Introduction to the Examination

This document outlines the detailed rules and procedures for a recruitment examination conducted by the Bihar Staff Selection Commission. It covers eligibility, examination pattern, syllabus, application fees, reservation policies, and important instructions for candidates.

Eligibility and Age Relaxation

  • Ex-Servicemen: Age relaxation will be granted for the period of full-time NCC service, provided the resulting age does not exceed the upper age limit by more than three years. Additionally, ex-servicemen will receive an age relaxation equivalent to the period of their defense service plus three years, as per Bihar Government, Department of Personnel and Administrative Reforms, letter no. 2447 dated 06.03.1990, provided their actual age on the application date does not exceed 53 years.
  • Commissioned Officers (ECOs/SSCOs): Ex-servicemen and Commissioned Officers are eligible to apply. They will receive a five-year age relaxation in the maximum age limit if they have served continuously for at least five years and have been discharged from military service or will be discharged within six months, provided the discharge is not due to misconduct, inability, physical disability, or incapacity.
  • SC/ST Ex-Servicemen/Commissioned Officers: Candidates belonging to Scheduled Castes/Scheduled Tribes who are also ex-servicemen/commissioned officers will receive the age relaxation applicable to SC/ST candidates for direct recruitment in state government service. The maximum age limit for SC/ST ex-servicemen/commissioned officers will be five years higher than the general relaxation.
  • Proof of Discharge: Candidates claiming age relaxation due to military service discharge must submit their discharge certificate/proof of release within six months of the application deadline at the time of document verification, failing which their candidature will be cancelled. Original certificates must be presented during document verification.
  • Reservation Claim: Candidates must accurately and clearly state their caste and reservation category in the online application form.

Examination Nature and Structure

  • Preliminary Examination: If more than 40,000 applications are received, a preliminary examination will be conducted. If conducted in multiple phases, the results will be normalized. The preliminary examination will be objective.
  • Main Examination Selection: Candidates will be selected for the main examination at a rate of 5 times the number of category-wise available vacancies based on the written preliminary examination. A separate advertisement will be published for the main examination.
  • Tie-Breaking Criteria: In case of identical scores, candidates older by birth date will be ranked higher. If both scores and birth dates are identical, candidates will be ranked based on the alphabetical order of their names (A to Z).
  • Preliminary Examination Subject Areas: The preliminary examination will consist of one paper on General Knowledge, covering:
    • General Mathematics
    • General Knowledge
    • General Hindi
  • Question Format: Questions will be objective and multiple-choice. There will be 100 questions. Each correct answer will fetch 4 marks, and 1 mark will be deducted for each incorrect answer. The examination duration will be 2 hours. Disabled candidates will be given an additional 20 minutes per hour.

Syllabus

  • Medium of Examination: The examination will be in Hindi/English. In case of any discrepancy in Hindi and English questions, the English version will be considered valid. The General Hindi section will be in Hindi (Devanagari script) only.

General Mathematics (30 Marks)

  • Least Common Multiple (LCM), Highest Common Factor (HCF), Real Numbers, Rational Numbers, Irrational Numbers, Integers, Square Roots, Cube Roots, Percentage, Profit-Loss, Discount, Sales Tax, Simple Interest, Compound Interest, Time and Distance, Ratio and Proportion.

General Knowledge (40 Marks)

  • Geography and Economy: Resources and their types, Forest and Wildlife Resources, Water Resources, Agriculture and Crops, Mineral and Energy Resources, Manufacturing Industries, National Economy, Map Study.
  • Civics and Political Science: Federalism, India's Federal System, Center-State Relations, Indian Languages, Democracy and Diversity, Social and Religious Diversity in India, Political Parties.
  • Economics: Money and Credit, Globalization and the Indian Economy, Trade and Livelihoods.
  • History and Culture: Indian History, Culture, Geography, Freedom Movement, Panchayati Raj, Bihar's Contribution to the National Movement, Nationalism in India, Socialism and Communism.
  • Science: Light-Reflection and Refraction, Human Eye and the Colorful World, Electricity, Magnetic Effects of Electric Current, Sources of Energy. Chemical Reactions and Equations, Acids, Bases and Salts, Metals and Non-metals, Carbon and its Compounds, Periodic Table of Elements. Life Processes, Reproduction in Organisms, Heredity and Evolution, Our Environment, Management of Natural Resources.
  • Current Affairs: Contemporary events.

General Hindi (30 Marks)

  • Nouns, Pronouns, Gender, Adjectives, Pronominal Adjectives, Synonyms, Cases, Idioms, Tense, Sandhi, Antonyms, Compounds, Proverbs, One-word Substitution, Word Purity, Sentence Purity, Tatsam and Tadbhava Words, Prefixes, Suffixes.
  • Questions based on prose and poetry sections from 10th-grade textbooks and their authors.

Qualifying Marks

As per Resolution No. 2374, dated 16.07.2007, issued by the Department of Personnel and Administrative Reforms, the minimum qualifying marks for the preliminary and main examinations are as follows:

  • Unreserved Category: 40 percent
  • Backward Class: 36.5 percent
  • Extremely Backward Class: 34 percent
  • Scheduled Caste/Scheduled Tribe: 32 percent
  • Women (all categories): 32 percent
  • Disabled (all categories): 32 percent

Application Process and Payment

  • Payment Details: In addition to the examination fee, a processing charge and service tax will be borne separately by the candidate. Examination fees can be paid online via Credit Card, Debit Card, UPI, or Net Banking.
  • Payment Window: Online registration and examination fee payment through the Online Payment Gateway can be made from 25.08.2025 to 24.09.2025.
  • Important Note: Mere registration and payment of fees do not mean that the candidate's online application is complete. The examination fee will not be refunded or transferred under any circumstances.

Reservation Policy

  • General Rules: Reservation benefits will be provided as per the prevailing reservation rules of the State Government and based on certificates issued by the competent authority of the State Government.
  • Claiming Reservation: No reservation benefit will be granted if not claimed in the specified column of the online application form.
  • Domicile Requirement: Reservation benefits are only for candidates who are permanent residents of Bihar. Candidates from outside Bihar will not receive reservation benefits. The permanent address provided in the application will be considered for reservation purposes. A permanent residence certificate is mandatory for claiming reservation.
  • Required Certificates (Main Exam Application - to be uploaded):
    • SC/ST Candidates:
      • Caste Certificate
      • Permanent Residence/Domicile Certificate
    • Backward Class/Extremely Backward Class Candidates: Non-Creamy Layer Certificate issued by the Circle Officer/Revenue Officer of the permanent domicile area as notified by the State Government.
  • Married Women Claiming Reservation: Caste/Non-Creamy Layer Certificate must be issued in the name and address of her father, not her husband. All reservation-related certificates must be presented in original at the time of document verification at the Commission's office; otherwise, reservation benefits will not be granted.
  • Economically Weaker Section (EWS) Reservation (10%): As per Bihar Government Notification No. 2622, dated 26.02.2019, 10% reservation will be granted for EWS candidates where vacancies are available. An income and asset certificate issued by the competent authority, as per Schedule-I (Proforma I) attached with the said notification, is required.
  • Certificate Accuracy: Candidates must ensure their reservation category is accurately marked in the online application. If any error occurs, the claim for reservation will be invalid, and they will be considered in the General category.
  • Consequence of Invalid Certificates: If a candidate fails to produce relevant certificates during document verification, they will be considered in the unreserved category. Necessary action will be taken based on the results of the competitive examinations (preliminary, main).
  • Persons with Benchmark Disability (PwBD) Reservation (4% horizontal): As per Bihar Government Resolution No. 962, dated 22.01.2021, 4% horizontal reservation for PwBDs will be granted where vacancies are available. As per Bihar Government Resolution No. 8962, dated 21.05.2025, this horizontal reservation is only applicable to PwBDs who are permanent residents of the state.
    • PwBD Certificates: Provisional disability certificates issued or endorsed by any government medical college or hospital in the state will be provisionally accepted. However, before final selection, the disability certificate must be confirmed by a government medical college or hospital. During document verification, candidates must present their original disability certificate issued by a government medical college. If the certificate is unconfirmed or found incorrect, the candidature will be cancelled, and necessary action will be taken.
    • Renewal: A temporary disability certificate will not be valid if it is not renewed after the specified period.
  • Scribe Facility for PwBD: As per Bihar Government Resolution No. 10668, dated 29.06.2022 (for PwBD with 40% or more disability) and Bihar Government letter No. 2568, dated 11.02.2025 (for specific disabilities under 40% and inability to write), candidates claiming scribe facility must submit a certificate and affidavit as per Schedule-I and Schedule-II attached with the said notification. Candidates requiring a scribe must mark 'YES' in the relevant column of the online application.
  • Women Reservation (35% horizontal): As per Bihar Government letter No. 2342, dated 15.02.2016, 35% horizontal reservation for women will be granted where vacancies are available. As per Bihar Government Resolution No. 12575, dated 09.07.2025, this 35% horizontal reservation is applicable only to women who are permanent residents of the state (including both reserved and unreserved categories).
  • Freedom Fighter Descendants Reservation (2% horizontal): As per Bihar Government letter No. 2526, dated 18.02.2016, 2% horizontal reservation will be granted for grandchildren of freedom fighters who receive a central pension, where vacancies are available. Candidates claiming this reservation must possess a certificate (grandchild of former freedom fighter) issued by the District Magistrate of their home district or an authorized officer, as per the prescribed format attached with Bihar Government letter No. 11687, dated 30.08.2016. Freedom fighter's heir identity card is not valid.
  • EWS Income/Asset Certificate Validity: As per Bihar Government Notification No. 2622, dated 26.02.2019, and letter No. 12123, dated 23.06.2023, the income and asset certificate for EWS must be issued by the competent authority as per Schedule-I (Proforma-I) attached with the said notification; otherwise, the EWS reservation benefit will not be granted. This provision is in addition to other existing reservation rules in the state. Candidates from outside the state cannot claim this benefit.
    • Married Women (EWS): For married women, if living with her husband, the income and asset certificate will be issued based on her husband's permanent residence (circle). However, she must present a residential certificate issued based on her father's residence to prove her Bihar domicile. The income and asset certificate will be valid for one year from its date of issue.
  • Document Verification: All certificates, including Matriculation certificate, educational qualification degree/provisional certificate, SC/ST caste certificate, EBC/BC non-creamy layer certificate, EWS income/asset certificate, permanent residence certificate, Bihar freedom fighter descendant certificate, and disability certificate, must be available and correctly entered in the online application as claimed. These certificates must be uploaded during the main examination application. During document verification, the original uploaded certificates must be presented. Certificates with different issue numbers or dates will not be accepted. All required certificates must be obtained by the last date of online application (or revised date in case of modification). Certificates issued after the last date of application will not be valid.

Important Instructions

  1. Eligibility Determination: The eligibility of a candidate to appear in the examination will be determined by the Commission and will be final. Issuance of an Admit Card alone does not confirm candidature.
  2. Malpractice: Candidature will be cancelled if a candidate attempts to influence the recruitment process through lobbying, providing false or incomplete information, or using unfair means.
  3. Signatures: Candidates must scan and upload their Hindi and English signatures during the online application submission.
  4. Technical Issues: The Commission will not be responsible for internet or banking interruptions. Candidates should complete all processes before the deadlines. The Commission is not liable for incorrect/failed payments, and no additional time will be given for corrections.
  5. Application Review: Candidates must review their application before submission. If any corrections are necessary, they should use the 'Edit' option to make the required changes before submitting.
  6. Single Application: A candidate can submit only one online application form. If a candidate submits more than one application form with the same or different addresses, all their applications will be rejected, and their candidature will be cancelled.
  7. Contact Information: Providing a valid and active mobile number and email ID is mandatory for future communication. The Commission will not be responsible if important information is missed due to incorrect or invalid contact details.
  8. Record Keeping: Candidates must safely keep their Application Form Number/Registration Number/Roll Number. They should also retain a copy of the filled application form (with photo). The Commission will not issue duplicate/secondary registration numbers/application forms/admit cards later under any circumstances.
  9. Examination Mode: As per Bihar Government Notification No. 9667, dated 20.06.2024, the written examination may be conducted Online (Computer Based Test) or Offline (OMR Sheet Based).
  10. Biometric Capture: To prevent impersonation during examinations, Biometric Thumb Impression/Iris Capture may be taken. If any discrepancy is found during Biometric Thumb Impression/Iris Capture verification, appropriate legal action will be taken against the concerned candidate by the Commission.
