9. Scheme of Examination

9.1 Post-wise Examination Details

Posts 01 to 07 (Dy. Director to Assistant Director System)

  • Mode of Recruitment: Single Stage online examination followed by Interview (qualifying in nature) for shortlisted candidates.
  • Stage-I: CBT Examination (150 questions in 02 Hours)
    • Part I: 100 marks, 100 objective type (multiple-choice) questions covering the respective discipline and current affairs.
    • Part II: Reasoning (10 questions, 10 marks), Quantitative Aptitude (10 questions, 10 marks), General Awareness (10 questions, 10 marks), English language (10 questions, 10 marks), Computer Knowledge (10 questions, 10 marks).
  • Stage-II: Interview (15 marks): For shortlisted candidates based on marks obtained in CBT Examination (Stage-I).
  • Note: Selection will be based on marks scored in the CBT Examination (Stage-I) and Interview (qualifying in nature).

Posts 08-09 (Assistant Executive Engineer Civil/Electrical)

  • Eligible aspirants will be selected from non-recommended candidate lists available on the UPSC PRATIBHA Setu portal. This applies to candidates who qualified all stages (Prelims, Mains & Interview) of UPSC Engineering Service Examination (ESE)-2024 in their respective discipline but did not make it to the final list.

Post 10 (Assistant Director Ministerial)

  • Mode of Recruitment: Single Stage online examination followed by Interview (qualifying in nature) of shortlisted candidates.
  • Stage-I: CBT Examination (150 questions in 02 Hours)
    • Part I: 100 marks, 100 objective type (multiple-choice) questions covering the respective discipline and current affairs.
    • Part II: Reasoning (10 questions, 10 marks), Quantitative Aptitude (10 questions, 10 marks), General Awareness (10 questions, 10 marks), English language (10 questions, 10 marks), Computer Knowledge (10 questions, 10 marks).
  • Stage-II: Interview (15 marks): For shortlisted candidates based on marks obtained in CBT Examination (Stage-I).
  • Note: Selection will be based on marks scored in the CBT Examination (Stage-I) and Interview (qualifying in nature).

Posts 11-17 (Legal Assistant to Sectional Officer Horticulture)

  • Mode of Recruitment: Single stage computer-based examination.
  • Stage I: CBT Examination (150 questions in 02 Hours): Objective type (multiple-choice questions).
    • Part I: 100 marks, 100 objective questions covering the respective discipline and current affairs.
    • Part II: Reasoning (10 questions, 10 marks), Quantitative Aptitude (10 questions, 10 marks), General Awareness (10 questions, 10 marks), English language (10 questions, 10 marks), Computer Knowledge (10 questions, 10 marks).

Post 18 (Naib Tehsildar)

  • Mode of Recruitment: Single stage computer-based examination. (Presumed to follow the same scheme as Posts 11-17 based on table structure)

Post 19 (Junior Translator - Official Language)

  • Mode of Recruitment: 2 stage examination (Stage I online and Stage II conventional pen & paper method).
  • Stage I: 200 multiple-choice questions (200 Marks) of 02 Hrs. duration, consisting of General Hindi (100 questions / 100 marks) and General English (100 questions / 100 marks).
  • Stage II: Conventional type (pen and paper method) examination of 200 Marks of 02 Hrs. duration. The paper will contain two passages for translation (one Hindi to English, one English to Hindi) and one Essay each in Hindi and English, to test translation skills and writing ability.

Post 20 (Assistant Security Officer - Non-Ministerial)

  • Mode of Recruitment: Single stage computer-based examination.
  • CBT Examination (150 questions in 02 Hours): Objective type (multiple-choice questions).
    • Part I: 100 marks, 100 objective questions covering the respective discipline and current affairs.
    • Part II: Reasoning (10 questions, 10 marks), Quantitative Aptitude (10 questions, 10 marks), General Awareness (10 questions, 10 marks), English language (10 questions, 10 marks), Computer Knowledge (10 questions, 10 marks).

Post 21 (Surveyor)

  • Mode of Recruitment: Single stage computer-based examination.
  • CBT Examination (150 questions in 02 Hours)
    • Part I: 100 marks, 100 objective questions covering the respective discipline and current affairs.
    • Part II: Reasoning (10 questions, 10 marks), Quantitative Aptitude (10 questions, 10 marks), General Awareness (10 questions, 10 marks), English language (10 questions, 10 marks), Computer Knowledge (10 questions, 10 marks).

Post 22 (Stenographer Grade-'D')

  • Mode of Recruitment: Single stage online examination followed by Typing Test & skill test.
  • Stage I: CBT Examination (220 questions in 02 Hours)
    • Subjects: General Intelligence & Reasoning (50 questions, 50 marks), English Language and Comprehension (100 questions, 100 marks), General Awareness (50 questions, 50 marks), Computer Knowledge Test (20 questions, 20 marks - Mandatory but Qualifying in nature).
  • Stage II: Skill Test: One dictation for 10 minutes in English / Hindi at a speed of 80 w.p.m. Transcription on computer only.
    • Transcription time: 50 minutes (English), 65 minutes (Hindi).
    • Note: For English medium, "Times New Roman" font will be used. For Hindi medium, "Mangal (Hindi Remington Keyboard (GAIL))" will be used.
  • Stage III: Typing Test (Mandatory but Qualifying in nature): 10 Minutes.

Post 23 (Patwari)

  • Mode of Recruitment: Single stage computer-based examination.
  • Stage I Only: CBT Examination (200 questions in 02 Hours: 15 Minutes)
    • Subjects: General Awareness (30 questions, 30 marks), General Intelligence & Reasoning Ability (35 questions, 35 marks), Arithmetical & Numerical Ability (30 questions, 30 marks), English Language & comprehension (30 questions, 30 marks), Hindi or Urdu language and comprehension (30 questions, 30 marks), Knowledge of Relevant Acts (25 questions, 25 marks), Computer knowledge (20 questions, 20 marks - Mandatory but Qualifying in nature).

Post 24 (Junior Secretariat Assistant)

  • Mode of Recruitment: Single stage computer-based examination (Objective Multiple Choice Type) followed by a typing test for shortlisted candidates.
  • Stage I: CBT Examination (150 questions in 02 Hours)
    • Subjects: Mathematical Abilities (30 questions, 30 marks), Reasoning & General Intelligence (30 questions, 30 marks), English Language and Comprehension (40 questions, 40 marks), General Awareness (30 questions, 30 marks), Computer Knowledge Test (20 questions, 20 marks - Mandatory but Qualifying in nature).
  • Stage II: Typing Test (Mandatory but Qualifying in nature) for JSA: 10 Minutes.

Post 25 (Mali)

  • Mode of Recruitment: Single Stage Online examination.
  • CBT Examination (150 questions in 02 Hours)
    • Part I: 100 marks, 100 objective questions of the respective discipline.
    • Part II: Reasoning (10 questions, 10 marks), Quantitative Aptitude (10 questions, 10 marks), General Awareness (10 questions, 10 marks), English language (10 questions, 10 marks), Computer Knowledge (10 questions, 10 marks).

Post 26 (MTS - Non-Ministerial)

  • Mode of Recruitment: Single stage computer-based examination.
  • CBT Examination (120 questions in 02 Hours)
    • Subjects: Numerical and Mathematical Ability (25 questions, 25 marks), Reasoning Ability and Problem Solving (25 questions, 25 marks), General Awareness (25 questions, 25 marks), English Language and Comprehension (25 questions, 25 marks), Computer Knowledge (20 questions, 20 marks).

General Conditions

9.2 Standard and Syllabus of On-Line Examination

  • The standard and syllabus will correspond to the prescribed minimum qualification level.
  • The medium of the online examination will be Hindi / English only for all categories of posts, except for Hindi/English Comprehension sections.
  • The weightage of marks for the Computer Based Examination will be 85% and Interview will be 15% (wherever applicable, Interview will be qualifying in nature).

9.3 Normalization of Marks

  • Marks scored by candidates in Computer Based Examinations, if conducted in multiple shifts, will be normalized using the formula published by the DDA on its website.
  • Normalized scores will be used to determine the final merit and cut-off marks.

9.4 Passage Dictators for VH Candidates

  • Passage Dictators will be provided to visually handicapped (VH) candidates who have opted for a scribe in the online Application Form for the Typing Test. The Dictator will read the passage within the allotted time.

9.5 Exemption from Typing Test for PwD Candidates

  • Persons with Disabilities (PwD) candidates who are permanently unfit to take the Typing Test due to a physical disability may be exempted.
  • A certificate in the prescribed format (Annexure-6) from a competent Medical Authority (Civil Surgeon of a Government Health Care Institution) at the examination centre, declaring permanent unfitness, is required.
  • Relevant Medical Certificates (Annexure-7, 8, 9) must be furnished at the time of Typing Test. Claims for exemption without proper documentation will not be entertained.
  • The certificate for typing exemption may be uploaded during the online application form submission.

10. Penalty for Wrong Answers

  • One-third (1/3) of the marks allotted to a question will be deducted as a penalty for each incorrect response in the multiple-choice question-answer section.
  • No marks will be deducted for unanswered questions.

11. Preparation of Merit

11.1 Minimum Qualifying Marks
  • UR: 40%
  • SC: 30%
  • ST: 30%
  • OBC(NCL): 35%
  • EWS: 35%
  • DDA may offer further relaxation in minimum qualifying marks for Persons with Benchmark Disabilities (PwBDs) & ESM at its discretion.
11.2 Merit List Exclusions and Tie-Breaking
  • Marks obtained in the Computer Knowledge section (qualifying in nature) of the CBT examination will not be included in the merit list for the posts of Stenographer Grade-'D', Patwari, and Junior Secretariat Assistant.
  • The merit list for all successful candidates will be prepared separately for respective posts based on marks scored in the Computer Based Examination and interview (where prescribed), taken together.
  • In case of a tie in scores, the merit will be decided by applying the following criteria, one after another:
    • Date of birth, with the older candidate placed higher.
    • Alphabetical order of the candidates' names.

12. General Conditions

12.1 Equivalent Educational Qualification
  • Candidates possessing equivalent educational qualifications must produce a relevant Equivalence Certificate from the concerned authorities before final selection/joining or when requested by DDA.
  • The final decision regarding the selection of such candidates will be taken by DDA.
