Bihar School Examination Board Notice for Fifth Competency Test for Local Body Teachers

Introduction

This notice, issued by the Bihar School Examination Board, invites online applications for the fifth Competency Test (Sakshamta Pariksha) for local body teachers, in accordance with Rule-4 of the Bihar School Specific Teacher (Amendment) Rules, 2024. Interested and eligible teachers can apply online from the afternoon of December 31, 2025, to January 9, 2026.

Exam Structure

  • Question Type: Multiple Choice Questions (MCQs).
  • Marking Scheme: Each question will carry 1 mark.
  • Negative Marking: There will be no negative marking.
  • Mode of Exam: Computer Based Test (CBT).
  • Duration: 2 hours and 30 minutes.

Eligibility

  • Teachers (including Physical Education teachers) and Librarians appointed and currently working in Primary/Middle/Secondary/Higher Secondary schools of the state through local bodies.
  • Teachers who did not appear for or failed the first, second, third, and fourth competency tests are eligible to apply for this test.
  • Teachers who applied for the fourth competency test and paid the fee but whose application was not approved by the District Program Officer (Establishment) for any reason can appear in this exam without paying the fee again, but they must submit a new application form.

Application Fee

  • The examination fee for all categories of candidates is ₹1,100.

Syllabus and Question Paper Pattern

  • Syllabus: The syllabus will be as per the curriculum prescribed by the Bihar Public Service Commission (BPSC) for TRE-1, TRE-2, and TRE-3.
  • Pattern: The exam will consist of 150 objective questions. The distribution is as follows:

How to Apply

  1. Applications must be submitted online through the official website: https://sakshamtabihar.com.
  2. Click on 'Online Apply: Sakshamta Examination-5'.
  3. The application process involves three steps: Registration, Filling the form, and Payment.
  4. Candidates must use their own active email ID and mobile number for registration, which should be kept safe until the final result is published.
  5. After filling the form, candidates must make the payment through Debit Card, Credit Card, Net Banking, or UPI.

Documents to be Uploaded

Candidates must upload self-attested copies of the following documents:

  • Matric (10th) certificate and mark sheet.
  • Intermediate (12th) certificate and mark sheet.
  • Graduation certificate and mark sheet.
  • Post-Graduation certificate and mark sheet.
  • B.Ed./D.El.Ed./B.Lib./Other professional qualification certificate and mark sheet.
  • Caste certificate for reserved category applicants.
  • Aadhaar Card.
  • TET/CTET/STET/Efficiency Test pass certificate.
  • Appointment letter issued by the नियोजन इकाई (Niyojan Ikai).
  • Disability certificate, if applicable.

Photograph and Signature Specifications

  • Photograph: Scanned copy of a recent color photograph (20 kb to 100 kb, dimensions 3.5cm x 4.5cm). The background should be white or a light color. The face and eyes must be clearly visible. Caps, cloths, or dark glasses are not acceptable.
  • Signature: Scanned copy of the signature (10 kb to 50 kb).

Important Instructions

  • The online application portal will be open from the afternoon of December 31, 2025, to January 9, 2026.
  • After filling the application, use the 'VIEW' button to review all details. Use the 'EDIT' button to make corrections before final submission.
  • After submission, the application will be sent to the login of the concerned District Program Officer (Establishment) for verification and approval.
  • Admit cards will be issued based on the submitted details. The admit card must be downloaded and presented to the DPO (Establishment) for verification against the salary register of October/November 2025 and a physical signature.
  • After the exam, the original admit card must be submitted to the DPO's office, where thumb impression and biometric matching will be conducted.
