Revised Advertisement for Second Inter-Level Combined Competitive Examination (Advertisement No. 02/23 (A))

The Bihar Staff Selection Commission (BSSC), Patna, originally invited online applications for inter-level posts through the Second Inter-Level Combined Competitive Examination (Advertisement No. 02/23) from 14.08.2023 to 11.09.2023. This is a revised advertisement (Advertisement No. 02/23 (A)) for the same examination.

The Commission informed through Notice No. 5966/BSSC, dated 27.09.2023, about the inclusion of 11098 new vacancies for inter-level posts, bringing the total number of vacancies to 23175. Consequently, the last date for online application for Advertisement No. 02/23 was extended from 11.09.2023 to 11.12.2023.

In light of the revised vacancies, the application process for Advertisement No. 02/23 (A) is being reopened. Candidates who have already applied for Advertisement No. 02/23 need not apply again. Their previous applications for Advertisement No. 02/23 and 02/23 (A) will be considered valid. New eligible candidates can apply online.

Vacancy Details

A total of 23175 vacancies are available under this revised advertisement. The detailed breakdown of posts and vacancies, including category-wise distribution and reservation for women (35% horizontal reservation) and PwBD, are provided in the comprehensive tables attached with the original notice (pages 2-8).

Eligibility Criteria

Minimum Educational Qualification

Candidates must have passed Intermediate (10+2) or an equivalent examination from a recognized institution by the last date of online application submission. The qualification must be issued by an educational board established by the Government of India or a State Government.

Technical/Desirable Qualification

Candidates must possess the technical/desirable qualifications specified against the respective posts/departments in the table, obtained from a recognized institution by the last date of online application. For most posts, this includes computer operation and typing knowledge.

Reservation Policy

  • Applicability: Reservation benefits will be provided as per the prevailing reservation rules of the Government of Bihar.
  • Domicile: Only permanent residents of Bihar are eligible for reservation benefits. Applicants from outside Bihar will be treated as General Category candidates.
  • Caste Certificate:
    • SC/ST: Candidates must upload their Caste Certificate and Permanent Residence (Domicile) Certificate during the main examination application.
    • BC/EBC: Candidates must upload a Non-Creamy Layer (NCL) Certificate and Permanent Residence (Domicile) Certificate issued by the competent authority (Anchaladhikari/Revenue Officer) of their permanent residence in Bihar during the main examination application.
    • Married Women (SC/ST/BC/EBC): Caste/NCL certificates must be issued from their father's address, not their husband's.
  • Economically Weaker Section (EWS): 10% horizontal reservation is applicable for EWS candidates, subject to availability of vacancies, as per G.A.D. Bihar Notification No. 2622 dated 26.02.2019. Candidates must submit the Income and Asset Certificate (Annexure-I) issued by the competent authority.
  • Persons with Benchmark Disability (PwBD): 4% horizontal reservation is applicable as per G.A.D. Bihar Resolution No. 962 dated 22.01.2021.
    • Disability Types (Note-I): VI - Visually Impaired, DD - Deaf-Dumb, OH - Orthopedically Handicapped, MD - Mental Disability, MUD - Multiple Disabilities.
    • Only Bihar domicile PwBD candidates are eligible for this reservation.
    • Provisional disability certificates are accepted, but candidates must get them validated/certified by a government medical college/hospital before final selection.
  • Women's Reservation: 35% horizontal reservation is applicable for women as per G.A.D. Bihar Notification No. 2342 dated 15.02.2016. Only Bihar domicile women (including unreserved and reserved categories) are eligible.
  • Freedom Fighters' Dependents: 2% horizontal reservation is applicable for grandchildren of freedom fighters who receive central government pension, as per G.A.D. Bihar Notification No. 2526 dated 18.02.2016. A certificate from the District Officer/authorized officer of their home district is required.
  • Transgender Persons: Transgender (Third Gender) individuals are eligible for reservation benefits applicable to the Backward Classes as per G.A.D. Bihar Notification No. 12722 dated 12.09.2014.
  • All required certificates (caste, NCL, EWS, domicile, PwBD, etc.) must be valid and obtained by the last date of online application submission. Incorrect information or invalid certificates will lead to disqualification from reservation benefits and the candidate will be considered in the unreserved category.

Age Limit

Age will be calculated as of 01.08.2025.

  • Minimum Age: 18 years.
  • Maximum Age:
    • Unreserved (Male): 37 years
    • Backward Class / Extremely Backward Class (Male & Female): 40 years
    • Unreserved (Female): 40 years
    • Scheduled Caste / Scheduled Tribe (Male & Female): 42 years
    • PwBD candidates will receive an additional 10 years relaxation in their respective categories.
  • Other Age Relaxations:
    • Government employees of Bihar are eligible for a 5-year age relaxation.
    • Ex-servicemen receive a relaxation equal to 3 years plus the period of service rendered in defense, subject to a maximum age of 53 years.

Benefits for Contractual Employees

As per G.A.D. Bihar Resolution No. 12897 dated 28.07.2022, contractual employees working in Bihar government departments will receive preference and age relaxation for regular appointments, specifically for the same post they have served on a contractual basis. Preference points will be awarded (maximum 25 points, 5 points per year of satisfactory service). Candidates must submit experience certificates issued by the competent authority (Department Head/Secretary/Director/District Officer) along with a copy of their appointment letter/agreement.

Examination Scheme

The selection process will involve a Preliminary Examination and a Main Examination.

Preliminary Examination

  • Type: Objective type with multiple-choice questions.
  • Subjects: General Knowledge, General Science & Mathematics, Mental Ability Test.
  • Total Questions: 150 questions.
  • Total Marks: 600 marks (4 marks for each correct answer).
  • Negative Marking: 1 mark deducted for each incorrect answer.
  • Duration: 2 hours 15 minutes.
  • Language: Hindi and English.
  • Selection: Candidates approximately 5 times the total number of vacancies will be selected for the Main Examination.

Main Examination

The Main Examination will consist of two papers:

  • Paper 1: General Hindi
    • Type: Objective type with multiple-choice questions.
    • Total Questions: 100 questions.
    • Total Marks: 400 marks.
    • Qualifying: 30% marks are mandatory for qualification, but these marks will not be added to the final merit list.
  • Paper 2: General Knowledge
    • Type: Objective type with multiple-choice questions.
    • Total Questions: 150 questions.
    • Total Marks: 600 marks.
    • Subjects: General Studies, General Science & Mathematics, Mental Ability Test.

Syllabus for Preliminary & Main Examination (Paper 2)

The syllabus covers subjects at the Matriculation/Intermediate level.

  • General Knowledge (खंड-क):
    • Current Affairs: Scientific progress, National/International awards, Indian languages, books, script, capital, currency, sports, important events.
    • India and Neighboring Countries: History, culture, geography, economic scenario, freedom movement, salient features of Indian agriculture and natural resources, Indian Constitution and Polity, political system of the country, Panchayati Raj, community development, Five-Year Plans, contribution of Bihar in national movement.
  • General Science and Mathematics (खंड-ख):
    • General Science: Physics, Chemistry, Biology, Geography (Matriculation level).
    • Mathematics: Number system, computation of whole numbers, decimals and fractions, relationship between numbers, fundamental arithmetical operations, percentage, ratio and proportion, average, interest, profit and loss.
  • Mental Ability Test (खंड-ग):
    • Verbal and Non-verbal reasoning: Analogy, similarities and differences, spatial visualization, problem-solving, analysis, visual memory, discrimination, observation, relationship concepts, arithmetical reasoning, arithmetical number series, coding and decoding.

Qualifying Marks for Written Examination

To be considered for selection, candidates must achieve the following minimum qualifying marks:

  • General Category: 40%
  • Backward Class: 36.5%
  • Extremely Backward Class: 34%
  • Scheduled Caste / Scheduled Tribe: 32%
  • Women (All Categories): 32%
  • PwBD (All Categories): 32%

Typing/Computer Test

Candidates qualifying in the main examination will be required to appear for a typing and/or computer proficiency test, as applicable for the respective posts. Detailed information will be provided after the written examination.

  • Mode of Application: Online only through the official website https://bssc.bihar.gov.in. Applications sent through any other medium will not be accepted.
  • Required Documents (to be uploaded during application/main exam):
    • Matriculation Mark Sheet and Original Certificate.
    • Intermediate / Equivalent Mark Sheet and Original Certificate.
    • Typing / Computer Knowledge related Mark Sheet and Original Certificate (if applicable).
    • Permanent Residence / Domicile Certificate.
    • Caste Certificate / Non-Creamy Layer Certificate / EWS Certificate.

  • Candidates must correctly fill their reservation category. Changes will not be permitted.
  • A recent passport-size color photograph, Hindi and English signatures (scanned), and thumb impressions are required.
  • Biometric Capture: Biometric Thumb Impression/Iris Capture may be conducted during the examination to prevent impersonation. Any discrepancy will lead to legal action.
  • Candidates must ensure they correctly state their reservation category as per their certificates during online application.
  • Applicants must keep a printout of their submitted online application form (with photo) and registration number safely for future reference. Duplicate registration numbers will not be issued.
  • The Commission's decision regarding eligibility, application acceptance/rejection, selection process, center allocation, and final selection/allocation of posts will be final and binding.
