RECRUITMENT NOTIFICATION 01/2025: Recruitment of Various Teaching & Non-Teaching Posts in Kendriya Vidyalaya Sangathan and Navodaya Vidyalaya Samiti

This notification announces recruitment for various teaching and non-teaching positions in Kendriya Vidyalaya Sangathan (KVS) and Navodaya Vidyalaya Samiti (NVS), both autonomous organizations under the Ministry of Education, Government of India. The recruitment is conducted on a direct basis for eligible Indian citizens.

Overview of Organizations

  • Kendriya Vidyalaya Sangathan (KVS): An autonomous organization under the Ministry of Education, with its Headquarters in New Delhi, 25 Regional offices, five Zonal Institutes of Education & Training (ZIETs), and 1288 KVs (including 03 abroad). KVs are co-educational schools up to class 12th, focusing on holistic development.
  • Navodaya Vidyalaya Samiti (NVS): An autonomous organization under the Ministry of Education, with its Hqrs Office in NOIDA (Uttar Pradesh), 08 Regional Offices, and 653 Jawahar Navodaya Vidyalayas (JNVs) across India (except Tamil Nadu). JNVs are co-educational, fully residential schools up to Senior Secondary level, mainly located in rural areas. Teachers in JNVs are required to stay on campus, with rent-free accommodation provided. Duties include normal teaching, house mastership, remedial and supervisory studies, co-curricular activities, and student welfare.

Functional Requirements for PwBD Candidates

Reservation for Persons with Benchmark Disabilities (PwBD) is ensured as per the Rights of Persons with Disabilities Act 2016. Candidates must ensure compliance with functional requirements for the post(s) they apply for. Detailed functional requirements and suitable categories of Benchmark Disabilities are provided in the notification, including abbreviations used (e.g., VI: Visually Impaired, HI: Hearing Impaired, LD: Locomotor Disability, S: Sitting, ST: Standing, W: Walking, etc.).

Verification of functional requirements will occur during the final stage of selection. A certificate from an appropriate Medical Authority is mandatory.

    • Essential Qualifications: Master's Degree (at least 50% marks), B.Ed. (at least 50% marks), and at least 3 years' experience as Principal in Pay Level 12 in Central/State/Autonomous Organizations.
  • Assistant Commissioner in KVS

    • Pay Scale: Level-4 (Rs. 25500-81100)

    • Essential Qualifications: Bachelor's degree, working as JSA/LDC or equivalent for 3 years in Level 2. Knowledge of Computer Applications, Working knowledge of Hindi and English.
  • Stenographer Grade - I
    • Pay Scale: Level-6 (Rs. 35400-112400)
    • Upper Age Limit: Not exceeding 30 years
    • Essential Qualifications: Graduate, Shorthand Speed of 100 w.p.m. (English/Hindi) and Typing Speed of 45 w.p.m. (English/Hindi). Working as Stenographer Gr II for 5 years in Central/State Govt. in Pay Level 4. Knowledge of Computer Applications, Working knowledge of Hindi and English.
  • Stenographer Grade - II
    • Pay Scale: Level-4 (Rs. 25500-81100)

    • Essential Qualifications: Class XII pass or equivalent, typing speed of 35 w.p.m. in English or 30 w.p.m. in Hindi on computer (KVS). Class XII pass with minimum typing speed of 30 w.p.m. in English or 25 w.p.m. in Hindi on computer (NVS).

    • Essential Qualifications: Class X from a recognized board.

Age Relaxation

The minimum age for candidates is 18 years. Maximum age relaxation is provided as follows:

  • Scheduled Caste / Scheduled Tribe: 5 years
  • Other Backward Classes (Non-Creamy Layer): 3 years
  • Women (All Category) (for PGTs, TGTs, Librarians, PRTs): 10 years
  • Regular NVS Employees (for posts in NVS): 5 years
  • Regular KVS Employees (for posts in KVS): 5 years (General), 8 years (OBC), 10 years (SC/ST)
  • Candidates with 3 years continuous service in Central Govt.: 5 years (General), 8 years (OBC), 10 years (SC/ST)
  • Persons with Benchmark Disabilities: 10 years (General), 13 years (OBC), 15 years (SC/ST). Additional 5 years age relaxation for KVS employees.
  • Ex-Servicemen: 5-10 years depending on group and category. Detailed rules for ex-servicemen are provided.

Important Dates & Cut-Off Date

  • Cut-Off Date: The closing date for submission of online applications in India (i.e., 04th December 2025) will be the cut-off date for determining eligibility criteria (educational qualifications, experience, age limit, etc.).

Certificates

Candidates belonging to OBC (Non-Creamy Layer), SC/ST, PwBD, or claiming EWS/Ex-Servicemen benefits must submit valid certificates in the prescribed proforma (I, I-A, II, III, IV, IV-A, V, V-A, V-B, V-C, V-D, V-E, V-F) as available in the detailed notification. Certificates must be dated between 01.01.2025 and the last date of application.

Mode of Selection (Scheme of Examination)

Selection involves a two-tier examination process for most posts:

  • Posts with Tier-2 & Interview: Assistant Commissioner, Principal, Vice-Principal, PGT. Merit list based on 85% weightage to Tier-2 marks and 15% to Interview marks.
  • Posts with Tier-2 & Skill Test: Stenographer (Gr. I & II), Junior Secretariat Assistant. Merit list based on Tier-2 marks, subject to qualifying the skill test.
  • Posts with Tier-2 Only: Assistant Section Officer, Lab Attendant, Senior Secretariat Assistant, Multi-Tasking Staff. Merit list based solely on Tier-2 marks.

Tier-1 (Preliminary/Qualifying Examination):

  • Format: OMR (Objective) Mode, 02 hours duration.
  • Components (for most posts except MTS in NVS):
    • General Reasoning: 20 questions (60 marks)
    • Numeric Ability: 20 questions (60 marks)
    • Basic Computer Literacy: 20 questions (60 marks)
    • General Knowledge: 20 questions (60 marks)
    • Language Competency Test (English): 10 questions (30 marks)
    • Language Competency Test (One other Modern Indian Languages*): 10 questions (30 marks)
    • Total: 100 questions (300 marks)
  • Components (for Multi-Tasking Staff in NVS):
    • General Awareness & Current Affairs: 20 questions (60 marks)
    • Basic Knowledge of Computer Operation: 40 questions (120 marks)
    • Language Competency Test (English): 20 questions (60 marks)
    • Language Competency Test (One other Modern Indian Languages*): 20 questions (60 marks)
    • Total: 100 questions (300 marks)
  • Bilingual Questions: Parts I to IV (most posts) and Parts I & II (MTS) will be bilingual (English and one of 12 Indian languages). Language Competency Tests will be in English or the opted language.
  • Negative Marking: Each question carries 3 marks. 1/3rd mark (1 mark) will be deducted for each wrong answer. No marks for unanswered questions.
  • Shortlisting for Tier-2: Candidates will be shortlisted in a ratio of 1:10 (relative to notified vacancies).

Tier-2 (Subject Knowledge Examination):

  • Format: Pen-Paper and OMR Based, 2½ hours duration.
  • Components: Detailed syllabus on KVS and NVS website under Recruitment Heading (60 objective questions for 60 marks, 10 descriptive questions for 40 marks, Total: 70 questions, 100 marks).
  • Medium: Bilingual (Hindi & English), except for PGT (Modern Indian Language) and TGT (3rd Language) where it will be in the language concerned.
  • Negative Marking: Each objective question carries 1 mark. 1/4th mark (0.25 marks) will be deducted for each wrong answer.

Skill Test (for Stenographer Grade-I, Grade-II, and Junior Secretariat Assistant):

  • Typing Test: English-35/30 w.p.m. or Hindi-30/25 w.p.m. (Qualifying).
  • Computer Proficiency Test (KVS Junior Secretariat Assistant): 100 marks, minimum 40% required.
  • Shorthand Test: Dictation 10 minutes @ 80 w.p.m., Transcription (50 mins English / 65 mins Hindi) (Qualifying).

Process of Allocation of Candidates

After merit list preparation, candidates must submit their preference for posts in KVS and NVS online. Allotment is based on merit and candidate's choice. Only one post will be allotted. No request for change in choice will be entertained. No waiting list will be maintained.

Important Notes & General Instructions

  • Vacancies are tentative and KVS/NVS reserves the right to modify/cancel the recruitment process.
  • Candidates must regularly visit CBSE, KVS, and NVS websites for updates.
  • Eligibility will be finally verified by the appointing authority.
  • Selected candidates are liable to be posted anywhere in India and will initially be on probation for two years.
  • Any dispute regarding recruitment is subject to the jurisdiction of courts in Delhi only.

Provisions for Differently Abled Candidates

  • Facility of Scribe/Reader/Lab Assistant will be provided to PwBD candidates with writing limitations.
  • The qualification of the scribe should be one step below the candidate's qualification, always matriculate or above.
  • Compensatory time (40-60 minutes depending on exam duration) will be provided.
  • Separate Question Paper in large font for Visually Impaired candidates will be available.

Un-Fair Means Practices

Any use of unfair means (e.g., impersonation, misbehavior, false information, canvassing, electronic devices) will lead to disqualification, debarment from future examinations, and potential criminal prosecution.

How to Apply

  • Eligibility: Only Indian nationals are eligible.
  • Multiple Posts: Candidates can apply for multiple posts but must submit separate applications and pay fees for each (except within PGTs or TGTs, where only one subject/post can be selected).
  • Documents: Scan and upload a recent photograph and signature as per instructions.
  • Corrections: No modifications are allowed once the online application form is submitted. Discrepancies may lead to rejection.
  • Email/Mobile: Keep personal email ID and mobile number active.

Examination Fees

  • Assistant Commissioner / Principal / Vice-Principal: Rs. 2300/- (Examination Fee) + Rs. 500/- (Processing Fee)

  • PGT / Assistant Engineer / Finance Officer / Administrative Officer / TGT / Librarian / PRT / Assistant Section Officer / Junior Translator: Rs. 1500/- (Examination Fee) + Rs. 500/- (Processing Fee)

  • Senior Secretariat Assistant / Stenographer Grade-II / Stenographer Grade-I / Junior Secretariat Assistant / Lab Attendant / Multi-Tasking Staff: Rs. 1200/- (Examination Fee) + Rs. 500/- (Processing Fee)

  • Exemptions: SC/ST/PwBD and Ex-Servicemen candidates are exempted from examination fee, but must pay Rs. 500/- processing fee.

  • Payment Mode: Online mode (Debit Card/Credit Card/Net Banking) only.

  • Refund: Fees once deposited shall not be refunded under any circumstances.
