Shortlisting of Candidates for 2nd Stage CBT, DV and Empanelment

Shortlisting for Document Verification (DV) will be based on the normalized marks obtained in the 2nd Stage CBT.

Normalisation of Marks

  • Raw marks obtained in multiple-session CBTs will be converted to normalized marks.
  • Merit Index will be computed using raw marks (for single-session CBT) or normalized marks (for multi-session CBTs).

Calculation of Merit Index for All Papers

  • A Merit Index will be computed to generate a common merit list for candidates from different Exam Groups eligible for a common post.
  • For single CBT session papers, actual marks will be used. For multiple-session papers, normalized marks will be used.
  • The Merit Index formula is: Merit Index = Sq + (St - Sq) * (M - Mq) / (Mt - Mq)
    • M: Marks obtained by the candidate (actual/raw or normalized).
    • Mq: Qualifying marks for general category (40).
    • Mt: Mean marks of top 0.1% or top 10 candidates (whichever is larger) in the paper.
    • Sq: 350 (score assigned to Mq).
    • St: 900 (score assigned to Mt).
  • The Merit Index will be calculated for UR, EWS, OBC(NCL), SC, and ST candidates whose actual/normalized marks are equal to or above the community qualifying marks (prescribed in Para 13.2).
  • A combined merit list will be prepared in descending order of merit, and preference allotment will be based on this merit list.

Document Verification (DV)

  • Candidates will be shortlisted for DV based on their marks and merit in the 2nd stage CBT and options. The number of shortlisted candidates will be equal to the number of vacancies.
  • In case of equal marks, merit position will be determined by age (older candidate gets higher merit). If age is also same, alphabetical order (A to Z) of the given name (not surname) will break the tie.
  • Candidates must produce their original certificates during DV. No additional time will be given, and failure to produce original certificates on the date of verification will lead to forfeiture of candidature.
  • Empanelment of candidates will be based on merit and subject to successful completion of DV and passing the prescribed medical examination.
