This notification outlines the rules, syllabus, and procedure for a competitive examination.
1. Age Relaxation and Reservation
- Ex-Servicemen (ESM): Age relaxation of 3 years plus the period of service rendered in defense, subject to a maximum age of 53 years on the application date.
- Ex-Servicemen & Commissioned Officers (ECOs/SCOs): 5 years age relaxation for those with at least 5 years of continuous military service, discharged without misconduct, inefficiency, physical disability, or incapacitation, or those due for discharge within six months of the application deadline.
- SC/ST Ex-Servicemen: Will receive age relaxation applicable to SC/ST candidates in addition to Ex-Servicemen benefits. The maximum age limit for SC/ST Ex-Servicemen will be 5 years more than the usual maximum age limit for SC/ST.
- Documents for Ex-Servicemen: Discharge certificate must be submitted at the time of document verification.
- Original Documents: All original documents supporting age relaxation claims must be presented at the time of document verification.
- Reservation Category: Candidates must accurately specify their reservation category in the online application form.
2. Selection Process
Nature of Examination: Objective
- Preliminary Examination: A preliminary examination will be conducted if more than 40,000 applications are received. If held in multiple shifts, normalization will be applied.
- Written Examination: The written examination will be objective. Candidates will be selected for the practical (Skill Test) in a ratio of 5 times the total category-wise vacancies.
- Tie-Breaking: In case of a tie in marks, the older candidate will be ranked higher. If age is also the same, candidates will be ranked based on the alphabetical order (A-Z) of their names.
- Written Examination Paper: One General Knowledge paper with the following subjects:
- (a) General Studies
- (b) General Science & Mathematics
- (c) Mental Ability Test (Comprehension/Logic/Reasoning/Mental Ability)
- Question Details: 150 multiple-choice questions. 4 marks for each correct answer. 1 mark deduction for each incorrect answer.
- Duration: 2 hours 15 minutes.
- Medium: Hindi/English. In case of any discrepancy in Hindi and English questions, the English version will be considered final.
II. Syllabus – Written Examination
- Section (a) General Studies: Questions will assess general awareness of the environment, its application in society, observation of current events, and scientific aspects. Special emphasis will be placed on Bihar, India, and its neighboring countries.
- (i) Contemporary Affairs: Scientific progress, National/International awards, Indian languages, books, script, capital, currency, sports-players, important events.
- (ii) India and its Neighboring Countries: History of neighboring countries, Indian history, culture, geography, economic scenario, freedom movement, Indian agriculture and natural resources, Indian constitution and polity, political system, Panchayati Raj, community development, five-year plans, and Bihar's contribution to the national movement.
- Section (b) General Science & Mathematics: Questions will be of Matriculation level.
- (i) General Science: Physics, Chemistry, Biology, Geography, and basic knowledge of Computer/Word Processing.
- (ii) Mathematics: Number system, computation of whole numbers, decimals and fractions, relationship between numbers, fundamental arithmetical operations, percentage, ratio and proportion, average, interest, profit and loss.
- Section (c) Mental Ability Test: Both verbal and non-verbal questions, including analogy, similarity and difference, space visualization, problem-solving, analysis, visual memory, discrimination, observation, relationship concepts, arithmetical reasoning, arithmetical number series, coding-decoding, series, classification, mirror images, hidden figures, figure matrix, paper cutting, grouping of identical figures, figure formation, cubes and dice, analogy, analytical reasoning, water images, pattern completion, paper folding, rule detection, dot situation, and figure formation and analysis.
III. Practical Test/Skill Test
- 01. Shorthand Test: Hindi and English dictation at 80 words per minute. Total 320 words to be written in 4 minutes (with 1 minute additional time for initial dictation writing). 2 minutes extra will be given for correction. 20 minutes will be allowed for typing the dictated passage.
- 02. Typing Test: English and Hindi typing tests will be conducted on a computer.
- 03. Hindi Typing Test: Will use Mangal font in Remington Gail Keyboard Layout.
- 04. Hindi Typing Test Speed: Candidates must type at a speed of 30 words per minute, typing 300 words in 10 minutes.
- 05. English Typing Test: Will use "UTF-8" Under English (US) Keyboard Layout.
- 06. English Typing Test Speed: Candidates must type at a speed of 30 words per minute, typing 300 words in 10 minutes.
- 07. Keyboard Layout: Candidates must select the correct Keyboard Layout at the start of typing. Changing the Keyboard Layout during typing may erase the typed content.
Other Instructions
- 08. Compensatory Time: Benchmarked Disabled (visually impaired) candidates will be provided compensatory time as per rules.
- 09. Practical Test Error Margin: For the practical test, 10% error in shorthand speed and 1.5% error in typing are acceptable.
- 10. On-screen Instructions: Candidates must strictly follow the instructions displayed on the computer screen during the examination.

- I. Detailed information regarding the practical test will be published after the written examination.
- II. Department/office preferences will be obtained from candidates before the practical test.
3. Qualifying Marks
(As per Resolution No. 2374, dated 16.07.2007, from the General Administration Department, Bihar)
- Unreserved Category: 40%
- Backward Class: 36.5%
- Extremely Backward Class: 34%
- SC/ST: 32%
- Female (all categories): 32%
- Disabled (all categories): 32%
4. Examination Fee
(As per Resolution No. 15568, dated 21.08.2025, from the General Administration Department, Bihar)
- Fee: Rs. 100/- (Rupees One Hundred Only) for each candidate.
- Additional Charges: Processing Charge and Service Tax will be borne separately by the candidate.
- Payment Mode: Online (Credit Card/Debit Card/UPI/Net Banking).
- Online Fee Payment Window: From 25.09.2025 to 03.11.2025.
- Important Note: Mere registration and fee payment do not guarantee a complete online application. The examination fee is non-refundable and non-transferable under any circumstances.
5. Reservation
- (i) General Rules: Reservation benefits will be provided as per prevailing State Government reservation rules and valid certificates issued by the competent authority of the State Government.
- (ii) Claiming Reservation: Reservation benefits will not be granted if not claimed in the relevant column of the online application form.
- (iii) Domicile Requirement: Reservation benefits are exclusively for candidates who are permanent residents of Bihar State (Bihar domicile). The permanent address provided in the application form will be considered for domicile purposes. A permanent residential certificate is mandatory.
- (iv) (A) Required Certificates for SC/ST Candidates:
- (a) Caste Certificate.
- (b) Permanent Residence / Domicile Certificate.
- (B) Required Certificates for BC & EBC Candidates: Non-Creamy Layer Certificate is mandatory. It must be issued by the Block Officer/Revenue Officer of the permanent domicile area. A Permanent Residence Certificate is also required.
- (c) Married Women's Certificates: Caste/Non-Creamy Layer Certificates for married women must be issued in their father's name and address, not their husband's. All reservation-related certificates must be presented in original at the Commission's office during document verification, otherwise, reservation benefits will not be granted.
- (D) Economically Weaker Section (EWS) Reservation: 10% reservation for EWS based on vacancy availability, as per Notification No. 2622, dated 26.02.2019. Income and Asset Certificate (Annexure-I) issued by the competent authority, as per the format in the said notification, is required.
- (V) Category Selection: Candidates claiming reservation must ensure their reservation category is accurately selected in the online application. Any incorrect entry will result in the candidate being treated under the General category (e.g., a BC candidate marking EBC will be treated as Unreserved). If relevant certificates are not presented during verification, candidates will be considered Unreserved.
- (vi) Persons with Benchmark Disability (PwBD) Reservation: 4% horizontal reservation for PwBD as per Resolution No. 962, dated 22.01.2021. Only PwBD candidates who are permanent residents of Bihar are eligible as per Resolution No. 8962, dated 21.05.2025. Provisional disability certificates issued by any State Government Medical College and Hospital are provisionally accepted. Final verification of disability certificates by a Government Medical College and Hospital is mandatory before selection. Original certificates issued by a Government Medical College must be presented during verification. Temporary disability certificates that are not renewed will not be considered valid.
- (vii) Scribe and Facilities for PwBD: For PwBD (40% or more disability) as defined in Section 2(r) of the Rights of Persons with Disabilities Act, 2016, and specific PwBD not defined in Section 2(r) but needing scribe/facilities as per Resolution No. 10668, dated 29.06.2022, and No. 2568, dated 11.02.2025: A certificate issued by the competent authority and an affidavit (Annexure-I and Annexure-II) are required. Candidates requiring a scribe must indicate "YES" in the relevant column of the online application.
- (viii) Women Reservation: 35% horizontal reservation for women as per Resolution No. 2342, dated 15.02.2016. If suitable women candidates are unavailable, vacancies will be carried forward to the next recruitment. 35% horizontal reservation applies to women of Bihar domicile (both reserved and unreserved categories) as per Resolution No. 12575, dated 09.07.2025.
- (ix) Freedom Fighter Grandchildren Reservation: 2% horizontal reservation for grandchildren of freedom fighters (sons/daughters of grandsons/granddaughters) who receive Central government pension, as per Notification No. 2526, dated 18.02.2016. A certificate from the District Officer of their home district, in the format provided in Notification No. 11687, dated 30.08.2016, is mandatory. Freedom fighter's heir identification card is not valid.
- (x) EWS Income and Asset Certificate (Married Women): For married women, the Income and Asset Certificate must be issued based on her husband's permanent residence (Anchal), but a domicile certificate based on her father's residence is required to prove Bihar domicile. The Income and Asset Certificate is valid for one year from the date of issue. This EWS provision is supplementary to other state reservation rules; candidates from outside Bihar are not eligible.
- (xi) Transgender Reservation: Reservation for Kinnar/Kothi/Hijra/Transgender (Third Gender) individuals will be provided under the Backward Class category as per Notification No. 12722, dated 12.09.2024.

Original documents corresponding to the entries made in the online application must be presented at the time of document verification. All required certificates must be issued by the last date of online application (or revised last date). Certificates issued after this date will not be considered valid.
6. Important Instructions
- I. Eligibility: The eligibility of any candidate to appear in the examination will be determined by the Commission, and its decision will be final. The issuance of an Admit Card does not confirm candidature.
- II. Disqualification: Canvassing or using unfair means, providing false or incomplete information, or attempting to influence the selection process by any improper method will result in the cancellation of candidature.
- III. Signatures: Candidates must upload scanned Hindi and English signatures during the online application process.
