Necessary Information for Panel Formation for Appointment to Tenure Posts of Senior Resident / Tutor in State Medical Colleges and Hospitals

The Health Department, Government of Bihar, invites online applications from eligible candidates in the prescribed format for the formation of a panel for appointment to Senior Resident / Tutor (three-year tenure) posts in the State's medical colleges and hospitals. This recruitment is governed by the Senior Resident / Tutor and Bihar Medical Education Service Recruitment, Appointment and Promotion Rules-2008 and amended Rules 2013. The advertisement number is BCECEB/Health(SR)/2025(II)/01.

2. Educational Qualification

  • 40% of the posts for Senior Resident / Tutor will be filled by members of the Bihar State Health Service cadre.
  • 40% of the posts will be filled by doctors who have completed a postgraduate degree course (Residency Scheme) from medical colleges in the state.
  • The remaining 20% of the posts will be filled by doctors who have obtained a postgraduate degree (Residency Scheme) from recognized institutions outside the state.
  • The minimum educational qualification for Senior Resident / Tutor posts is a postgraduate degree in a specific subject.
  • In case of a shortage of suitable candidates, a diploma in the specific subject will be considered. Candidates with a diploma will be awarded 10 marks equivalent to a postgraduate degree but will be ranked below postgraduate degree holders in the merit list.
  • Doctors with equivalent postgraduate degrees, as per the teacher eligibility criteria of the Medical Council of India, are also eligible.

3. Age Limit

Age will be calculated as of 01.08.2025, as per General Administration Department Resolution No. 294 dated 07.01.2016.

  • Maximum Age:
    • Unreserved (Male): 37 years
    • Backward Class & Extremely Backward Class (Male & Female): 40 years
    • Unreserved (Female): 40 years
    • Scheduled Caste & Scheduled Tribe (Male & Female): 42 years
  • A 5-year age relaxation will be provided to members of the Bihar State Health Service cadre as per the rules.
  • Divyang (disabled) candidates will be granted a 10-year age relaxation. Only one type of age relaxation (based on disability or other category) will be applicable to a candidate.

4. Reservation

  • The panel for appointment to tenure posts will be prepared according to the reservation rules set by the State Government.
  • Applicants for reservation categories must attach a caste certificate issued by a competent authority.
  • Reservation benefits are applicable only to permanent residents of Bihar who submit a non-creamy layer certificate. Without a non-creamy layer certificate, candidates will be considered under the unreserved category.
  • Reservation for women, Divyang, and grandchildren of freedom fighters will be as per the rules prescribed by the General Administration Department.

6. Conditions for Appointment to Tenure Posts

  • i. Vacancies mentioned in the prospectus will be filled from this panel.
  • ii. Doctors/teachers holding postgraduate degrees in more than one subject must apply separately for each department and indicate this in their online application. Candidature with degrees not recognized by MCI/NMC will not be considered.
  • iii. Upon appointment to tenure posts, doctor teachers will receive a salary at Pay Level-09. Those already working in the health service cadre will receive their existing salary plus Dearness Allowance and other admissible allowances.
  • iv. Candidates who have already completed a three-year Senior Resident / Tutor tenure in a specific subject are not eligible for re-appointment to tenure posts in the same subject.
  • v. As per Health Department, Government of Bihar Order No. 91(17) dated 27.01.2023, students who have completed a PG degree/diploma and are covered by a three-year bond, but have not been appointed as Senior Resident / Tutor in medical colleges and hospitals, are permitted for appointment to three-year tenure posts of Senior Resident / Tutor, subject to recommendation from the controlling officer and departmental no-objection. The service period will be counted during the bond duration.

7. Prospectus and Application Process

Detailed information regarding eligibility, institutions, and courses for Senior Resident / Tutor Appointment-2025 (II) is available in the prospectus on the Board's website: bceceboard.bihar.gov.in. Candidates must download the prospectus from the website to fill the online application form.

To fill the online application, candidates should visit the Board's website and click on the "Online Portal of Senior Resident / Tutor under Health Dept." link, then click on "Apply for Senior Resident / Tutor". Candidates must thoroughly read and understand the instructions before filling out the application form.

i. Step-One (Registration):

Candidates must accurately fill all information in the Online Application Form during Step-1 registration. They must use their own or their father/mother's email address and mobile number, as all registration-related information will be sent to them. The mobile number and email address cannot be changed after verification. Upon successful registration, candidates will receive a notification with their Registration Number and password. They should keep their password confidential.

ii. Step-Two (Multi-Step Application Form):

  • a) Department Selection: After successful registration, log in and select the department, then click "Save & Continue".
  • b) Personal Information: Fill in personal details as displayed on the screen, then click "Save & Continue".
  • c) Contact Details: Fill in permanent and correspondence addresses, then click "Save & Continue".
  • d) Educational Information: Fill in educational details, then click "Save & Continue".
  • e) Upload Photo & Signature: Upload a scanned copy of a high-contrast color photograph and signature as per the instructions provided. Then click "Save & Continue". (For further details, refer to the instructions on the application portal regarding Photo & Signature uploading).

iii. Step-Three (Application Preview & Final Submit):

Candidates are advised to review all entries from Step-1 and Step-2. If any anomalies are found, click "Back to Edit" to rectify them, then "Save & Continue". If all information on the preview page is correct, click "Final Submit & Proceed to Payment" after declaring agreement, and pay the Counselling Fee as per Step-Four instructions. Failure to submit the application form and pay the Counselling Fee within the prescribed date and time will result in rejection.

iv. Step-Four (Payment of Counselling Fee):

After clicking "Final Submit & Proceed to Payment", complete the payment procedure. The paid Counselling Fee will not be refunded.

  • a. Online Payment: Candidates must pay the Counselling Fee online only via Debit Card / Credit Card / Net banking/ UPI. Additional processing charges will apply.
  • b. Counselling Fee: The Counselling Fee for Unreserved / EWS / EBC / BC / SC / ST / DQ (PWD) candidates is Rs. 2250/-.
  • Note: (i) If the amount is debited from your account but the transaction fails, you must re-pay the full fee. If your required Counselling Fee does not reflect in the Board's account by the due date, your application form will be incomplete and rejected. v. Step-Five (Download Confirmation Page & Fee Receipt):

  • (i) After successful payment, candidates are advised to download the Confirmation Page & Fee Receipt and re-verify the entries. Discrepancies can be corrected during the "Editing period" as per the schedule in "Important Dates". Finally, download the Confirmation Page for future use.
  • (ii) This editing/rectification opportunity is only available for candidates who have successfully filled their online application form and made the payment.
  • (iii) To make rectifications, log in to your account using your Registration No. and Password.

General Notes

  • a. Candidates must fill the reservation category carefully, considering the reservation policy/rules applicable in Bihar on or before the online submission start date.
  • b. A hard copy of the Application Form need not be sent to the Board's office but must be available at the time of counselling.
  • c. After completing the procedure and finally submitting the online application form, there is no provision for any change or modification.
  • d. After submission of the online application form, it cannot be withdrawn, nor will any request for refund/chargeback of paid counselling fee be entertained.
  • e. The Board will not be responsible for any interruption in the Internet/Banking system. Candidates must complete all procedures before the last dates.

8. Original Certificates for Document Verification

All original certificates along with one extra xerox copy must be produced at the time of counselling/document verification on the scheduled date. The list includes:

  • i. Original Admit Card / Original Mark-sheet / Original Certificate of Matriculation or equivalent.
  • ii. Mark sheet of MBBS (I, II & III Parts).
  • iii. Passing Certificate of MBBS.
  • iv. Attempt Certificate of MBBS.
  • v. Marks Sheet / Passing Certificate of Speciality Subject.
  • vi. Certificate of Ph.D./ DM / MCH / M.Sc.
  • vii. Medical Registration Certificate.
  • viii. Experience Certificate, if any.
  • ix. Attested copy of "No Objection Certificate" from the employer if the applicant is in service.
  • x. Current Caste Certificate with Non Creamy Layer (for BC/EBC, if applicable) duly issued by the D.M. / S.D.O. (Civil) / C.O. / Revenue Officer of the District / Area of permanent residence in the State of Bihar.
  • xi. Residential Certificate issued by C.O. / B.D.O./ Revenue Officer of the concerned area.
  • xii. Four identical photographs as used in filling online application.
  • xiii. For Disable Quota candidate, Disability Certificate issued by Medical Board /Authority.
  • xiv. Certificate for Economically Weaker Section (EWS) issued by the D.M./S.D.O. of the District / area of permanent residence in the State of Bihar.
  • xv. Grand Son / Grand Daughter of freedom fighter quota Certificate issued by proper authority.
  • xvi. Any other Certificate as per the requirement of the prospectus of appointment for Tenure Post of Senior Resident / Tutor – 2025(II) under Health Department, Govt. of Bihar.
  • xvii. Verification Slip (जाँच-पर्ची) as downloaded from Board's website in 2 copies (mandatory).
  • xviii. Downloaded print of Online filled Application (Confirmation Page).

9. Important Dates for Senior Resident / Tutor Appointment-2025 (II)

  • (i) Online Registration Starting Date: 19.09.2025
  • (ii) Online Registration Closing Date: 03.10.2025 (10.00 P.M.)
  • (iii) Last date of payment through Net Banking / Debit Card / Credit Card / UPI and submission of the Online Application of Registered Candidate: 03.10.2025 (11.59 P.M.)
  • (iv) Online Editing of Application: 04.10.2025 (11.59 P.M.)
  • (v) Date of Publishing of Document Verification programme: To be notified later on.

Other Instructions

    1. Incomplete or altered online applications will be rejected.
