Bihar Legislative Council Secretariat invites online applications for direct recruitment to the vacant posts of Stenographer and Personal Assistant in the Private Secretary cadre, and Data Entry Operator and Lower Division Clerk in the Data Cadre and Clerical Cadre respectively, through Competitive Examination vide Advertisement No. 02/2025. Educational/Technical Qualifications

Candidates must possess the following educational/technical qualifications by the last date of online application. Full details must be provided in the application form.

  • Private Secretary (Level-07):

    • Graduate degree from a university recognized by the State/Central Government.
    • Hindi Shorthand speed of 100 words per minute.
    • Hindi and English Typing speed of 30 words per minute.
    • Desirable: Computer course certificate recognized by AICTE/DOEACC/NIELIT, OR 'O' level equivalent in terms of syllabus and duration prescribed by DOEACC/NIELIT, OR Computer Proficiency Test.
  • Stenographer (Level-04):

    • Graduate degree from a university recognized by the State/Central Government.
    • Hindi Shorthand speed of 80 words per minute.
    • Hindi and English Typing speed of 30 words per minute.
    • Desirable: Computer course certificate recognized by AICTE/DOEACC/NIELIT, OR 'O' level equivalent in terms of syllabus and duration prescribed by DOEACC/NIELIT, OR Computer Proficiency Test.
  • Data Entry Operator (Level-04):

    • Intermediate qualification from a recognized institution or Intermediate Council by the State/Central Government.
    • Typing speed of 8000 key-depressions per hour in Hindi and English on computer.
    • Desirable: ADCA or Computer course certificate recognized by AICTE/DOEACC/NIELIT, OR 'O' level equivalent in terms of syllabus and duration prescribed by DOEACC/NIELIT, OR Computer Proficiency Test.
  • Lower Division Clerk (Level-02):

    • Intermediate qualification from a recognized institution or Intermediate Council by the State/Central Government.
    • Hindi and English Typing speed of 30 words per minute.
    • Desirable: Computer course certificate recognized by AICTE/DOEACC/NIELIT, OR 'O' level equivalent in terms of syllabus and duration prescribed by DOEACC/NIELIT, OR Computer Proficiency Test.

Reservation

  • Reservation benefits will be applicable only to permanent residents of Bihar State as per the prevailing reservation rules of the State Government and based on certificates issued by the competent authority.
  • Applicants from outside Bihar State will not be eligible for reservation benefits.
  • Failure to claim reservation in the specified column of the online application form will result in no reservation benefit.
  • Candidates claiming reservation must ensure they have valid caste, domicile, and creamy layer (for BC/EBC) certificates issued by the competent authority by the last date of application. Certificates issued in the name of the father are valid for married women.
  • 10% reservation is applicable for Economically Weaker Section (EWS) as per notification no. 2622, dated 26.02.2019. EWS certificates for the year 2024-25 will be accepted.
  • 35% horizontal reservation for women is applicable as per letter no. 2342, dated 15.02.2016.
  • 2% horizontal reservation for grandchildren of Freedom Fighters (whose pension is approved by the Central Government) is applicable as per letter no. 2526, dated 18.02.2016.
  • 4% horizontal reservation for Persons with Benchmark Disability (PwBD) is applicable as per resolution no. 962, dated 22.01.2021. PwBD certificates from government medical colleges/hospitals in Bihar are required.

Age Limit (as on 2025-08-01)

  • Minimum Age:
    • Private Secretary & Stenographer: 21 years.
    • Data Entry Operator & Lower Division Clerk: 18 years.
  • Maximum Age:
    • Unreserved (Male): 37 years.
    • Unreserved (Female) / Backward Class (Male & Female) / Extremely Backward Class (Male & Female): 40 years.
    • Scheduled Caste (Male & Female) / Scheduled Tribe (Male & Female): 42 years.
  • Age Relaxation:
    • Government employees who have completed 3 years of continuous service: 5 years.
    • Ex-servicemen: 3 years plus the period of service rendered in defense, up to a maximum of 53 years.

Examination Scheme

(a) Private Secretary:

Recruitment will be conducted in two stages:

  1. Stage 1: Preliminary Examination (OMR-based multiple-choice objective test).
  2. Stage 2: Hindi Shorthand Test, Hindi and English Typing Test (computer-based), and MS Office Word Processing Test (computer-based).
  • Details of Stage 2:
    • Hindi Shorthand Test: 100 marks, 100 words per minute for 5 minutes (500 words). 50 minutes for transcription. 10% error allowed.
    • Hindi and English Typing Test: 50 marks each (total 100 marks), 30 words per minute for 10 minutes each. 1.5% error allowed.
    • MS Office Word Processing Test: 50 marks each for Hindi and English (total 100 marks).
  • Merit List: Based on scores in the Hindi Shorthand Test among qualified candidates in the Typing Test.

(b) Stenographer:

Recruitment will be conducted in two stages:

  1. Stage 1: Preliminary Examination (OMR-based multiple-choice objective test).
  2. Stage 2: Hindi Shorthand Test, Hindi and English Typing Test (computer-based), and MS Office Word Processing Test (computer-based).
  • Details of Stage 2:
    • Hindi Shorthand Test: 100 marks, 80 words per minute for 5 minutes (400 words). 40 minutes for transcription. 10% error allowed.
    • Hindi and English Typing Test: 50 marks each (total 100 marks), 30 words per minute for 10 minutes each. 1.5% error allowed.
    • MS Office Word Processing Test: 50 marks each for Hindi and English (total 100 marks).
  • Merit List: Based on scores in the Hindi Shorthand Test among qualified candidates in the Typing Test.

(c) Data Entry Operator:

Recruitment will be conducted in two stages:

  1. Stage 1: Preliminary Examination (OMR-based multiple-choice objective test).
  2. Stage 2: Hindi and English Typing Test (computer-based), and MS Office Word Processing Test (computer-based).
  • Details of Stage 2:
    • Hindi Typing Test: 8000 key-depressions per hour. English Typing Test: 8000 key-depressions per hour. Each for 10 minutes. 1.5% error allowed.
    • MS Office Word Processing Test: 50 marks each for Hindi and English (total 100 marks) for 1 hour.
  • Merit List: Based on scores in Hindi Typing (computer-based) and MS Office Word Processing (computer-based) Test.

(d) Lower Division Clerk:

Recruitment will be conducted in two stages:

  1. Stage 1: Preliminary Examination (OMR-based multiple-choice objective test).
  2. Stage 2: Hindi and English Typing Test (computer-based), and MS Office Word Processing Test (computer-based).
  • Details of Stage 2:
    • Hindi Typing Test: 30 words per minute. English Typing Test: 30 words per minute. Each for 10 minutes. 1.5% error allowed.
    • MS Office Word Processing Test: 50 marks each for Hindi and English (total 100 marks) for 1 hour.
  • Merit List: Based on scores in Hindi Typing (computer-based) and MS Office Word Processing (computer-based) Test.

Preliminary Examination Details:

  • All questions will be objective type with multiple choices.
  • Each question will have one correct option to choose from.
  • Duration: 2 hours, Total 100 questions.
  • Total marks: 400. 4 marks for each correct answer, 1 mark deduction for each incorrect answer.
  • Medium: Hindi/English. English version will prevail in case of discrepancy.
  • Subjects:
    • General Studies: 40 questions.
    • General Science & Mathematics: 30 questions.
    • Mental Ability Test & Logical Reasoning: 30 questions.
  • Approximately 10 times the number of vacancies will be selected for the next stage.
  • Qualifying Marks:
    • General Category: 40%
    • Backward Class: 36.5%
    • Extremely Backward Class: 34%
    • Scheduled Caste / Scheduled Tribe / Women / Disabled Candidates: 32%

Examination Fee

  • A fee of ₹100/- (Rupees One Hundred Only) is prescribed for each candidate applying online for the said posts.
  • Payment must be made online via Credit/Debit Card/UPI. Additional bank charges may apply.
  • Candidates should keep a printout of the bank receipt for fee payment.

Online Application Instructions

  • Candidates must carefully read all instructions and ensure that all information entered in the online application is correct and clear. The Council Secretariat will not be responsible for any errors. No changes or corrections will be allowed, and no representations regarding this will be entertained.
  • Email ID, Mobile Number, User Name, and Password must be kept secure until the final result and document verification.
  • Candidates must upload a recent photograph and scanned Hindi and English signatures in the designated fields. Ensure the uploaded images are clear.
  • Keep at least five additional copies of the uploaded photograph for future use.
  • The Council Secretariat is not responsible for internet or banking disruptions, incorrect payments, or failed/pending transactions. No extra time will be provided for corrections.
  • After submitting the online application, candidates must log in again to download and print two copies of the filled application form from the "Download Filled Application" option on the dashboard.
  • All required certificates, mark sheets, etc., must be presented in original at the time of appointment.
  • The decision of the Bihar Legislative Council Secretariat will be final regarding candidate eligibility, acceptance/rejection of applications, selection process, examination conduct, and allocation of examination centers.
