Applications are invited from eligible law graduates for engagement of one (01) Young Professional (Legal Consultant) on a short-term contract basis at Staff Selection Commission (Hdqrs.), New Delhi.

Terms of Reference

Functions

The engaged Young Professional (Legal Consultant) will be required to perform the following functions:

  • Maintain and monitor databases for cases decided by or pending with the CAT, High Courts, Supreme Court, or any other Court of Law/Tribunal.
  • Draft petitions, replies, rejoinders, affidavits, and other legal documents for various Courts.
  • Provide assistance to SSC Officers in service and recruitment matters.
  • Obtain opinions from the Law Ministry on legal matters.
  • Maintain close coordination with the Law Ministry, Senior Law Officers, and Government Counsels.
  • Draft/scrutinize various notices/contract agreements from a legal perspective.
  • Perform any other assigned work.

Period of Engagement

The initial term of engagement will be for a period of one year on a case-to-case basis.

Educational Qualification

  • Essential: A Graduate Degree in Law from the National Law School of India University (NLSIU) or other Law Schools and Colleges of the Country, equivalent in length and intensity, with a minimum of 60% marks.

  • Desirable/Experience: One year of experience in drafting legal documents & scrutiny and in recruitment matters, especially related to the preparation of Notices of Examination, conduct of Examination, evaluation of Answer Books, results of recruitment, medical examination cases of candidates, and drafting of contract agreements. Experience in handling CAT matters is also desirable.
  • Remuneration Increment: In case the contract is extended for another year based on a satisfactory performance review, the remuneration may be increased by up to 5%, but will not exceed 1.25 times the initial remuneration.

General Terms and Conditions

  • Employment Type: Engagement is on a full-time basis, and Young Professionals are not permitted to take up any other assignment during the contract period with SSC.
  • Confidentiality: Upon accepting the offer, a contract will be entered with SSC. Norms for secrecy will adhere to the Official Secrets Act, 1923. Sensitive data security will be ensured through a non-disclosure agreement. Young Professionals must not disclose any details of office, operational processes, technical know-how, or administrative/organizational matters of a confidential nature.
  • Allowances: Young Professionals will not be entitled to allowances such as conveyance, dearness, residential, telephone, transport facility, residential accommodation, CGHS, or medical reimbursement, other than those specifically mentioned in the terms.
  • Termination: Breach of contract will be sufficient ground for termination. The appointment is temporary, and SSC can cancel it anytime without providing a reason. The contract remains provisional until police verification is received.
  • Performance Review: An Annual Performance Report (APR) will be undertaken for Young Professionals.
  • Intellectual Property: SSC shall be entitled to all intellectual property and other proprietary rights developed by the Young Professional/Individual Consultant under the Contract.
  • Publicity: Individual Consultants shall not advertise or make public their contractual relationship with SSC for commercial advantage or use SSC's name, emblem, or seal without written permission.
  • Conduct: Young Professionals are expected to follow all Government of India rules and regulations, display utmost honesty, secrecy, and sincerity. Services may be discontinued if unsatisfactory or in conflict with SSC’s interests.

TA/DA

Individual Consultants may undertake domestic tours, subject to competent authority approval, with the following TA/DA provisions:

  • Mode of Journey: Air in Economy Class or by Rail in AC Two Tier.
  • Reimbursement:
    • Hotel accommodation: Up to Rs. 2250/- per day.
    • Taxi charges: Up to Rs. 338/- per day for travel within the city.
    • Food bills: Not exceeding Rs. 900/- per day.

Leave

Individual Consultants are entitled to leave at a rate of 1.5 days per completed month, with no accumulation beyond a calendar year on a pro-rata basis. Absence of up to one month may be considered without remuneration. In exceptional cases for professional development/training, this condition may be relaxed by the Chairman, SSC. Women Consultants are eligible for maternity leave as per the Maternity Benefit (Amendment) Act, 2017.

Income Tax

Income Tax or any other applicable tax will be deducted at source before payment, for which SSC will issue TDS Certificate(s).

Police Verification

Police verification will be conducted as per the latest instructions issued by MHA. A negative verification report will result in the immediate cessation of the contract without notice.
