The Rajasthan State Pollution Control Board invites online applications for direct recruitment to various vacant posts as per the Rajasthan State Pollution Control Board Employees Service Rules and Regulations, 1993, and its amendments. The Board reserves the right to increase or decrease the number of posts. Reservation is calculated as per rules. The Board holds the right to amend any errors in the reservation calculation.

Notes on Reservations and Relaxations

  1. SC/ST and OBC/MBC Reservation: Unfilled reserved vacancies for SC/ST and OBC/MBC (Non-creamy layer) will be carried forward for three recruitment years if suitable candidates are not available. After three years, such carried forward vacancies will be filled through the general process, without affecting the roster.
  2. Unfilled SC/ST Posts: Unfilled reserved posts for SC/ST will be kept vacant as per rules.
  3. Unfilled OBC/MBC/EWS Posts: Unfilled reserved posts for OBC/MBC and EWS will be filled through the general process as per rules.
  4. Most Backward Classes (MBC): 5% reservation is applicable for non-creamy layer MBC categories as per government notification No. F.2(12)/Law/2/2019 dated 2019-02-13.
  5. Economically Weaker Section (EWS): 10% reservation is applicable for EWS categories as per government notifications No. F.7(1)/Personnel/K-2/2019 dated 2019-02-19 and 2019-10-20.
  6. Horizontal Reservation: Reservation for women and persons with disabilities will be horizontal. Candidates will be adjusted within their respective categories (General/SC/ST/OBC/MBC/EWS).
  7. Women's Reservation: 30% reservation for women is applicable as per Personnel Department notification No. F.7(2)Personnel/K-2/88 Part-1 dated 2015-12-22.
  8. Reservation for Widows & Divorced Women: Within the 30% women's reservation, 8% is for widows and 2% for divorced women. If suitable candidates are not available, these posts will be filled by other women from the same category, and if still not available, by men from that category.
  9. Interchangeability for Widows & Divorced Women: In any recruitment year, if suitable widow/divorced women candidates are not available, the reserved vacancies may be interchanged between them. If still not available, the remaining vacancies will be filled by other women from the same category. If still not available, they will be filled by men from that category.
  10. Caste Certificate for Married Women: Married women applicants seeking reservation benefits must submit their caste certificate issued in the name of their father, based on their father's residence and income. Certificates based on husband's details are not valid.
  11. Divorced Muslim Women: In addition to a court divorce decree, a divorce paper issued by an authorized Qazi, along with an affidavit from two respected individuals verifying the divorce and the woman's own affidavit, will be accepted.
  12. State Domicile for Reservation: Benefits of reserved posts are only for native residents of Rajasthan. Applicants from other states will be treated as General category.
  13. Reservation for Persons with Disabilities: Horizontal reservation applies. Candidates will be adjusted within their respective categories.
  14. Unfilled Disability Posts: If suitable benchmark disability candidates are not available in a recruitment year, the vacancies will be carried forward to the next year. If still not filled, they will be interchanged between different disability types. If still not filled, the employer may fill them with other candidates.
  15. Meritorious Sportspersons: 2% reservation is applicable for meritorious sportspersons as per government notification No. F-5(31)DOP/A-II/84 dated 2019-11-21.

Educational Qualifications

  • Junior Scientific Officer (JSO): First Class M.Sc./M.S. in any branch of Chemistry/Soil Science/Environmental Science/Microbiology after B.Sc./B.S. in any discipline of Science from a University established by Law in India or a Foreign Qualification recognized equivalent thereto.
  • Junior Environmental Engineer (JEE): M.Tech./M.E. degree in Environmental Engineering after B.Tech./B.E. degree in Biotechnology/Chemical/Civil/Mining/Environmental/Textile Engineering from a University established by Law in India or Foreign Qualification recognized as equivalent thereto OR First Class B.Tech./B.E. Degree in any of the above branches of Engineering from a University established by Law in India or a Foreign Qualification recognized equivalent thereto.
  • Note: If a class/division is not awarded, a minimum of 60% marks in aggregate shall be considered equivalent to first class/division. If a Grade Point System is adopted, the CGPA will be converted to equivalent marks as per the procedure adopted by the respective University/Institution.

Pay Scale

  • Junior Scientific Officer (JSO): Pay Matrix Level-12.
  • Junior Environmental Engineer (JEE): Pay Matrix Level-10.
  • Note: During the two-year probationary period, fixed remuneration will be paid. Regular pay and allowances will be applicable after successful completion of probation.

Age Limit

  • Applicant must be between 18 and 40 years as on 2026-01-01.
  • Note: A 1-year relaxation in the upper age limit is applicable as per rules, as these posts were previously advertised in 2023 with age calculated as on 2024-01-01, and no subsequent advertisement was issued.

Provisions Regarding Educational Qualification

  • Candidates appearing in the final year of the required educational qualification are eligible to apply but must submit proof of acquiring the qualification before the examination conducted by the Board, failing which they will be deemed ineligible.

Nationality

  1. A citizen of India, or
  2. A subject of Nepal, or
  3. A subject of Bhutan, or
  4. A Tibetan refugee who came to India before 1962-01-01 with the intention of permanently settling in India, or
  5. A person of Indian origin who has migrated from Pakistan, Myanmar, Sri Lanka, East African countries (Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia) and Vietnam with the intention of permanently settling in India.
  • Note: Applicants under categories (2), (3), (4), and (5) must present a valid eligibility certificate issued by the Government of India, Ministry of Home Affairs and Justice. Such candidates will be provisionally allowed to appear in the examination, and their final appointment will be subject to the production of the required certificate from the Government of India.

Special Instructions for Candidates from Scheduled Areas (Banswara)

  1. Reservation for Scheduled Castes and Scheduled Tribes in Scheduled Areas will be as per government notification No. F.13(20) Personnel/K-2/91/Part dated 2016-07-04.
  2. The Scheduled Area is declared by the President of India via notification No. F.19(2)80-L-1 dated 1981-02-12.
  • Note: Pay scale, eligibility, educational qualification, nationality, age, pension, marriage registration, online application procedures, disqualifications, certificate verification, prevention of unfair means, application modification, syllabus, and examination scheme for candidates from Scheduled Areas will be the same as for non-scheduled areas.

Clarification: Ex-servicemen will receive the benefit of whichever age relaxation provision (from the two applicable rules) is more favorable.
10. Persons with benchmark disabilities 5 years

Notes on Age Relaxation:

  1. Age relaxation provisions are non-cumulative; candidates can avail only one type of relaxation.
  2. Additional relaxation for persons with disabilities (point 10) will be applied after any other applicable relaxations (points 1-9).
  3. If an applicant avails any other concession (e.g., age, marks, physical fitness) in addition to the fee concession for vertical and horizontal reservation, they will not be considered against General (Unreserved) vacancies.
  4. The retirement age in Rajasthan Service Rules and Board Rules is 60 years. Therefore, the applicant's age must not exceed 60 years on the date of appointment.
  5. In case of any legal dispute, the English version of the age relaxation provisions will be considered valid.

Application Process

  1. Candidates must apply online through the "Apply Online" link on the Board's website: http://environment.rajasthan.gov.in/rpcb, or through an e-Mitra kiosk. Before applying, thoroughly read the detailed advertisement available on the Board's portal.
  2. If an online application is accepted but later found invalid due to any reason (including software error), it will be cancelled. Candidates must ensure their eligibility before applying.
  3. An Application ID is mandatory after submitting the online application. If no Application ID is generated, it means the application has not been submitted. A preview is not considered a submission.
  4. Applicants must apply under their eligible category.
  5. Applicants from Rajasthan belonging to the creamy layer of Backward Classes/Most Backward Classes, and applicants from other states (SC/ST/BC/MBC/EWS) will be considered under the General category.
  6. No documents related to educational qualification, reservation, age, etc., should be attached with the online application form.
  7. Candidates should print a hard copy of the submitted online application form for their records.
  8. Only online applications submitted as per this procedure will be accepted by the Board.
  9. For applications filled through an e-Mitra kiosk, candidates must pay the service charge to the kiosk provider.

  • Environmental General Knowledge: This section will contain questions on National/International events related to environment and common understanding of environmental processes, National Green Tribunal Act, 2010, Pollution Indices.
  • Environmental Impact Assessment/Environmental Legislations in India: Basic concept of Environmental Impact Assessment and Environment Management Plan, Prediction and assessment of impacts on air, water, biota, noise, cultural and socioeconomic environment, Rapid and comprehensive Environmental Impact Assessment. Environment (Protection) Act 1986, its amendments and various rules/notification made thereunder, Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981.
  • Water/Waste Water/Industrial Waste Water Analysis: Physical, chemical and biological characteristics of water, waste water and Sewage, performance evaluation of waste water treatment system.

Important Points to be Noted Before Registration:

Before applying online, candidates should:

  • (i) Scan their:
    • Photograph (4.5cm × 3.5cm)
    • Signature (with black ink)
    • Left thumb impression (on white paper with black or blue ink)
    • A handwritten declaration (on a white paper with black ink) (text given below)
  • (ii) Ensure that all these scanned documents adhere to the required specifications.
  • (iii) Signature in CAPITAL LETTERS will NOT be accepted.
  • (iv) The left thumb impression should be properly scanned and not smudged. (If a candidate is not having a left thumb, he/she may use his/her right thumb for applying).
  • (v) The text for the handwritten declaration is as follows:
    • "I, (Name of the candidate), hereby declare that all the information submitted by me in the application form is correct, true and valid. I will present the supporting documents as and when required."
  • (vi) The above mentioned handwritten declaration has to be in the candidate's handwriting and in English only. If it is written and uploaded by anybody else or in any other language, the application will be considered invalid. (Visually impaired candidates who cannot write may get the text of declaration typed and put their left hand thumb impression below the typed declaration and upload the document as per specifications).
  • (vii) Keep the necessary details/documents ready to make Online Payment of the requisite application fee.
  • (viii) Have a valid personal email ID and mobile no., which should be kept active till the completion of this Recruitment Process. RSPCB may send intimation to download call letters for the Examination etc. through the registered e-mail ID. In case a candidate does not have a valid personal e-mail ID, he/she should create his/her new e-mail ID and mobile no. before applying on-line and must maintain that email account and mobile number.

Application Fees (Non-Refundable) Payment of Fee Online

Bank Transaction charges for Online Payment of application fees will have to be borne by the candidate.

A. Application Registration:

  1. Candidates to go to the RSPCB website: http://environment.rajasthan.gov.in/rpcb, click on the option "APPLY ONLINE" which will open a new screen.
  2. To register application, choose the tab "Click here for New Registration" and enter Name, Contact details and Email-id. A Provisional Registration Number and Password will be generated by the system and displayed on the screen. Candidate should note down the Provisional Registration Number and Password. An Email & SMS indicating the Provisional Registration number and Password will also be sent.
  3. In case the candidate is unable to complete the application form in one go, he/she can save the data already entered by choosing "SAVE AND NEXT" tab. Prior to submission of the online application candidates are advised to use the "SAVE AND NEXT" facility to verify the details in the online application form and modify the same if required. Visually Impaired candidates should fill the application form carefully and verify/get the details verified to ensure that the same are correct prior to final submission.
  4. Candidates are advised to carefully fill and verify the details filled in the online application themselves as no change will be possible/entertained after clicking the COMPLETE REGISTRATION BUTTON. However, candidates can edit the relevant details in online application form after submitting applicable edit fee whenever the edit window is active. No correction with respect to Name, Father's Name, Date of Birth, Photo, Gender and Category shall be allowed.
  5. The Name of the candidate or his/her Father/Husband etc. should be spelt correctly in the application as it appears in the Certificates/Mark sheets/Identity proof. Any change/alteration found may disqualify the candidature.
  6. Validate your details and Save your application by clicking the 'Validate your details' and 'Save & Next' button.
  7. Candidates can proceed to upload Photo & Signature as per the specifications given in the Guidelines for Scanning and Upload of Photograph and Signature.
  8. Candidates can proceed to fill other details of the Application Form.
  9. Click on the Preview Tab to preview and verify the entire application form before 'COMPLETE REGISTRATION'.
  10. Modify details, if required, and click on 'COMPLETE REGISTRATION' ONLY after verifying and ensuring that the photograph, signature uploaded and other details filled by you are correct.
  11. Click on 'Payment' Tab and proceed for payment.
  12. Click on 'Submit' button.

B. Guidelines for Scanning and Upload of Documents:

Before applying online a candidate will be required to have a scanned (digital) image of his/her photograph, signature, left thumb impression and the hand written declaration as per the specifications given below.

  • Photograph Image: (4.5cm × 3.5cm)

    • Must be a recent passport-style colour picture.
    • Taken against a light-coloured, preferably white, background.
    • Look straight at the camera with a relaxed face.
    • If taken on a sunny day, have the sun behind you, or place yourself in the shade, so that you are not squinting and there are no harsh shadows.
    • If using flash, ensure there's no "red-eye".
    • If wearing glasses, ensure there are no reflections and your eyes can be clearly seen.
    • Caps, hats and dark glasses are not acceptable. Religious headwear is allowed but it must not cover your face.
    • Dimensions 200 x 230 pixels (preferred).
    • Size of file should be between 20kb-50 kb.
    • Ensure that the size of the scanned image is not more than 50kb. If the size of the file is more than 50 kb, then adjust the settings of the scanner such as the DPI resolution, no. of colours etc., during the process of scanning.
  • Photograph Capture:

    • In addition to the above photograph, candidates will also be required to capture and upload their live photograph either by using webcam or mobile phone.
    • On selecting "Capture Photo" option, candidates' webcam will be activated allowing them to click their picture, which will get auto uploaded in the application form.
    • On selecting "Click here to Scan" option, candidates can use their mobile phone to scan the QR code, which will redirect to a website, allowing to click photograph on their mobile phone. On selecting the taken picture, photograph will get auto uploaded in the application form.
  • Do's of Photo Capture:

    • Ensure the photo is captured against a light coloured, preferably white background and there is adequate light.
    • Look straight at the webcam/camera.
    • Photograph should be of passport size.
  • Don'ts of Photo Capture:

    • Small size photograph not to be clicked/uploaded.
    • Coloured glasses or sunglasses/Cap should not be worn.
    • Shadow on face/not facing the camera/distorted face/face covered with mask/blurred image.
    • Photo not taken in dark/improper background.
  • Signature, Left Thumb Impression and Hand-written Declaration Image:

    • Signature: The applicant has to sign on white paper with Black Ink pen. Dimensions 140 x 60 pixels (preferred). Size of file should be between 10kb - 20kb. Ensure that the size of the scanned image is not more than 20kb.
    • Left Thumb Impression: The applicant has to put his left thumb impression on a white paper with black or blue ink. File type: jpg/jpeg. Dimensions: 240 x 240 pixels in 200 DPI (Preferred for required quality) i.e 3 cm * 3 cm (Width * Height). File Size: 20 KB-50 KB.
    • Handwritten Declaration: The applicant has to write the declaration in English clearly on a white paper with black ink. File type: jpg/jpeg. Dimensions: 800 x 400 pixels in 200 DPI (Preferred for required quality) i.e 10 cm * 5 cm (Width * Height). File Size: 50 KB - 100 KB.
    • The signature, left thumb impression and the hand written declaration should be of the applicant and not by any other person.
    • If the Applicant's signature on the attendance sheet or Call letter, signed at the time of the examination, does not match the signature uploaded, the applicant will be disqualified.
    • Signature / Hand written declaration in CAPITAL LETTERS shall NOT be accepted.
  • Scanning the documents:

    • Set the scanner resolution to a minimum of 200 dpi (dots per inch).
    • Set Colour to True Colour.
    • File Size as specified above.
    • Crop the image in the scanner to the edge of the photograph/signature/left thumb impression/hand written declaration, then use the upload editor to crop the image to the final size (as specified above).
    • The image file should be JPG or JPEG format. An example file name is: image01.jpg or image01.jpeg. Image dimensions can be checked by listing the folder files or moving the mouse over the file image icon.
    • Candidates using MS Windows/MS Office can easily obtain documents in .jpeg format by using MS Paint or MSOffice Picture Manager. Scanned documents in any format can be saved in .jpg/.jpeg format by using 'Save As' option in the File menu. Size can be adjusted by using crop and then resize option.

Procedure for Uploading the documents:

  1. While filling in the Online Application Form the candidate will be provided with separate links for uploading Photograph, signature, left thumb impression and hand written declaration.
  2. Click on the respective link “Upload Photograph / signature / Upload left thumb impression / hand written declaration".
  3. Browse and Select the location where the Scanned Photograph / signature / left thumb impression / hand written declaration file has been saved.
  4. Select the file by clicking on it.
  5. Click the 'Open/Upload' button.
  6. If the file size and format is not as prescribed, an error message will be displayed.
  7. Preview of the uploaded image will help to see the quality of the image. In case of unclear / smudged, the same may be re-uploaded to the expected clarity/quality.
  • Your Online Application will not be registered unless you upload your Photograph, Signature, left thumb impression and hand written declaration as specified.

  • Note (Uploads):

    1. In case the face in the photograph or signature or left thumb impression or the hand written declaration is unclear / smudged the candidate's application may be rejected.
    2. After uploading the Photograph / signature / left thumb impression / hand written declaration in the online application form candidates should check that the images are clear and have been uploaded correctly. In case the photograph or signature or left thumb impression or the hand written declaration is not prominently visible, the candidate may edit his/her application and re-upload his/her photograph or signature or left thumb impression or the hand written declaration, prior to submitting the form.
    3. Candidate should also ensure that photo is uploaded at the place of photo and signature at the place of signature. If photo in place of photo and signature in place of signature is not uploaded properly, candidate will not be allowed to appear for the exam.
    4. Candidate must ensure that Photo to be uploaded is of required size and the face should be clearly visible.
    5. If the photo is not uploaded at the place of Photo Admission for Examination will be rejected/denied. Candidate him/herself will be responsible for the same.
    6. Candidates should ensure that the signature uploaded is clearly visible.
    7. After registering online candidates are advised to take a printout of their system generated online application forms.

C. Payment of Fees:

Online Mode
  1. The application form is integrated with the payment gateway and the payment process can be completed by following the instructions.
  2. The payment can be made by using Debit Cards (RuPay/Visa/MasterCard/Maestro), Credit Cards, Internet Banking, IMPS, Cash Cards/Mobile Wallets.
  3. After submitting your payment information in the online application form, PLEASE WAIT FOR THE INTIMATION FROM THE SERVER. DO NOT PRESS BACK OR REFRESH BUTTON IN ORDER TO AVOID DOUBLE CHARGE.
  4. On successful completion of the transaction, an e-Receipt will be generated.
  5. Non-generation of 'E-Receipt' indicates PAYMENT FAILURE. On failure of payment, Candidates are advised to login again using their Provisional Registration Number and Password and repeat the process of payment.
  6. Candidates are required to take a printout of the e-Receipt and online Application Form containing fee details. Please note that if the same cannot be generated, online transaction may not have been successful.
  7. For Credit Card users: All charges are listed in Indian Rupee. If you use a non-Indian credit card, your bank will convert to your local currency based on prevailing exchange rates.
  8. To ensure the security of your data, please close the browser window once your transaction is completed.
  9. There is facility to print application form containing fee details after payment of fees.

Guidelines for Persons with Disabilities Using a Scribe

The visually impaired candidates and candidates whose writing speed is adversely affected permanently for any reason can use their own scribe at their cost during the online examination, subject to limits as described below.

  • Rules:

    • The candidate will have to arrange his/her own scribe at his/her own cost.
    • The scribe arranged by the candidate should not be a candidate for the same examination. If violation of the above is detected at any stage of the process, candidature of both the candidate and the scribe will be cancelled.
    • Candidates eligible for and who wish to use the services of a scribe in the examination should invariably carefully indicate the same in the online application form. No subsequent request shall be entertained.
    • A person acting as a scribe for one candidate cannot be a scribe for another candidate.
    • The scribe may be from any academic stream. However for Specialist Officer's posts the scribe should be from an academic stream different from that prescribed for the post.
    • Both the candidate as well as scribe will have to give a suitable undertaking confirming that the scribe fulfils all the stipulated eligibility criteria for a scribe mentioned above. Further in case it later transpires that he/she did not fulfil any laid down eligibility criteria or suppressed material facts the candidature of the applicant will stand cancelled, irrespective of the result of the online examination.
    • Those candidates who use a scribe shall be eligible for compensatory time of 20 minutes for every hour of the examination or as otherwise advised.
    • Scribe should not answer on his/her own. Any such behaviour observed will result in cancellation of candidature.
    • Only candidates registered for compensatory time will be allowed such concessions since compensatory time given to candidates shall be system based.
    • During the exam, at any stage, if it is found that scribe is independently answering the questions, the exam session will be terminated and candidate's candidature will be cancelled.
  • Guidelines for Candidates with Locomotor Disability and Cerebral Palsy:

    • A compensatory time of twenty minutes per hour or otherwise advised shall be permitted for the candidates with locomotor disability and cerebral palsy where dominant (writing) extremity is affected to the extent of slowing the performance of function (minimum of 40% impairment/disability).
  • Guidelines for Visually Impaired Candidates:

    • Visually Impaired candidates (who suffer from not less than 40% of disability) may opt to view the contents of the test in magnified font and all such candidates will be eligible for compensatory time of 20 minutes for every hour or otherwise advised of examination.
    • The facility of viewing the contents of the test in magnifying font will be available to Visually Impaired candidates.
    • These guidelines are subject to change in terms of GOI guidelines/clarifications, if any, from time to time.

Centre Clauses

  1. The examination will be conducted online in venues given in the respective call letters.
  2. No request for change of centre/venue/date/session for Examination shall be entertained.
  3. RSPCB reserves the right to cancel any of the Examination Centres and/or add some other Centres, at its discretion, depending upon the response, administrative feasibility, etc.
  4. RSPCB also reserves the right to allot the candidate to any centre other than the one he/she has opted for.
  5. Candidate will appear for the examination at an Examination Centre at his/her own risks and expenses and RSPCB will not be responsible for any injury or losses etc. of any nature.
  6. Choice of centre once exercised by the candidate will be final.
  • Note: If a sufficient number of candidates do not opt for a particular centre for "Online" examination, RSPCB reserves the right to allot any other adjunct centre to those candidates OR if the number of candidates is more than the capacity available for online exam for a centre, RSPCB reserves the right to allot any other centre to the candidate.

Other Clauses

  1. The possibility of occurrence of some problem in the administration of the examination cannot be ruled out completely which may impact test delivery and/or result from being generated. In that event, every effort will be made to rectify such problem, which may include movement of candidates, delay in test. Conduct of a re-exam is at the absolute discretion of the test conducting body. Candidates will not have any claim for a re-test.
  2. The decision of RSPCB in all matters relating to recruitment will be final and binding on the candidate. No correspondence or personal enquiries shall be entertained by the RSPCB in this behalf.
  3. If the examination is held in more than one session, the scores across various sessions will be equated to adjust for slight differences in difficulty level of different test batteries used across sessions.
  4. RSPCB would be analyzing the responses (answers) of individual candidates with those of other candidates to detect patterns of similarity of right and wrong answers. If in the analytical procedure adopted by RSPCB in this regard, it is inferred/concluded that the responses have been shared and scores obtained are not genuine/valid, RSPCB reserves the right to cancel the candidature of the concerned candidates and the result of such candidates (disqualified) will be withheld.
  5. Instances of providing incorrect information and/or process violation by a candidate detected at any stage of the selection process will lead to disqualification of the candidate from the selection process and he/she will not be allowed to appear in any RSPCB recruitment process in the future.
  6. Process for Arriving at Scores:
    • (i) Number of questions answered correctly by a candidate in each objective test is considered for arriving at the Corrected Score after applying penalty for wrong answers.
    • (ii) The Corrected Scores so obtained by a candidate are made equivalent to take care of the minor difference in difficulty level, if any, in each of the objective tests held in different sessions to arrive at the Equated Scores*. *Scores obtained by candidates on any test are equated to the base form by considering the distribution of scores of all the forms.
    • (iii) Total score is reported with decimal point up to two digits.
    • Note: Cutoffs applied on total score.

Download of Call Letter

  • Candidates will have to visit the RSPCB website for downloading call letters for online test. Intimation for downloading call letter will also be sent through email/SMS. Once the candidate clicks the relevant link, he/she can access the window for call letter download.
  • The candidate is required to use (i) User/login I'd Registration Number/Roll Number, (ii) Password/Date of Birth for downloading the call letter. Candidate needs to affix a recent recognizable photograph on the call letter (preferably the same as provided during registration) and appear at the examination centre with (i) Call Letter and (ii) Photo Identity Proof (as stipulated and also specified in the call letter) and photocopy of the same Photo Identity Proof (as brought in original).

Candidates Reporting Late

  • Candidates reporting after the specified time on the call letter will not be permitted to take the examination. The reporting time mentioned on the call letter is prior to the start time of the test. Though the duration of the examination is 90 minutes, candidates may be required to be at the venue for about 4 hours, including the time required for completion of various formalities such as verification and collection of various requisite documents, logging in, giving of instructions.

Identity Verification

  • In the examination hall, the call letter along with the original and a photocopy of the candidate's currently valid photo identity (bearing exactly the same name as it appears on the call letter) such as PAN Card/Passport/Permanent Driving License/Voter's ID Card/Bank Passbook with photograph/Photo identity proof issued by a Gazetted Officer on official letterhead along with photograph/Photo identity proof issued by a People's Representative on official letterhead along with photograph/Aadhar card/E-Aadhar Card with a photograph should be submitted to the invigilator for verification.
  • The candidate's identity will be verified with respect to his/her details on the call letter, in the Attendance List and requisite documents submitted. If the identity of the candidate is in doubt, the candidate may not be allowed to appear for the Examination.
  • Note: Ration Card and Learner's Driving License are not valid ID proof. Candidates must produce the original photo identity proof and submit a photocopy along with the Examination call letter. The name on the ID proof must exactly match the name on the call letter. Female candidates who have changed their name post marriage must produce original Gazette notification/marriage certificate/affidavit in original.

Employment of Irregular or Improper Means

A candidate who is or has been declared guilty of impersonation or of submitting fabricated documents which have been tampered with or of making statements which are incorrect or false, or of suppressing material information, or of using or attempting to use unfair means in the exam or documents verification or otherwise, resorting to any other irregular or improper means for obtaining admission to the examination or appearance at documents verification, shall, in addition to rendering himself liable to criminal prosecution, be debarred from admission to any examination or appearance at any interview/documents verification held by State Board in future for selection of candidates.

Canvassing

No recommendation for direct recruitment and/or selection either written or oral, other than that required under the Regulations, shall be taken into consideration. Any attempt on the part of a candidate to enlist support directly or indirectly for his candidature by any means, may disqualify him for recruitment.

Action Against Candidates Found Guilty of Misconduct/Use of Unfair Means

Candidates are advised in their own interest that they should not furnish any particulars that are false, tampered with or fabricated and should not suppress any material information while submitting online application. At the time of examination or in a subsequent selection procedure, if a candidate is (or has been) found guilty of:

  • (i) using unfair means or
  • (ii) impersonating or procuring impersonation by any person or
  • (iii) misbehaving in the examination hall or disclosing, publishing, reproducing, transmitting, storing or facilitating transmission and storage of contents of the test(s) or any information therein in whole or part thereof in any form or by any means, verbal or written, electronically or mechanically for any purpose or
  • (iv) resorting to any irregular or improper means in connection with his/her candidature or
  • (v) obtaining support for his/her candidature by unfair means, or
  • (vi) carrying mobile phones or similar electronic devices of communication in the examination hall, such a candidate may, in addition to rendering himself/herself liable to criminal prosecution, be liable to:
    • a) be disqualified from the examination for which he/she is a candidate
    • b) be debarred either permanently or for a specified period from any examination conducted by RSPCB
    • c) for termination of service, if he/she has already joined the RSPCB.

Notes (Unfair Means):

  1. Candidates are cautioned that strict laws have been provided for offences related to use/utilize or resort to unfair means in any public examination as described under the provisions of The Rajasthan Public Examination (Measures for Prevention Unfair Means in Recruitment) Act, 2022 and The Public Examinations (Prevention of Unfair Means) Act, 2024 of Government of India.
  2. Candidates should follow all instructions given by Venue in-charge/venue officer/Centre Co-ordinator etc. In case of not doing so or indulging in any kind of unfair behaviour at the examination centre and use or attempt to use unfair means during the examination, the Centre Co-ordinator can take all actions against the candidate as it deems fit. Action can also be taken against such candidate under the aforesaid Acts of 2022 and 2024.

Information Regarding Amendment in Online Application Form

After submitting the online application, if an applicant finds any error, they can amend errors (excluding name, photo, father's name, date of birth, gender, and category) within 5 days after the last date of application by paying a fee of Rs. 500/- online. No changes will be accepted thereafter, and the applicant will be solely responsible for any such errors. The Board will not accept any error correction after this amendment period. No legal right to demand offline/online changes other than this process.

Very Important Points

  1. Applicants must provide their correct mobile number and email ID in the Online Application Form for future communication via SMS & Email regarding the examination. The applicant will be responsible for non-receipt of information due to incorrect details.
  2. Applicants should fill the Online Application Form carefully. Before final submission, ensure all entries are correct. The Board will proceed based on the information provided in the application.
  3. Applicants should apply online without waiting until the last date to avoid any network issues. The Board will not be responsible for any network issues.
  4. The applicant is solely responsible for any incorrect entries/errors made by themselves, through e-Mitra, or any other source while filling the online application form. Therefore, applicants must first check their name, photo, father's name, date of birth, gender, category, and all other entries in the preview of the online application form. After correcting any errors, submit the application and print it out to re-check. If any error/mistake is still found, the necessary amendment must be made through the prescribed process for amending online application forms by the State Board. No online or offline changes/amendments will be accepted thereafter, and the applicant will be solely responsible for any such errors. The Board will be free to take legal action against the applicant for any incorrect information.
  5. If an applicant applies in a wrong category, their application may be cancelled at any stage by the Board, and the applicant will be solely responsible.
  6. The Board will verify the eligibility (age, qualification, category, etc.) of applicants based on the information provided in the online application form. If an applicant is found ineligible based on the provided information, their application will be rejected, and the applicant will be solely responsible.
  7. Applicants whose online application forms are received with complete information on the Board's website by the last date of application will be provisionally admitted to the relevant recruitment examination. The issuance of an admit card does not imply that the Board has finally accepted their candidature or that the entries in the application form are correct. The Board will verify the eligibility of applicants separately. If an applicant is found ineligible for any reason, their candidature for this examination may be cancelled at any stage, and the applicant will be solely responsible.
  8. Applicants should apply for this post only if they meet all the age limits (minimum and maximum) and required educational qualifications as specified in the advertisement. No other qualification or experience will be accepted by the Board.
  9. It is mandatory to ensure compliance with the detailed instructions mentioned in the e-admit card by the examinees.

Disqualifications for Appointment

  • (A) If any candidate/examinee has been debarred from future examinations/interviews by any State recruitment board/examination board for using unfair/improper means or rude behavior, they will not be allowed to appear in examinations conducted by the Board.
  • (B) Any male/female candidate with more than one living spouse will not be considered eligible for appointment. An exemption from this rule may be granted by the government if there are special grounds.
  • (C) Any female candidate who has married a man with a living wife will not be considered eligible for appointment. An exemption from this rule may be granted by the government if there are special grounds.
  • (D) Any married male/female candidate who accepted dowry at the time of marriage will not be considered eligible for appointment. Clarification: Dowry shall have the meaning as in the Dowry Prohibition Act, 1961 (Central Act, 28 of 1961).
  • (Y) As per Rajasthan Government circular No. F.6(19) Home-13/2006 dated 2006-05-22, marriage registration is mandatory for appointment to State service and Board service since the date of this circular.
  • (R) Any applicant debarred by RPSC/State Government department whose debarment period has not ended by the last date of application will not be able to apply for this examination.
  • (L) Any candidate with more than two children after 2002-06-01 will not be eligible for appointment. However, a candidate with more than two children will not be disqualified if the number of children does not increase after 2002-06-01. If a candidate has one child from a prior delivery but more than one child from a subsequent delivery, the total number of children will be counted as one unit. A child with disability will not be counted in the total number of children. This provision will not apply to widows and divorced women. An affidavit will be required in this regard.
  • (V) Applicants who smoke or consume tobacco are not eligible for appointment.
  • (S) If any information/documents provided by the applicant at the time of recruitment are found false during verification or after appointment, the applicant will be solely responsible, and their selection will be cancelled immediately, with no legal rights against the State Board.

Verification of Certificates

The benefit of reserved categories (SC/ST/OBC/MBC/EWS/Meritorious Sportsperson/TSP/Ex-servicemen/Widow/Divorced/Disabled/Other) will only be given if their eligibility is verified through original documents after being declared successful in the examination, and the documents are found correct. Therefore, ensure the following documents are presented for eligibility verification:

  1. Caste Certificate: As per Personnel (K-2) Department circular dated 2022-01-20, the caste certificate for SC/ST/OBC/MBC/EWS applicants claiming reservation must be issued by the last date of the online application. If, for any reason, the applicant submits a certificate issued after the last date, they must provide an affidavit confirming their eligibility for the respective category by the last date of application. If this information is found incorrect, their appointment will be cancelled.
  2. Prescribed Format: Caste certificates must be issued on the prescribed format by the competent authority.
  3. OBC/MBC Certificate: OBC/MBC certificates must have correct and complete details of residence and creamy/non-creamy layer. Latest OBC/MBC certificates are required as per rules.
  4. OBC/MBC Certificate (Father's Income): The latest OBC/MBC certificate must be issued on the prescribed format based on the father's income by the competent authority. Married women applicants in the reserved category must submit a caste certificate issued in the name of their father, based on their father's residence and income. Certificates based on husband's name and income are not valid.
  5. Creamy Layer OBC/MBC: Applicants belonging to the creamy layer of OBC/MBC in Rajasthan State are not eligible for reservation. They must apply as General category applicants in the Online Application Form.
  6. SC/ST Married Women: Married women applicants belonging to SC/ST must submit a caste certificate issued in the name of their father and based on their father's residence. Certificates based on husband's name and residence are not valid.
  7. Other State Applicants: SC/ST/OBC/MBC/EWS applicants from other states will be considered under the General category.
  8. Documents by Last Date: Educational qualification must be acquired by the exam date. Other documents like category/caste certificate (by competent authority in prescribed format), age certificate (secondary exam), disability certificate (40% or more from competent medical officer in India), state employee certificate must be issued by the last date of online application. Widow candidates need husband's death certificate and linkage proof (marriage registration, ration card, child birth certificate, voter ID, Aadhar, domicile etc. linked to husband's name) by the date of category amendment. Divorcee candidates need a divorce decree passed by a competent court (as per DBSA No. 72/2022 decision of Hon'ble Rajasthan High Court, Jodhpur) by the last date of online application.
    • Note: New disability certificates (U.D.I.D. / Swavalamban Portal) issued after 2024-03-01 are valid as per Directorate of Persons with Disabilities order dated 2024-02-28.
  9. SC/ST and TSP Certificates: SC/ST certificates must be on the prescribed format by the competent authority. TSP area certificates must be as per Personnel Department notification dated 2019-10-21 and issued before the last date of online application.
  10. EWS Certificate: Income & Assets Certificate for EWS must show the applicant's and their father's name and be issued on the prescribed format by the competent authority based on family income.
  11. Ex-Servicemen: As per Personnel (K-2) Department notification dated 2020-12-22, individuals who have retired or will retire within one year after earning their pension, and have obtained a No Objection Certificate (NOC) from the competent authority, are eligible to apply. They must submit their retirement certificate before taking up the post. If an ex-serviceman is selected before actual retirement based on an NOC, the appointing authority may relax the joining period to within two months of their retirement. As per Personnel (K-4/2) Department letter dated 2021-07-19, the one-year period for submitting the retirement certificate after applying based on NOC will be calculated from the last date of application. If an ex-serviceman has joined a Rajasthan Government service after availing reservation, their ex-servicemen status for re-employment purposes in Rajasthan Government service will cease.
    • Note: As per Personnel (K-2) Department notification dated 2021-08-01, the benefits for ex-servicemen under the Rajasthan Civil Services (Absorption of Ex-servicemen) Rules, 1988, are only for ex-servicemen who are original residents of Rajasthan.
  12. Divorced/Widow Affidavit: Divorcee/widow candidates must submit an affidavit confirming they have not remarried by the last date of online application or the date of category amendment.
  13. Character Certificate: A character certificate from the last educational institution, stating at least "Good" character, is required.
  14. Police Verification: A police verification certificate is required after selection, confirming no criminal charges that would hinder state service.
  15. Medical Fitness: A medical fitness certificate from a competent authority is required after selection, confirming the applicant is fully healthy and suitable for state service.
  16. NOC for Serving Employees: If already employed in central/state government or PSU, an NOC from the employer is required after selection.
  17. Final Decision: The Board's decision as per relevant service rules will be final regarding the eligibility of candidates.

Special Instructions Regarding Incorrect/Incomplete Information in Application Form

Candidates must fill the online application form after carefully studying the application process, information regarding certificates, and other examination-related details and instructions published on the Board's website. If any incorrect/erroneous information is found in the online application, the applicant's form will be cancelled, and the applicant will be solely responsible. No personal/offline/online requests for correction/correspondence for incorrect/erroneous or incomplete information will be accepted. Since the Board verifies the eligibility of applicants based on the information filled in the online application after the declaration of the results of the relevant recruitment examination, provisional admission to the recruitment examination will be given based on the assumption that the information filled in the online application is correct. If the applicant has filled incorrect/erroneous or incomplete information in the online application, the Board will have the right to cancel the applicant's selection, and the applicant will be solely responsible, with no legal rights in this regard.

Special Note

The Board has clarified all aspects related to the advertised posts in this advertisement. Still, if an applicant/e-Mitra/other source makes any mistake/error/omission/incomplete information or if the applicant is not fully eligible as per the advertisement, and the applicant's online/detailed application is rejected/cancelled at any stage of the Board's recruitment process, no application will be considered, and the applicant will have no legal rights. No travel allowance (TA/DA) will be paid for participating in any stage of the selection process.
