Mode of Selection (Scheme of Examination)

Tier-1 Examination

  • Type: Preliminary (Qualifying) Examination in OMR (Objective) Mode.
  • Duration: 2 hours for all posts, without individual time limits for parts.
  • Marking Scheme:
    • Each question carries 3 marks.
    • Negative marking: 1/3rd marks (1 mark) deducted for each wrong answer.
    • No marks for unanswered questions.
    • Multiple responses will be treated as wrong, and 1 mark will be deducted.
  • Re-evaluation: No provision for re-evaluation.
  • Shortlisting for Tier-2: Candidates will be shortlisted in a ratio of 1:10 relative to notified vacancies.
  • Bilingual Question Papers: Part I to IV (for all other posts) and Part I & II (for Multi-Tasking Staff) will be bilingual (English and one of 12 Modern Indian Languages).
  • Language Competency Test Medium:
    • English: Only in English medium.
    • Modern Indian Language: Only in the concerned language opted by the candidate.

Tier-1 Components (except NVS Multi-Tasking Staff)

  • General Reasoning: 20 questions, 60 marks.
  • Numeric Ability: 20 questions, 60 marks.
  • Basic Computer Literacy: 20 questions, 60 marks.
  • General Knowledge: 20 questions, 60 marks.
  • Language Competency Test (English): 10 questions, 30 marks.
  • *Language Competency Test (One other Modern Indian Languages)**: 10 questions, 30 marks.
  • Total: 100 questions, 300 marks.

Tier-1 Components (NVS Multi-Tasking Staff)

  • General Awareness & Current Affairs: 20 questions, 60 marks.
  • Basic Knowledge of Computer Operation: 40 questions, 120 marks.
  • Language Competency Test (English): 20 questions, 60 marks.
  • *Language Competency Test (One other Modern Indian Languages)**: 20 questions, 60 marks.
  • Total: 100 questions, 300 marks.

Expected Knowledge Level for Tier-1

  • Post Graduation Level: Assistant Commissioner, Principal, Vice-Principal, PGT.
  • Graduation Level: TGT, Administrative Officer, Finance Officer, Assistant Engineer (Civil), Assistant Section Officer, Junior Translator, Stenographer Grade-II, Stenographer Grade-I, Senior Secretariat Assistant.
  • Senior Secondary Level: PRT, Junior Secretariat Assistant, Lab Attendant.
  • Secondary Level: Multi-Tasking Staff.

Tier-2 Examination

  • Type: Subject Knowledge Examination (Combination of Pen-Paper and OMR Based).
  • Duration: 2.5 hours, without individual time limits for parts.
  • Medium: Bilingual (Hindi & English) for most posts. For PGT (Modern Indian Language) and TGT (3rd Language), the test will be in the language concerned.
  • Components:
    • Objective questions: 60 questions, 60 marks.
    • Descriptive questions: 10 questions, 40 marks.
    • Total: 70 questions, 100 marks.
  • Marking Scheme (Objective Type):
    • Each question carries 1 mark.
    • Negative marking: 1/4th marks (0.25 marks) deducted for each wrong answer.
    • No marks for unanswered questions.
    • Multiple responses will be treated as wrong, and 0.25 marks will be deducted.
  • Re-evaluation: No provision for re-evaluation.

Selection Process by Post Type

  • Two-Tier Examination followed by Interview: Assistant Commissioner, Principal, Vice-Principal, PGT.
    • Merit list weightage: 85% for Tier-2 and 15% for Interview (100 marks).
  • Two-Tier Examination followed by Skill Test: Stenographer (Gr. I & II), Junior Secretariat Assistant.
    • Merit list based on Tier-2 marks, subject to qualifying the skill test.
  • Tier-2 Examination Only (No Interview/Skill Test): Assistant Section Officer, Lab Attendant, Senior Secretariat Assistant, Multi-Tasking Staff.
    • Merit list based on Tier-2 marks only.

Skill Test Details

  • Junior Secretariat Assistant (KVS):
    • Typing Test: On computer. English: 35 w.p.m. or Hindi: 30 w.p.m. (Qualifying).
    • Computer Proficiency Test (Bilingual-English/Hindi): MS Word, MS Excel, MS Access, MS PowerPoint, and internet. 100 marks (minimum 40% required to qualify).
  • Junior Secretariat Assistant (NVS):
    • Typing Test: On computer. English: 30 w.p.m. or Hindi: 25 w.p.m. (Qualifying).
  • Stenographer Grade-I and Grade-II:
    • Shorthand Test: Dictation for 10 minutes at 80 w.p.m. (Qualifying).
    • Transcription: 50 minutes for English or 65 minutes for Hindi (Qualifying).
    • Typing Test: On computer. English: 40 w.p.m. or Hindi: 35 w.p.m. (Qualifying).
    • Computer Proficiency Test (Bilingual-English/Hindi): MS Word, MS Excel, MS Access, MS PowerPoint, and internet. 100 marks (minimum 40% required to qualify).

Process of Allocation of Candidates to KVS & NVS

  • Candidates on the combined merit list must submit their post preferences for KVS and NVS online within a notified period.
  • Allotment of post and department will be based on merit and candidate's choice. Only one post will be allotted.
  • Requests for change in choice will not be accepted.
  • Candidates who do not submit their choice within the notified period will not be considered for merit.
  • Posting allocation will be done by KVS and NVS subsequently.
  • No waiting list will be maintained.
  • The mode and criteria of selection, and eligibility conditions, are final and binding. However, CBSE (on behalf of KVS/NVS) reserves the right to change them at any stage of selection.

Important Notes

  • Examination Centers:
    • For Assistant Commissioner (Academics), Assistant Commissioner, Principal, and Vice-Principal: Delhi/NCR only.
    • For other notified posts: Cities decided based on the number of applicants, allotted randomly. CBSE reserves the right to allot any center in India. Decisions are final and unchangeable.
  • Information Display:
    • Tier-1 examination city: Displayed 15 days before the examination on CBSE, KVS, and NVS websites.
    • Admit card (with center details and schedule): Displayed 2 days before the examination on CBSE, KVS, and NVS websites.
