Eligibility Criteria

3. Educational/Technical Qualifications: Candidates must possess the following qualifications by the last date of online application. Full information regarding educational/technical qualifications must be provided in the application form.

  • Driver (Level-02, Pay Scale: ₹19,900-₹63,200):
    • Matriculation (10th pass) or equivalent.
    • Working knowledge of both Hindi and English.
    • Possession of a valid Driving License (LMV/HMV).
    • Ability to ride a bicycle.
  • Office Attendant (Level-01, Pay Scale: ₹18,000-₹56,900):
    • Matriculation (10th pass) or equivalent.
    • Working knowledge of both Hindi and English.
    • Ability to ride a bicycle.

Age Limit

5. Age Limit:

  • i. Minimum Age: 18 years as on 01.01.2025.
  • ii. Maximum Age:
    • Unreserved (Male): 37 years.
    • Unreserved (Female)/Backward Class & Extremely Backward Class (Male & Female): 40 years.
    • Scheduled Caste & Scheduled Tribe (Male & Female): 42 years.
    • The applicant's maximum age must be less than the specified maximum age limit on the last date of online application.
  • The Date of Birth recorded in the Matriculation or equivalent certificate will be considered valid.
  • iii. Age Relaxation for Government Employees: 5 years for government servants who have completed 3 years of continuous service.
  • iv. Age Relaxation for Ex-Servicemen: 3 years plus the period of service rendered in defense, provided the actual age does not exceed 53 years on the date of application.

Reservation Policy

4. Reservation:

  • i. Reservation benefits are available only to permanent residents of Bihar. Candidates from outside Bihar are not eligible for reservation. The permanent address filled in the online application will be considered for reservation purposes.
  • ii. No reservation benefit will be granted if not claimed in the specified column of the online application form.
  • iii. Candidates belonging to reserved categories must be fully satisfied with their reservation category before marking it in the application. They must possess a valid caste certificate issued by the competent authority. The same certificate must be presented at the time of appointment. Claims for reservation will not be valid in case of any discrepancy.
  • iv. Documents Required for Reservation Claims:
    • For Scheduled Caste (SC) and Scheduled Tribe (ST) candidates:
      • Caste Certificate (issued from the father's permanent address for unmarried/married female candidates).
      • Permanent Resident/Domicile Certificate.
    • For Backward Class (BC) and Extremely Backward Class (EBC) candidates:
      • Caste Certificate.
      • Permanent Resident/Domicile Certificate.
      • Non-Creamy Layer Certificate (issued from the father's permanent address for unmarried/married female candidates).
  • v. Caste/Non-Creamy Layer Certificates for married women claiming reservation must be issued in their father's name, not their husband's name.
  • vi. Creamy Layer certificate for BC/EBC and Domicile/Caste certificate for SC/ST issued by the Circle Officer of the permanent residence will be valid.
  • vii. Economically Weaker Section (EWS) Reservation: 10% reservation as per General Administration Department (GAD), Bihar Notification No.-2622, dated 26.02.2019. The Income and Asset Certificate for FY 2023-24 issued by the competent authority will be valid. For married women, the certificate will be issued based on her husband's permanent residence, but a domicile certificate based on her father's permanent residence will be required to prove her as an original resident of Bihar.
  • viii. Women's Horizontal Reservation: 35% horizontal reservation for women as per GAD, Bihar Letter No.-2342, dated 15.02.2016.
  • ix. 35% horizontal reservation for women who are original residents of the state (including reserved categories) as per GAD, Bihar Resolution No.-12575, dated 09.07.2025.
  • x. Freedom Fighter's Grandchildren Reservation: 2% horizontal reservation for grandchildren of freedom fighters (whose pension is approved by the Central Government) as per GAD, Bihar Letter No.-2526, dated 18.02.2016. Certificates issued by the District Officer or authorized officer as per GAD, Bihar Letter No.-11687, dated 30.08.2016, are required. (Freedom fighter's heir identity card is not valid).
  • xi. All reservation-related certificates must be presented in original at the time of verification at the Council office. All required certificates must be issued by the last date of online application. Any certificate issued after the last date will not be valid.
  • xii. No change or alteration in the reservation category will be allowed once the recruitment process has commenced, as per GAD Circular No.-16144, dated 28.11.2012.

Examination Scheme

6. Examination Scheme:

  • a) For Driver Posts: The recruitment for Driver posts will consist of two stages:

    • 1) Written Examination:
      • i. Written Examination: OMR-based, Objective Type, Multiple Choice Questions.
      • ii. Subjects:
        • General Arithmetic
        • General Knowledge, General Science & Traffic Rules
        • General Hindi
      • iii. Exam Pattern: Total 100 questions. 4 marks for each correct answer, 1 mark deduction for each wrong answer. Duration: 2 hours.
      • iv. Language: Hindi/English. General Arithmetic, General Knowledge, General Science & Traffic Rules questions will be bilingual. General Hindi questions will be in Hindi (Devanagari script) only. In case of any discrepancy between Hindi and English questions, the English version will be considered final.
      • v. Syllabus for Written Examination:
        • General Arithmetic (30 questions): LCM, HCF, Real Numbers, Rational/Irrational Numbers, Integers, Square/Cube roots, Percentage, Profit/Loss, Discount, Sales Tax, Simple/Compound Interest, Time & Distance, Ratio & Proportion.
        • General Knowledge, General Science & Traffic Rules (40 questions):
          • Resources & types, Forest & Wildlife Resources, Water Resources, Agriculture & Crops, Mineral & Energy Resources, Manufacturing Industries, National Economy, Map Study.
          • Federalism, Federal System of India, Center-State Relations, Language of India, Democracy & Diversity, Social & Religious Diversity of India, Political Parties.
          • Money & Credit, Globalization & Indian Economy, Trade & Globalization, Economy & Livelihood.
          • History of India, Culture, Geography, Freedom Movement, Panchayati Raj, Bihar's contribution to National Movement, Nationalism in India, Socialism & Communism.

        • General Hindi (30 questions):
          • Nouns, Pronouns, Gender, Adjectives, Adverbs, Synonyms, Cases, Idioms, Tenses, Sandhi, Antonyms, Compound words, Proverbs, One-word substitutions, Word Purity, Sentence Purity, Tatsam-Tadbhav words, Prefixes, Suffixes.
          • Excerpts from prose and poetry sections of 10th class textbooks, questions based on authors.
      • iii. Qualifying Marks:
        • General: 40%
        • Backward Class: 36.5%
        • Extremely Backward Class: 34%
        • SC/ST, Women & Physically Handicapped: 32%
        • Securing these marks is mandatory to qualify for the competition.
        • Candidates successful in the written exam will be allowed to appear in the Driving Skill and Trade Test (Practical).
        • 10 times the number of category-wise vacancies will be selected for the next stage based on written exam marks.
        • In case of a tie in marks, the older candidate based on date of birth will be ranked higher.
        • Candidates debarred by UPSC/State PSC/other selection commissions for a specified period will not be eligible.
        • The decision of the Bihar Legislative Council Secretariat regarding candidate eligibility/disqualification for the exam will be final.
      • iv. Driving Skill and Trade Test (Practical):
        • Passing the driving skill test is mandatory for Driver posts.
        • Candidates successful in the driving skill test will be eligible for the trade test. The trade test will be of 50 marks.
        • Candidates unsuccessful in the driving skill test will not be eligible for Driver posts.
      • v. Merit List: The merit list will be prepared based on marks obtained in the Written Examination and Trade Test (Practical). Unsuccessful candidates at any stage will not be eligible for subsequent stages of examination/selection process.
  • b) For Office Attendant Posts: The recruitment for Office Attendant posts will consist of a written examination.

    • i. Written Examination: OMR-based, Objective Type, Multiple Choice Questions.
      • Subjects: General Arithmetic, General Knowledge & General Science, General Hindi.
      • Exam Pattern: Total 100 questions. 4 marks for each correct answer, 1 mark deduction for each wrong answer. Duration: 2 hours.
      • Language: Hindi/English. General Arithmetic, General Knowledge & General Science questions will be bilingual. General Hindi questions will be in Hindi (Devanagari script) only.

Examination Fee

7. Examination Fee:

  • a) As per GAD, Bihar Resolution No. 21/Aayog-02/2018, S.P.O.-15568/Patna, dated 21.08.2025, the examination fee for applying online for the said posts in the Bihar Legislative Council Secretariat is ₹100/- (One Hundred Rupees) for each candidate.
  • b) Candidates will pay the examination fee online via Credit/Debit Card/UPI. Any additional bank charges levied by various banks during online payment will be borne by the candidate. Candidates should print and keep the bank receipt of their online payment safely.

General Instructions for Online Application

8. Other Instructions for Filling Online Application Form:

  • a) Candidates must thoroughly read these instructions before filling the online application and ensure all information is correct and clear. The Council Secretariat will not be responsible for any errors made by the applicant. No application for correction/amendment will be considered. Candidature will be canceled if any discrepancies are found during verification of original certificates/mark sheets against the information filled in the online application.
  • b) It is the applicant's responsibility to keep their Email ID, Mobile Number, User Name, and Password safe until the final result is published. Applicants must provide their own active mobile number and email ID in the online application.
  • c) The Council Secretariat will not be responsible for any internet or banking disruptions. Therefore, candidates should not wait until the last date and time and complete all processes beforehand.
  • d) Candidates must scan and upload their recent photograph and Hindi and English signatures in the designated places in the online application. They must ensure that the uploaded photograph and signature images are clear.
  • e) Interested candidates appearing for this competitive examination are advised to keep at least five extra copies of the photograph uploaded in their application form, for use/submission if required by the Council Secretariat.
  • f) The Council Secretariat will not be responsible for any internet disruption/incorrect payment/unsuccessful payment/transaction status failure/transaction status pending during online fee payment, and no extra time will be given for corrections.

Important Instructions

9. Important Instructions:

  • a) After finally submitting the online application, candidates must log in immediately and download two copies of the "Download Filled Application" from their dashboard and print them. They must safely keep copies of all advertised certificates/documents. If the Application Number is not printed on the hard copy, the application will be considered incomplete and will not be accepted.
  • b) All certificates, mark sheets, and documents mentioned in the application form must be presented in original at the time of appointment. The Council Secretariat reserves the right to decide on the eligibility of candidates who fail to comply with these instructions.
  • c) Applicants must ensure that all required original certificates are available with them at the time of filling the application.
  • d) All information related to this advertisement will be published on the Council Secretariat's website https://vidhanparishad.bihar.gov.in. No separate publication in newspapers is expected.
  • e) Detailed instructions for filling the online application related to this advertisement are available on the Council Secretariat's website https://vidhanparishad.bihar.gov.in. Applications submitted offline (printed, hand-written, filled) other than the prescribed online method will not be accepted, and fees will not be refunded.
  • f) Applicants must fill all entries in the online application form carefully. No changes/corrections will be allowed in the future. The applicant will be solely responsible for any adverse consequences arising from errors.
  • g) Electronic devices are strictly prohibited inside the examination hall.
