The Staff Selection Commission (SSC) has issued a Request for Proposal (RFP) to select a Technology & Operations Partner to strengthen, upgrade, and maintain its overall digital ecosystem for examinations and candidate services.
Objective of the Exercise
SSC intends to onboard a Service Provider (SP) who will provide comprehensive support across fifteen service areas. The project is divided into three phases:
- Phase 1 - Knowledge Transfer (3 months): Transfer of knowledge from the current vendor regarding Web Application, Mobile Application, and Examination Activities.
- Phase 2 - O&M and Upgradation (9 months): Operation and Maintenance (O&M) of the existing systems, along with the upgradation of Web/Mobile/Helpdesk platforms and development of new modules.
- Phase 3 - O&M of New Systems (36 months): Handling of examination activities and O&M of the new (TO-BE) technology stack and components.

- Part 8: Knowledge Transfer (One Time)
- Part 9 & 10: Handling of Examination Related Activities (Monthly & Per Exam)
- Part 11: Application Operation and Maintenance (Monthly)
- Part 12: Infrastructure Operation & Maintenance (Monthly)
- Part 13: Upgrade of Helpline Infrastructure (One Time)
- Part 14: Helpline Manpower (Monthly)
- Part 15: Additional Development & Change Request

Pre-Qualification Criteria
Bidders must meet the following criteria to be eligible:
- Must be a company registered under the Companies Act, 1956/2013/LLP/Society, operating in India for the last 5 financial years.
- Must submit an Earnest Money Deposit (EMD) of Rs. 1 Crore or a Bid Securing Declaration.
- Must have a valid CMMI-DEV. Level 3 or above certification.
- Annual turnover of at least Rs. 20 Crore from software development/services in each of the last three financial years (FY 2022-23, 2023-24, 2024-25).
- Must have at least 100 software developers (B.E./B.Tech./MCA) on its payroll during the last three financial years.
- Profit Before Tax (PBT) must be greater than zero in each of the last three financial years.
- Experience working with Central/State Govt./PSU/Autonomous Bodies or Public Listed Private Companies in software development.
- Successful implementation of a minimum of 3 similar web portal projects in the last 3 financial years, with each project value being a minimum of Rs. 2 Crore.
- The bidder must not be blacklisted or debarred by any Government entity.
Submission Process
Bids are to be submitted via the CPP Portal. One offline copy of the technical bid and pre-qualification criteria documents must also be submitted to:

Contract Duration
The contract period shall be for 4 years from the date of signing, with an option for SSC to extend the contract for a maximum of 2 additional years, one year at a time.
