Eligibility Criteria

Nationality

Candidates must be:

  • A citizen of India, or
  • A Tibetan refugee who came to India before January 1, 1962, with the intention of permanent settlement, or
  • A person of Indian origin who migrated from Pakistan, Myanmar, Sri Lanka, Kenya, Uganda, or the United Republic of Tanzania (formerly Tanganyika and Zanzibar) with the intention of permanent settlement. Note: Candidates in categories (b) and (c) must possess a valid eligibility certificate issued by the State Government. Category (b) candidates must also obtain a certificate from the Deputy Inspector General of Police, Intelligence Branch, Uttar Pradesh.

Educational Qualification

Candidates must have passed the Intermediate (10+2) examination with Physics and Mathematics subjects from a board established by law in India or an equivalent recognized examination by the Government.

Note: Candidates must possess the required educational qualifications and mark sheets/certificates by the last date of application. Appearing candidates are not eligible. The responsibility for proving the veracity, accuracy, and equivalency of educational qualifications rests with the candidate.

Preferential Qualifications

No marks will be awarded for preferential qualifications, but they will be considered for tie-breaking as per clause 3.4:

  • "O" level computer certificate from DOEACC / NIELIT Society, or
  • Served in the Territorial Army for a minimum of two years, or
  • "B" certificate of the National Cadet Corps (NCC).

Age Limit

As on 2025-07-01:

  • Minimum age: 18 years
  • Maximum age: 22 years
  • Candidates must have been born between 2003-07-01 and 2007-07-01 (both dates inclusive).
  • Age relaxation for Scheduled Castes, Scheduled Tribes, and other categories will be applicable as per government rules prevailing at the time of recruitment notification.

Character

Candidates' character should be suitable for employment in government service. Persons dismissed from Central/State Government, local authorities, or convicted of an offense involving moral turpitude are not eligible.

Marital Status

Candidates are not eligible if they:

  • Have married a person who already has a living spouse, or
  • Have a living spouse and have married another person.
  • Note: The State Government may grant an exemption from this rule if satisfied that the personal law applicable to the candidate and the other party to the marriage permits such marriage and there are other grounds for doing so.

Physical Fitness

Candidates must be in good mental and physical health and free from any physical defects likely to interfere with the efficient performance of their duties. They must pass a medical board examination before final approval for appointment.

Recruitment Process

Selection will be conducted as per the “Uttar Pradesh Police Radio Subordinate Services Rules-2018 (Third Amendment)”.

Written Examination

Eligible candidates whose applications are found correct will be required to appear in a 400-mark objective type written examination. The examination will consist of the following subjects:

  • Syllabus: A detailed syllabus will be notified by the Board.
  • Qualifying Marks: Candidates failing to secure 50% marks in each subject will not be eligible for recruitment.
  • Exam Mode: The written examination will be OMR-based, conducted on a single date in one shift or multiple shifts/dates with different question papers.
  • Duration: The examination duration will be 2 hours 30 minutes (150 minutes), comprising a total of 160 questions.
  • Answer Sheet: The OMR answer sheet will have three copies: original for scanning, second for Board records, and third for the candidate. Carrying the original copy will lead to automatic cancellation of candidature.
  • Admit Card: Admit cards will be available on the Board's website (http://uppbpb.gov.in/) and candidates can download them themselves.
  • Normalization: If the examination is conducted in more than one shift or on multiple dates with different question papers, normalization of marks will be done as per Rule-15(b) of the "Uttar Pradesh Police Radio Subordinate Services Rules-2015 (as amended)". The procedure outlined in Board's Notice/Vigyapti No. PRPB-1(155)/2023 dated 2023-12-18 will be adopted.
  • Marking: In this advertisement, the word "marks" refers to "normalized marks". Initial normalization will be applied to raw marks obtained in each of the four subjects, and then the final total normalized marks will be calculated by summing up the normalized marks of all four subjects.
  • Language: Except for General Hindi, all other subjects' questions will be in Hindi and English. In case of any discrepancy, the English version will be considered valid.
  • Answer Key: An answer key will be published after the written exam, and online objections will be invited. Incorrect questions or options will be cancelled, and marks will be distributed as per the Hon'ble Allahabad High Court order in Writ Petition No. 2669(MB)/2009 Pawan Kumar Agrahari vs U.P. Public Service Commission.
  • If a question has multiple correct options, full marks will be awarded if any one correct option is marked. No marks will be awarded if multiple options are marked.

Document Verification and Physical Standard Test (DV & PST)

Candidates who qualify the written examination will be called for Document Verification and Physical Standard Test, which are qualifying in nature. The number of candidates called will be decided by the Board based on merit.

Document Verification (DV)
  • The DV process will verify eligibility, age relaxation, reservation claims (vertical/horizontal), and essential/preferential qualifications against original documents. Information will be displayed on the Board's website.
  • Admit cards for DV and PST will be available on http://uppbpb.gov.in/.
  • Original documents presented must match the information provided in the application form and uploaded documents. Discrepancies may lead to rejection.
  • Candidature may be cancelled at any time if any document is found fraudulent, false, or fabricated.
Physical Standard Test (PST)

(a) For Male Candidates:

  • Height:
    • General/OBC/SC: Minimum 168 cm
    • ST: Minimum 160 cm
  • Chest:
    • General/OBC/SC: Minimum 79 cm (unexpanded), Minimum 84 cm (expanded)
    • ST: Minimum 77 cm (unexpanded), Minimum 82 cm (expanded)
    • Note: A minimum 5 cm chest expansion is mandatory.

(b) For Female Candidates:

  • Height:

    • General/OBC/SC: Minimum 152 cm
    • ST: Minimum 147 cm
  • Weight: Minimum 40 kg

  • Detailed PST procedures will be published on the Board's website.

  • Candidates dissatisfied with PST results can file an objection immediately on the same day. Re-measurement will be conducted by a panel headed by an Additional Superintendent of Police. No further appeal will be entertained.

  • Previous PST measurements from other recruitments will not be considered valid for this recruitment.

Physical Efficiency Test (PET)

Candidates successful in DV and PST will be required to appear for the Physical Efficiency Test (PET), which is qualifying in nature.

  • Male Candidates: 4.8 km race to be completed within 28 minutes.
  • Female Candidates: 2.4 km race to be completed within 16 minutes.
  • Candidates failing to complete the race within the stipulated time will be disqualified.
  • Detailed PET procedures will be published on the Board's website.
  • No second chance for PET will be provided. Pregnant female candidates will also not get another opportunity after the last date of PET.
  • The use of steroids/stimulants/narcotics during PET is prohibited and will lead to cancellation of candidature and legal action.

Selection and Final Merit List

  • From the PET qualified candidates, a selection list will be prepared based on marks obtained in the written examination and the reservation policy, according to merit within each category. This list will be forwarded for medical examination and character verification and will also be published on the Board's website.
  • No waiting list will be prepared by the Board.
Tie-breaking Rules

If two or more candidates secure equal marks, the following procedure will be adopted to determine merit:

  1. Preference will be given to candidates possessing preferential qualifications (as mentioned in clause 2.6). If a candidate possesses more than one preferential qualification, only one such benefit will be granted.
  2. If marks are still tied, candidates of older age will be given preference.
  3. If marks are still tied, preference will be given based on the alphabetical order of names as per the High School certificate.

Reservation and Age Relaxation

General Rules

  • Vertical and horizontal reservation benefits are applicable only to original residents of Uttar Pradesh.
  • Reservation for women will be admissible as per G.O. No. 39 Rit-Ka-2/2019 dated 2019-06-26. All women candidates, irrespective of their state or union territory of origin in India, will be considered for posts reserved for women in direct recruitment to state services in U.P.
  • Reservation for SC, ST, and OBC will be as per the Uttar Pradesh Public Services (Reservation for Scheduled Castes, Scheduled Tribes, and Other Backward Classes) Act, 1994 (as amended), and the Uttar Pradesh Public Services (Reservation for Physically Handicapped, Dependents of Freedom Fighters, and Ex-Servicemen) Act, 1993, and prevailing government orders.
  • 10% reservation for Economically Weaker Sections (EWS) is applicable for original residents of Uttar Pradesh as per the Uttar Pradesh Public Services (Reservation for Economically Weaker Sections) Act 2020 dated 2020-08-31. Candidates claiming EWS reservation must have a family gross annual income (including salary, agriculture, business, profession, etc.) less than Rs. 8 lakh in the financial year preceding the application year. The EWS certificate must be issued by the last date of application and be valid for the financial year 2025-2026 (starting 2025-04-01). Otherwise, the benefit of EWS reservation will not be granted.

Age Relaxation for Serving Employees

Maximum 5 years age relaxation for serving employees of the Uttar Pradesh Government as per G.O. No. 2-E:M:/2001(1)-Ka-4-2013 dated 2013-08-27. Certificate should be as per Format-5.

Note: If a candidate is eligible for age relaxation under multiple categories (e.g., OBC and state government employee), only one category's age relaxation will be applicable (e.g., 5 years for state government employee).

Certificate Validity Dates

All reservation-related certificates (SC/ST, OBC, EWS, State Government Employee, Freedom Fighter Dependent, Domicile) must be issued by the competent authority by the last date of application.

  • EWS Certificate: Must be valid for the financial year 2025-2026 and issued on or after 2025-04-01 and by the last date of application.
  • OBC Certificate: Must be valid for the financial year 2025-2026 and issued by the last date of application.

Definition of Dependents of Freedom Fighters

A dependent of a freedom fighter refers to a permanent resident of Uttar Pradesh who participated in the Indian freedom struggle and:

  • Died a martyr, or
  • Was detained or imprisoned as an undertrial for at least three months, or
  • Suffered at least ten lashes, or
  • Was injured by a bullet, or
  • Was declared an absconder, or
  • Was involved in the 'Peshawar incident', or
  • Was a member of the Azad Hind Fauj, or
  • Was a certified member of the India Independence League, or
  • Was released under the Gandhi-Irwin Pact.
  • Note: Persons who sought pardon are not considered freedom fighters for this purpose.

Definition of Ex-Servicemen

An ex-serviceman is a person who has served in any rank (combatant or non-combatant) in the Indian Army, Navy, or Air Force and:

  • Has retired from such service after earning pension, or
  • Has been discharged from such service on medical grounds or other circumstances beyond their control, and has been granted medical or other disability pension, or
  • Has been discharged from such service due to reduction in establishment without their own request, or
  • Has been discharged after completing the specified period of service, but not at their own request or due to misconduct/inefficiency, and has been granted gratuity. This also includes personnel of the Territorial Army in the following categories:
    • Those receiving pension for continuous organized service,
    • Persons found medically unfit for military service,
    • Recipients of gallantry awards.
  • Note: For the purpose of availing reservation benefits, it is essential for any soldier of the three armed forces of the Union to have attained the status of ex-serviceman at the relevant time of filling the application form. It is mandatory for the candidate to be an ex-serviceman by the last date of application.

General Instructions on Reservation Certificates

  • For female candidates claiming reservation, the caste certificate issued from the father's side will be considered valid.
  • Certificates submitted for appointment to posts under the Government of India (SC/ST/EWS/OBC) will not be valid.
  • A domicile certificate issued by the District Magistrate / Competent Authority, confirming original residency in Uttar Pradesh, is mandatory to claim vertical/horizontal reservation. In its absence, the candidate will not be granted reservation benefits. The residential address mentioned in the caste certificate will not be considered a domicile certificate.
  • If original reservation-related certificates are not presented during document verification, it will be assumed that the candidate is not a claimant for reservation, and their claim will be cancelled. If the candidate fulfills all criteria for the general category, they may be included in the recruitment process under the general category. No opportunity for amendment/change will be provided in this regard.
  • If a candidate belonging to a vertical reserved category is selected in open competition with general candidates based on merit, they will be adjusted against unreserved vacancies, not reserved ones, even if they have availed any facility or relaxation (e.g., age relaxation) admissible to reserved category candidates.
  • If a candidate claims reservation in more than one category, only one reservation benefit, which is most beneficial to them, will be granted.
  • Candidates selected under horizontal reservation will be adjusted within their respective categories.

Online Application Process

One Time Registration (OTR)

  • Candidates must first register for OTR on the Board's website. After OTR, candidates can apply for various recruitments advertised by UPPRPB.
  • Aadhaar-based OTP (Authentication) verification will be used. Candidates should update their Aadhaar card data and registered mobile number. Information available at https://bhuvan.nrsc.gov.in/aadhaar/.
  • OTR Registration Steps:
    • Mandatory for all candidates.
    • Visit https://uppbpb.gov.in/Home/Notice and click on the "आवेदन हेतु LINK" for application.
    • First-time registration requires a Unique Email ID and Unique Mobile Number (which will remain unchanged).
    • Digi-Locker Account is required for verification.
    • Candidates will fill in their personal details after verification.
    • In the final step of registration, candidates will create a password and complete the CAPTCHA.

Application Form Filling

  • After OTR, candidates can log in using their registration details (login ID & credentials) to fill the online application form for "Assistant Operator Posts - Direct Recruitment 2025".
  • Login can be done via Account ID/Password, Aadhaar, or DigiLocker.
  • Candidates must carefully read the rules/advertisement before filling the application.
  • Incomplete, erroneous, or false applications may be rejected.
  • Candidates who are in government service must upload a "No Objection Certificate" (NOC).
  • After filling the application form, candidates must make the payment (refer to clause 5.10).
  • After payment, candidates should preview their application form and take a printout for future reference. Multiple registrations/applications are not allowed; only the last submitted application will be accepted.

Photograph Requirements

Real-time (live) photographs of candidates will be taken during the application process.

  • Conditions for Real-time Photograph:
    • Use a web camera or other device that can take a real-time photograph.
    • Candidates should not wear a cap.
    • The face should not be covered by anything (e.g., mask, hair, cloth, shadow, ornaments).
    • If wearing spectacles, eyes must be clearly visible without any reflection/glare.
    • The photograph should not be blurred.
    • There should not be excessive brightness.
    • Candidates should not wear any uniform while uploading the photograph.
    • Candidates should not wear any uniform during the written examination or any stage of the recruitment process.
  • If the real-time photograph does not match previous photographs, candidates must fill a declaration in the online application form.
  • If Aadhaar is not provided and another government ID is used, candidates must fill a self-declaration form in the application.

Signature Requirements

Candidates must scan and upload their signature.

  • Conditions for Signature:
    • Black ink on white paper, within a 50mm x 20mm box.
    • Signature should be in running letters, not block letters.
    • Image format: JPG/JPEG.
    • Size: 50mm x 20mm or 140 x 60 pixels.
    • File size: 30KB to 50KB.
    • Must be the applicant's own signature.

Application Fee Payment

  • After confirming the details, candidates must submit the data and pay the application fee using Debit Card/Credit Card/Internet Banking/UPI. Any additional charges will be borne by the candidate.
  • Upon successful payment, the application will be automatically submitted. If the candidate does not submit the application by the last date, it will be automatically submitted.
  • The application will be accepted only if the fee is paid by the last date. Late payment will result in rejection, and the fee will not be refunded.

Uploading Educational and Reservation Certificates

  • Candidates are expected to upload all educational, reservation, age relaxation, domicile, and other relevant certificates available on DigiLocker through DigiLocker.
  • Certificates not available on DigiLocker should be scanned and uploaded.

Important Application Points

  • Only one application per candidate is allowed. The last submitted application will be accepted.
  • Candidates are solely responsible for the accuracy and completeness of their application. Incomplete, faulty, or false applications may be rejected.
  • At the time of online application, candidates must possess all applicable essential educational qualifications, preferential qualifications, reservation, and maximum age relaxation certificates/documents. Uploading these documents is mandatory.
  • Document verification will be based on uploaded documents only. Other documents will not be considered.
  • No certificates/documents will be accepted after the last date of application.
  • Candidates can make changes to their application details before paying the application fee. No changes are allowed after fee payment.

Other Important Instructions

  • The number of reserved/unreserved vacancies may change as per the latest acts, ordinances, or government orders of the Uttar Pradesh Government related to reservation in this recruitment.
  • Biometrics (PHOTO, FINGER PRINT/IRIS) and Aadhaar-based e-KYC will be conducted during all stages of the examination to control impersonation.
  • The Board/Appointing Authority reserves the right to cancel candidature or selection and take legal action for impersonation, concealing important information, pending prosecution/criminal cases, conviction, having more than one living spouse, misrepresenting facts, or making recommendations for selection.
  • Action will be taken as per the Uttar Pradesh Public Examination (Prevention of Unfair Means) Act-2024 for unfair practices or involvement in examinations, which includes provisions for withholding results and debarring from public examinations for one calendar year following the calendar year in which the act occurred. Legal action will also be taken under other penal provisions of this Act.
  • Candidature will be cancelled if a candidate is found not to meet the required qualifications or has submitted false/fake certificates/documents, or has concealed any material fact. Legal action will be taken if adverse facts come to notice after selection.
  • The Board will provisionally admit candidates to the written examination based on the information provided by them. However, if at any stage it is found that the candidate provided false information, did not possess eligibility by the last date of application, or their application was not acceptable at the preliminary stage, their candidature will be cancelled.
  • The Board does not correspond individually with any candidate. All information is uploaded on the Board's website, and all candidates are advised to regularly check the website for recruitment-related updates.
  • The Board does not provide any advice regarding candidates' eligibility. Therefore, candidates should carefully study the advertisement and apply only if they are satisfied that they meet the terms and conditions of the advertisement.

Board's Decision Final
