certificates and other Certifications from Standard Xth onwards (Semester-wise marksheets and Provisional / Final Degree Certificate for Graduation & PG).
- All Appropriate document(s) in support of work experience.
- NOC from the existing employer.
- Appropriate Certificate(s) in support of Caste/Category/Disability (if applicable). OBC caste certificate must contain the Non-creamy layer clause and caste must be notified in Central List for State as displayed on www.ncbc.co.in.
- Valid Income and Asset Certificate issued by a Competent Authority for EWS category candidates.
- Valid Disability certificate in the prescribed format issued by the District Medical Board for PwBD category.
- Certificate for 1984 Riot Affected Persons (if applicable).
- Photo Identify Proof of name and permanent address.
- Two passport size photographs similar to that uploaded on the application form.
- Any other relevant documents in support of eligibility.
- No request for extension of time for production of certificate(s) will be entertained.
- DO NOT SEND ANY DOCUMENTS DIRECTLY TO THE BANK BEFORE OR AFTER THE INTERVIEW.

10. How to Apply
Important Points to be noted before registration
- Refer to guidelines for scanning photograph, signature, thumb impression, hand-written declaration, and documents on the Bank's website.
- Do not change appearance until the process is complete.
- Have a valid personal e-mail ID and mobile number, kept active until the completion of the appointment process.
- Image File format should be .jpg, .jpeg. Documents scanned must be in PDF format.
- Ensure accurate spelling of names as per certificates.
- Incomplete or late applications will be rejected.
- Only the last valid (complete) application will be retained in case of multiple submissions.
- Ensure eligibility before applying. Take a printout of the submitted online application form.
- No changes to address/email ID/phone number/caste/category will be entertained. Fill the online application carefully.
- Signatures must be identical across all documents and not in CAPITAL LETTERS.

- Bank reserves the right to reject candidature at any stage for ineligibility, false information, or suppressed material facts. Fees paid by ineligible candidates will be forfeited.
- Vacancies are provisional and subject to change.

- Eligibility will be based on suitability and experience as per Bank's requirement.
- Merely fulfilling minimum qualification does not guarantee an interview call. Shortlisting decisions are final.
