Online applications are invited for regular appointment to the vacant posts of Dental Health Scientist under the Health Department, Bihar, Patna, through the General Administration Department, Bihar, Patna. Eligible candidates (who are citizens of India) can apply online on the Commission's website www.btsc.bihar.gov.in from 2025-10-10 to 2025-11-10.

Note:
- (i) The nature of disability is defined as: VH/VI - Blindness and low vision, HH - Deaf and hard of hearing, OH - Locomotor disability (Cerebral Palsy, Leprosy Cured, Dwarfism, Acid Attack Victims, Muscular Dystrophy), MH - Autism, Intellectual Disability, Specific Learning Disability and Mental Illness/Multiple Disability.
- (ii) Requisitions received from indenting departments up to the last date of application may be included, and the number of vacancies may increase or decrease upon amendment.
2. Age Limit
- (i) Minimum Age: 18 years as on 2025-08-01.
- Maximum Age Limit:
- (a) Unreserved: 37 years
- (b) Unreserved Female: 40 years
- (c) Backward Class/Extremely Backward Class (Male/Female): 40 years
- (d) Scheduled Caste/Scheduled Tribe (Male/Female): 42 years
Age Relaxation:
- (i) Date of birth on Matriculation or equivalent certificate will be valid.
- (ii) 10 years age relaxation for PwD as per GA Department Resolution No.-962, dated 2021-01-22.
- (iii) 5 years age relaxation for Bihar government employees who have completed three years of continuous service, as per GA Department Resolutions No.-2374 dated 2007-07-16 and letter No.-13107 dated 2019-09-20.
- (iv) Contract-based Dental Health Scientists in Bihar State Government/private hospitals will receive age relaxation equivalent to their service period up to the cut-off date of 2025-08-01.
- (v) Benefit of work experience and maximum age relaxation for contract-based candidates will be applicable only for regular appointment to the same post.
- (vi) Only one type of age relaxation benefit will be admissible.
3. Reservation
- (i) Reservation benefit will not be given if not claimed in the specified column of the online application.
- (ii) Reservation benefit is only for candidates whose permanent residence is in Bihar. Candidates from outside Bihar will not receive reservation benefits. The permanent address filled in the online application will be considered for reservation purposes.
- (iii) The following certificates must be submitted by candidates:
- (A) For Scheduled Caste (SC) and Scheduled Tribe (ST) candidates:
- (a) Caste Certificate
- (b) Permanent Residence/Domicile Certificate
- (B) For Backward Class (BC) and Extremely Backward Class (EBC) candidates:
- (a) Non-Creamy Layer Certificate (for Bihar Government purposes)
- (b) Permanent Residence/Domicile Certificate
- (C) For Economically Weaker Section (EWS) candidates:
- (a) Income and Asset Certificate
- (b) Permanent Residence/Domicile Certificate
All these certificates must be issued by the competent authority notified by the State Government of Bihar from your permanent domicile circle.
Notes on Reservation Certificates:
- (i) Only a caste certificate will not be sufficient for BC and EBC candidates for reservation. A Non-Creamy Layer certificate is mandatory. Any other caste certificate will not be valid.
- (ii) For female candidates, the caste (for SC/ST) and Non-Creamy Layer (for BC/EBC) certificates must be issued in the name and address of the father, as per GA Department Notification No.-673, dated 2011-03-08. Action will also be taken as per GA Department Letter No.-15760, dated 2022-09-02.
- (iii) The Income and Asset Certificate (EWS) will be considered valid for one year from the date of issue.

- (iv) Reserved category candidates must confirm their reservation status before applying. No changes will be allowed after registration. Incorrect claims will not be accepted.
- (v) Reservation for Women:
- (a) 35% horizontal reservation for women will be given as per GA Department, Bihar Government Resolution No.-2342, dated 2016-02-15.
- (b) 35% horizontal reservation for women will only be applicable to permanent residents of Bihar as per GA Department Letter No.-12575, dated 2025-07-09.
- (vi) Reservation for Persons with Disabilities:
- (a) Disability certificates issued as per Appendix-1 of GA Department, Bihar Government Resolution No.-962, dated 2021-01-22, will be valid. It must be uploaded in the online application. Temporary certificates require renewal. For multiple disabilities, Form VI (The Rights of Persons with Disabilities Rules, 2017) is required. The disability of candidates claiming disability will be re-examined by a medical board constituted by the Commission.
- (b) 35% horizontal reservation for benchmark disabled persons who are permanent residents of Bihar will be admissible in state services as per GA Department Resolution No.-8962, dated 2025-05-21.
- (c) Scribe facility will be provided to benchmark disabled candidates (40% or more disability) as per Section 2(r) of the Rights of Persons with Disabilities Act, 2016 and GA Department, Bihar Government Resolution No.-10668, dated 2022-06-29. Candidates requiring a scribe must select "Yes" in the online application column.
- (vii) Reservation for Descendants of Freedom Fighters: 2% horizontal reservation for grandchildren (son's son/daughter, daughter's son/daughter) of freedom fighters who are receiving central pension, as per GA Department, Bihar Letter No.-13185, dated 2015-09-03. Candidates claiming this reservation must possess a certificate of being a descendant of a former freedom fighter issued by the District Magistrate or an officer authorized by them, in the prescribed format attached with GA Department, Bihar, Patna Letter No.-11687, dated 2016-08-30. (Identity cards for freedom fighter's successors are not valid).
- (viii) No changes/corrections in reservation category will be allowed during the recruitment process as per GA Department Letter No.-16144, dated 2012-11-28.
- (ix) No reservation or other benefits will be admissible if not claimed in the online application.
- (x) Transgender/Kinnar/Kothi/Hijra (Third Gender) will receive reservation benefits applicable to Backward Classes, as per GA Department Letter No.-12722, dated 2014-09-12.
4. Application Fee
As per GA Department, Bihar, Patna Resolution Letter No.-15568, dated 2025-08-21, each candidate must pay an examination fee of Rs. 100/- (Rupees One Hundred Only).
Candidates will also have to pay additional bank charges during online payment. Payment will be accepted only through Debit Card/Credit Card/Internet Banking/UPI. The receipt must be saved by the applicant.
5. Selection Process
The Commission will select candidates based on a written competitive examination and work experience.

Note (I): The percentage of marks obtained in the written competitive examination will be multiplied by 0.75. For example, if a candidate scores 60%, they will be awarded 60 x 0.75 = 45 marks.
(ii) Written Competitive Examination
- The Commission will conduct a Computer Based Test (CBT) for all candidates.
Examination Syllabus:
-
(a) The competitive examination will have 100 multiple-choice questions. Questions will be in both Hindi and English.
-
(b) The examination duration will be two hours, and the total marks will be 100.
-
(c) Questions will be based on the Diploma in Dental Hygienist level syllabus prescribed by the indenting department. This syllabus will be published separately on the Commission's website.

(d) The examination will be conducted in multiple shifts, and results will be prepared using the Normalization process.

(e) Negative Marking will be applicable. 01 mark will be awarded for each correct answer, and 0.25 marks will be deducted for each incorrect answer.

(f) The examination results will be declared after applying the Normalization process.

(g) Minimum Qualifying Marks:
- General: 40%
- Backward Class: 36.5%
- Extremely Backward Class: 34%
- Scheduled Caste/Scheduled Tribe, Women, and Persons with Disabilities: 32%
Note: Candidates not achieving the minimum qualifying marks in their respective categories will not be considered.
- (iii) Work experience benefit will only be given to candidates who qualify in the written competitive examination. The work experience certificate must be issued by the Civil Surgeon of the concerned district, Principal and Superintendent of Medical College, or Director of Super Specialty Hospital. Work experience period will be calculated up to 2025-10-10.
- (iv) The work experience certificate must be in the format provided in Appendix-1. No marks or age relaxation benefit will be given if the certificate is in any other format.
- (v) Qualified candidates from the written competitive examination will be invited for Document Verification based on the category-wise merit list prepared as per point 5(i) of the advertisement.
6. Important Instructions: Documents/Mark Sheets for Online Application
Candidates must provide information related to their qualifications, reservation, and work experience and upload all the following certificates/mark sheets in the specified column:
- (i) Matriculation original certificate
- (ii) Intermediate (10+2) mark sheet and original/provisional certificate
- (iii) Diploma in Dental Hygienist mark sheets of all years and original/provisional certificate from a recognized institution
- (iv) Registration certificate from Bihar State Dental Council
- (v) Caste certificate/Non-Creamy Layer certificate/Economically Weaker Section certificate
- (vi) Permanent Residence/Domicile certificate
- (vii) Certificate for Descendants of Freedom Fighters of Bihar State
- (viii) Disability certificate
- (ix) Work experience certificate (in the prescribed format)
Failure to upload any of these certificates/mark sheets will result in the cancellation of candidature. All uploaded certificates/mark sheets must match the details (number and issue date) mentioned in the online application and must be uploaded by 2025-11-10.
7. Authority for Issuing Work Experience Certificate
The work experience certificate for candidates claiming work experience under point 5(iii) of the advertisement, who are working on contract, must be issued by the Civil Surgeon of the concerned district, Principal of Medical College, Superintendent of Medical College & Hospital, Director of Super Specialty Hospital, and the Head of the institutions mentioned in point 5(i)(b) of the advertisement, who are competent authorities.
8. Preservation of Documents
Candidates must download and securely keep hard copies of all mentioned certificates and the finally submitted online application. Candidates will be required to present these hard copies and self-attested photocopies of all relevant certificates during document verification or whenever demanded by the Commission.
9. Document Verification Policy
Certificates/mark sheets not mentioned/uploaded in the Online Form will not be accepted by the Commission during document verification. Candidates will be solely responsible for not receiving eligibility/reservation/work experience preference, and no claim regarding this will be entertained. Only original certificates/mark sheets will be verified against those uploaded in the online application. No other certificates/mark sheets will be accepted by the Commission during document verification.
10. Document Upload Quality
Candidates must upload clear, legible, and properly scanned documents through the scanner. If blurry/unclear/black/unreadable documents/certificates are uploaded, the Commission reserves the right to cancel candidature during document verification.
11. Original Documents at Document Verification
All original certificates and mark sheets mentioned in the application form must be presented during document verification. No other certificate will be accepted later in case of failure to present or discrepancy. The Commission reserves the right to make decisions regarding the eligibility of candidates who fail to comply with these instructions.
12. Communication
All information related to this advertisement will be published on the Commission's website www.btsc.bihar.gov.in. Therefore, candidates should regularly check the Commission's website. The Commission is not obligated to publish notifications in newspapers or inform candidates via SMS or E-mail.
13. Application Form Acceptance
Printed, typed, or handwritten applications other than the prescribed online application for this advertisement will not be accepted. Incomplete, unclear, unsigned, or late online applications will be rejected, and the fee will not be refunded.
14. Mandatory Document Verification
It is mandatory for candidates to undergo document verification on the date prescribed by the Commission. The Commission's decision will be final regarding any claim for re-verification for candidates absent during document verification.
15. Instructions for Filling Online Application Form
- (i) Candidates making online payments should download and keep a copy of the receipt.
- (ii) Candidates should thoroughly read these guidelines before filling the online application and fill all information correctly and clearly. The Commission will not be responsible for any errors made by the candidate during filling the online application, and no request for modification will be considered.
- (iii) Candidates should submit the online application fee only after ensuring their name, date of birth, category, application fee, etc., are correct.
- (iv) It is the responsibility of the applicant to keep their registered E-mail ID and Mobile Number safe until the final publication of the selection list. Candidates should only use their own active Mobile Number and E-mail ID. The Mobile Number and E-mail ID of any other person should not be entered under any circumstances.
- (v) Merely registering and paying the online fee will not imply that the applicant has completed the online application.
- (vi) The Commission will not be responsible for internet or banking disruptions. Therefore, candidates should not wait until the last date to complete all processes.
- (vii) Photograph Guidelines:
- (a) The applicant's photograph must be recent (within three months).
- (b) The applicant's face and head should be visible from top to bottom, and eyes should be open in the photograph.
- (c) The background should be white. There should be no shadows in the photo. If the applicant wears glasses, they should be removed for the photo.
- (d) Candidature may be cancelled if the photograph does not conform to the instructions mentioned in point 15(vii)(a)(b)(c).
- (viii) Candidates are also instructed to keep at least five additional copies of the photograph uploaded in the application form, which they may submit if required or demanded by the Commission.
- (ix) The Commission will not be responsible for any internet disruption/wrong payment/failed payment/transaction status failure during online payment.
- (x) Instructions received from indenting departments/State Government and decisions of the Commission may lead to amendments in the advertisement until the last date of application.
Note-1: Candidates are advised not to apply on the basis of any false/forged certificates. If any certificate is found to be fake at any stage, their candidature will be cancelled, and legal action will be taken against them.
