Notice for CEN 05/2024 (Graduate) Candidates Regarding Submission of Latest Community and Caste Certificate

Special Notice for Candidates of CEN No. 05/2024 (Graduate)

This notice is for all candidates whose applications for CEN No. 05/2024 (Graduate) have been provisionally accepted and who meet the following criteria: (a) Originally belong to Pan / Sawasi / Panr / Tanti-Tatwa castes. (b) Are from the state of Bihar or have left the state of Bihar (temporarily/permanently). (c) Have mentioned their community as SC (Scheduled Caste) in the 'Community' field of their online application.

This notice is issued in light of the decision of the Hon'ble Supreme Court in Civil Appeal No. 18802/2017, dated 15.07.2024, between Dr. Bhim Rao Ambedkar Vichar Manch, Bihar, Patna and the State of Bihar & Others.

Required Submissions

Candidates who have mentioned their community as Scheduled Caste in the online application but belong to the Pan / Sawasi / Panr / Tanti-Tatwa castes from Bihar are required to submit the following details:

  • A. Latest Caste Certificate: A self-attested scanned copy of the latest caste certificate issued on or after 01.09.2024 must be submitted.

  • B. OBC-NCL Certificate: For consideration under the OBC-NCL (Non-Creamy Layer) category (applicable to Tanti-Tatwa caste), candidates must submit a caste certificate as per 'Form VII A' issued by the competent revenue authority of the Bihar State Government, or an equivalent certificate from other states, which is also equivalent to Annexure-II of CEN No. 05/2024.

  • C. Submission Format: The scanned copy must be in PDF format and sent only through the email ID registered during the online application process.

  • D. Email Content: The email must include the following details:

    • Application Registration Number
    • Applicant's Name
    • Registered Mobile Number
    • CEN Number
    • Old Community and Caste
    • Modified Community and Caste
  • E. Submission Email: The required documents and details must be sent to the official email ID of RRB/Ahmedabad: as-rrbadi@nic.in.

  • F. Last Date for Submission: The deadline for submitting the self-attested scanned copy of the latest community and caste certificate via email is 01.06.2025 (by 23:59 hrs). Candidates who submit the required documents will be considered for the subsequent stages of recruitment based on their revised caste/community.

Consequences of Non-Compliance

If any candidate fails to respond to this notice and does not submit their latest self-attested caste certificate (issued on or after 01.09.2024) by the deadline of 01.06.2025, they will be shortlisted for the next stages of recruitment based on the community mentioned in their original online application (i.e., Scheduled Caste - SC).

Such candidates will be required to produce a new caste certificate issued on or after 01.09.2024 at the time of document verification, along with their old caste/community certificate which was issued before the last date of online application submission. The certificates will be cross-verified. If any discrepancy is found between the two certificates, the candidate's candidature will be considered under the Unreserved (UR) category, provided they fulfill the eligibility conditions applicable for the entire recruitment cycle.
