7. Application Options and Preference for Posts

  • All candidates can apply with preference for 'Prohibition Constable', 'Warder (Direct Recruitment)' and 'Mobile Squad Constable'.
  • Warder (Home Guard Quota): Only Bihar resident Home Guards (enrolled and trained in Bihar Home Guard Corps) are eligible.
  • Warder (Ex-Servicemen Quota): Only ex-servicemen residents of Bihar and other states are eligible.
  • Written examination is mandatory for all candidates.
  • Home Guard and Ex-Servicemen candidates can also opt for 'Warder (Direct Recruitment)', 'Prohibition Constable' and 'Mobile Squad Constable'. If they qualify in the written exam and are selected for the Physical Efficiency Test (PET), they must participate in PET without any relaxation in standards.
  • Home Guard candidates who prefer 'Warder (Direct Recruitment)' and fail in PET will only be considered against 'Warder (Home Guard Quota)' posts.
  • Home Guard candidates who prefer 'Warder (Direct Recruitment)' and pass in PET will first be considered for 'Warder (Home Guard Quota)' merit list. If not selected, they will be considered for 'Warder (Direct Recruitment)' based on merit.
  • Ex-Servicemen candidates who prefer 'Warder (Direct Recruitment)' and fail in PET will only be considered against 'Warder (Ex-Servicemen Quota)' posts.
  • Ex-Servicemen candidates who prefer 'Warder (Direct Recruitment)' and pass in PET will first be considered for 'Warder (Ex-Servicemen Quota)' merit list. If not selected, they will be considered for 'Warder (Direct Recruitment)' based on merit.

8. Selection Process Structure

Selection/Recruitment for Prohibition Constable, Warder, and Mobile Squad Constable will be conducted simultaneously. Candidates will indicate their preferences in the application. Final selection will consider the candidate's merit-wise preferences.

(A) First Stage - Written Examination

  • After application collection, applications will be scrutinized. Eligible candidates will undergo a written examination. Multiple shifts/papers may be conducted based on the number of applications. Merit will be determined using the Normalized (Equi-Percentile Method).
  • Exam Standard: Bihar School Examination Board's 10th (Matric) or equivalent level. Subjects include:
    1. Hindi
    2. English
    3. Mathematics
    4. Social Science (History, Geography, Civics, Economics)
    5. Science (Physics, Chemistry, Biology, Botany)
    6. General Knowledge & Current Affairs A detailed syllabus is available on the Board's website: https://csbc.bihar.gov.in/.
  • Examination Details: 100 marks, 100 objective questions, 2 hours duration. 1 mark for each correct answer. The exam will be OMR sheet-based. OMR sheets will be in two copies; one carbon copy will be retained by the Board for one year after the final selection list.
  • Qualifying Marks: Candidates scoring less than 30% in the written examination will be declared unsuccessful for the Physical Efficiency Test.
  • Merit Basis (Specific Quotas): Merit for Warder (Ex-Servicemen Quota) and Warder (Home Guard Quota) will be based on the written examination, but candidates must appear for physical measurement. A category-wise list of successful candidates from the written exam will be sent to the Inspectorate of Prisons and Correctional Services. Candidates from these quotas who also opted for Warder (Direct Recruitment) should refer to Clause 7.
  • PET Shortlisting: Based on written exam marks, approximately 5 times the number of vacancies (category-wise) will be selected for PET. If sufficient candidates are not available, the ratio may be reduced by the Central Selection Board. All candidates with the same cut-off marks will be selected for the next stage.
  • Written Exam Status: The written examination is not the basis for the final merit list. It is only qualifying for the Physical Efficiency Test.

(B) Second Stage - Physical Efficiency Test (PET)

  • Eligible candidates will be called for PET in a defined ratio based on written exam performance.
  • All candidates, except those from Warder (Home Guard Quota) and Warder (Ex-Servicemen Quota), must participate in and pass the PET.
  • No relaxation will be provided in the minimum prescribed physical standards.
  • Female candidates must submit a non-pregnancy declaration. Pregnant females are not permitted to participate in the PET.
  • Final Merit Basis: For selection to Prohibition Constable/Warder (Direct Recruitment)/Mobile Squad Constable posts, the final merit list will be prepared based on the total marks obtained by the candidate in all three PET events: Run, High Jump, and Shot Put. Candidates must pass each event separately.
  • PET Marking: PET will be for a total of 100 marks. Height, Chest/Weight measurements will be taken, but no marks will be awarded for them. Candidates not meeting the prescribed eligibility criteria will be declared unsuccessful.
  • PET Events & Marking:
    • (I) Run - Maximum 50 Marks
      • All Male Categories: 1 mile (1.6 km) in a maximum of 6 minutes.
        • Less than 5 minutes: 50 marks
        • 5 minutes to 5 minutes 20 seconds: 40 marks
        • More than 5 minutes 20 seconds to 5 minutes 40 seconds: 30 marks
        • More than 5 minutes 40 seconds to 6 minutes: 20 marks
        • More than 6 minutes: Unsuccessful.
      • All Female Categories: 1 km in a maximum of 5 minutes.
        • Less than 4 minutes: 50 marks
        • 4 minutes to 4 minutes 20 seconds: 40 marks
        • More than 4 minutes 20 seconds to 4 minutes 40 seconds: 30 marks
        • More than 4 minutes 40 seconds to 5 minutes: 20 marks
        • More than 5 minutes: Unsuccessful.
    • (II) Shot Put - Maximum 25 Marks
      • All Male Categories: 16 pounds shot, minimum 16 feet throw.
        • 16 to 17 feet: 09 marks
        • More than 17 to 18 feet: 13 marks
        • More than 18 to 19 feet: 17 marks
        • More than 19 to 20 feet: 21 marks
        • More than 20 feet: 25 marks
        • Less than 16 feet: Unsuccessful.
      • All Female Categories: 12 pounds shot, minimum 12 feet throw.
        • 12 to 13 feet: 09 marks
        • More than 13 to 14 feet: 13 marks
        • More than 14 to 15 feet: 17 marks
        • More than 15 to 16 feet: 21 marks
        • More than 16 feet: 25 marks
        • Less than 12 feet: Unsuccessful.
    • (III) High Jump - Maximum 25 Marks
      • All Male Categories: Minimum 4 feet.
        • 4 feet: 13 marks
        • 4 feet 4 inches: 17 marks
        • 4 feet 8 inches: 21 marks
        • 5 feet: 25 marks
        • Unable to jump 4 feet: Unsuccessful.
      • All Female Categories: Minimum 3 feet.
        • 3 feet: 13 marks
        • 3 feet 4 inches: 17 marks
        • 3 feet 8 inches: 21 marks
        • 4 feet: 25 marks
        • Unable to jump 3 feet: Unsuccessful.
  • Candidates completing the run in time but failing to meet minimum standards in Shot Put and/or High Jump will be unsuccessful and not allowed to participate in other events. Candidates must pass each event separately. A maximum of three chances will be given for Shot Put and High Jump.

(C) Third Stage - Document Verification

  • Verification of academic qualifications, age, reservation claims, etc., for successful PET candidates will be conducted by the Board.
  • Document verification may be done on the PET day itself or on a separate date as required. Candidates must report with all original certificates and one self-attested photocopy at the specified time and place. No second chance or extension will be granted. Failure to submit required documents on time will lead to the Board making decisions regarding eligibility and reservation claims.
  • Candidates should carefully review Clause 6 of the advertisement to ensure they possess original educational qualifications, driving license (where applicable), and all reservation-related documents as per the prescribed format and timeline/cut-off date.
  • Documents to be presented for verification:
    • i. Valid photo ID (e.g., Aadhaar Card, Driving License, Voter ID).
    • ii. Original valid driving license for two-wheeler and four-wheeler (for Mobile Squad Constable posts).
    • iii. Original birth date certificate (Matric/equivalent certificate and mark sheet).
    • iv. Intermediate or equivalent examination pass certificate.
    • v. Intermediate or equivalent examination mark sheet.
    • vi. For SC/ST Candidates:
      • Caste certificate issued by a competent authority; and
      • Permanent residence certificate.
    • vii. For BC/EBC Candidates:
      • Caste certificate issued by a competent authority; and
      • Permanent residence certificate; and
      • Non-Creamy Layer Certificate issued by a competent authority; and
      • A declaration form (xviiiB) as per Bihar Government circular no. 15440 dated 05.12.2017 if the Non-Creamy Layer certificate was issued more than 1 year ago.
    • viii. For Dependents of Freedom Fighters (FFW) Candidates:
      • Certificate (grandson/granddaughter of ex-freedom fighter) issued by District Officer/competent authority (Freedom Fighter's successor identity card is not valid); and
      • Permanent residence certificate.
    • ix. For Economically Weaker Section (EWS) Candidates:
      • Certificate issued by a competent authority for the financial year 2024-2025 as per Bihar Government notification no. 2622 dated 26.02.2019, attached Schedule-I (Form-I); and
      • Permanent residence certificate.
    • x. For Transgender Candidates:
      • Transgender identity certificate issued by a competent authority (District Officer) as per Bihar Government General Administration Department circular no. 9556 dated 19.06.2024 read with Transgender Persons (Protection of Rights) Rules 2020, Form-3 or Form-4; and
      • Permanent residence certificate.
    • xi. For Ex-Servicemen (Warder Post) Candidates:
      • Valid ex-servicemen identity card; and
      • Discharge Book; and
      • Original PPO.
    • xii. For Home Guard Candidates:
      • Basic training certificate issued by Central Training Institute, Bihar Home Guard Corps, Anandpur, Bihta; and
      • Valid Home Guard ID card; and
      • Permanent residence certificate.
    • xiii. Any other document required for verification of candidate's claims as per State Government's updated policy circulars.

9. Merit List

  • For Warder (Ex-Servicemen Quota) and Warder (Home Guard Quota), the merit list will be based on the written examination.
  • For Prohibition Constable/Warder (Direct Recruitment)/Mobile Squad Constable, the written examination will not be the basis for the merit list. The written examination is only qualifying for the Physical Efficiency Test and Document Verification.
  • For selection to Prohibition Constable/Warder (Direct Recruitment)/Mobile Squad Constable posts, the merit list of candidates successful in the written examination, physical efficiency test, and document verification will be prepared based on the total marks obtained by the candidate in all three PET events: Run, High Jump, and Shot Put.
