Introduction

Online applications are invited for the enrollment of Home Guards in Uttar Pradesh for a total of 41424 vacant posts across all districts. Home Guards on duty will receive a duty allowance of Rs. 600/- per day, along with dearness allowance as per government regulations.

Reservation

  • Vertical Reservation (Uttar Pradesh Domicile Only):
    • Scheduled Caste (SC): 21%
    • Scheduled Tribe (ST): 02%
    • Other Backward Classes (OBC): 27%
    • Economically Weaker Sections (EWS): 10%
  • Horizontal Reservation (Uttar Pradesh Domicile Only):
    • Dependents of Freedom Fighters: 2%
    • Ex-servicemen: 5%
    • Women: 20%
  • Reservation benefits and age relaxation are applicable only for native residents of Uttar Pradesh as per government rules and acts.
  • EWS certificate must be valid for the financial year 2025-26, issued on or after 2025-04-01, and before the application's last date. Annual family income must be less than Rs. 8 lakhs.
  • OBC Creamy Layer candidates are not eligible for reservation.
  • Certificates for reserved categories (SC/ST Form-1, OBC Form-2, FF Dependent Form-3, EWS Form-4) must be issued by a competent authority before the last date of application and must be in the prescribed format.

Eligibility Criteria

  • Physical and Mental Fitness: Candidates must be physically and mentally fit. Disabled persons are not eligible.
  • Domicile: Candidates must be a native resident of the district for which they are applying. Domicile certificates are acceptable.
  • Employment Status: Individuals regularly employed in public/government/semi-government services or public sector undertakings are not eligible.
  • Dismissal from Service: Candidates dismissed from service by the central/state government or any local authority are not eligible.
  • Criminal Cases: Candidates with pending criminal cases in any court are not eligible.
  • Marital Status: Male/female candidates with more than one living spouse are not eligible.

Educational Qualification (as of Application Date)

  • Candidates must have passed the 10th class from a board established by law in India or an equivalent qualification recognized by the Uttar Pradesh Government.
  • Mark sheets/certificates for 10th class must be uploaded with the application.
  • Candidates who are appearing for or will be appearing for the 10th class examination are not eligible.

Preferential Qualifications

Additional marks will be awarded for the following, with only the highest-scoring qualification counted if a candidate has multiple:

  • NCC Certificate: 'C' certificate (3 marks), 'B' certificate (2 marks), 'A' certificate (1 mark).
  • Bharat Scout & Guide Certificate: 1 mark.
  • Disaster Mitra Training Certificate (UPSDMA): 3 additional marks.
  • Valid 4-Wheeler Driving License: 1 additional mark.

Age Limit (as of 2025-07-01)

  • Minimum Age: 18 years
  • Maximum Age: 30 years
  • Candidates must have been born between 1995-07-01 and 2007-07-01 (exclusive).
  • Age Relaxation:
    • SC/ST/OBC (Uttar Pradesh Domicile): 5 years.
    • Ex-servicemen (Uttar Pradesh Domicile): 3 years after deducting the period of military service from their actual age, provided the resulting age is not more than 33 years as of 2025-07-01. Ex-servicemen status must be obtained by the last date of application.

  • General/EWS/OBC: Rs. 400/-
  • SC/ST: Rs. 300/-

Online Application Process

  1. One Time Registration (OTR): Mandatory for all applicants. Visit the UPPRPB website (http://uppbpb.gov.in/Home/Notice), click on "आवेदन हेतु LINK", and complete OTR registration using a unique email ID and mobile number (which cannot be changed).
  2. Aadhaar Authentication: Aadhaar-based OTP authentication (e-KYC) will be used for verification. Ensure your mobile number linked to Aadhaar is updated.
  3. Application Form: After OTR, log in with your Account ID/Password, Aadhaar, or DigiLocker to fill out the detailed application form.
  4. Documents Upload: All required documents (educational, reservation, age, domicile, preferential qualifications) must be uploaded via DigiLocker or by scanning. Both 10th marksheet and certificate must be uploaded if separate.
  5. Photograph: A real-time (live) photograph via webcam is required. Ensure no hats, masks, facial coverings, jewelry, shadows, or excessive brightness. If wearing glasses, ensure no glare and clear visibility of eyes. No uniform should be worn in the photograph.
  6. Signature: Scan and upload your signature (black ink on white paper, 50mm x 20mm box or 140 x 60 pixels, JPG/JPEG format, file size 30KB-50KB). Signature should be in running letters.
  7. Payment: Pay the application fee online using Debit Card/Credit Card/Internet Banking/UPI. Review your application thoroughly before final submission; no changes can be made after fee payment.
  8. Single Application: Only one application per candidate is allowed. If multiple applications are submitted, only the last submitted one will be considered.

Selection Procedure

  1. Written Examination:
    • An objective-type paper on General Knowledge.
    • 100 questions for 100 marks (1 mark per question).
    • Duration: 2 hours.
    • Minimum Qualifying Marks: 25%.
    • OMR-based exam. Syllabus is detailed in Appendix-1 of the notification.
    • Normalization of marks will be applied if the examination is conducted in multiple shifts or on different dates.
    • Admit cards will be available on the UPPRPB website.
  2. Provisional Merit List: Based on marks obtained in the written examination combined with marks from preferential qualifications (NCC, Scout & Guide, Disaster Mitra training, Driving License).
  3. Document Verification (DV) & Physical Standard Test (PST):
    • Candidates will be called for DV and PST based on the merit list.
    • A district-level board will conduct DV and PST.
    • Male Physical Standards:
      • Height: General/OBC/SC: 168 cm minimum; ST: 160 cm minimum.
      • Chest: General/OBC/SC: 79 cm unexpanded, 84 cm expanded (5 cm expansion mandatory); ST: 77 cm unexpanded, 82 cm expanded (5 cm expansion mandatory).
    • Female Physical Standards:
      • Height: General/OBC/SC: 152 cm minimum; ST: 147 cm minimum.
      • Weight: 40 kg minimum.
    • Any objections to PST results can be submitted immediately after the test.
  4. Physical Efficiency Test (PET):
    • Qualifying in nature; no marks awarded.
    • Male: 4.8 km race in 28 minutes.
    • Female: 2.4 km race in 16 minutes.
    • Failure to complete the race within the stipulated time will lead to disqualification.
    • Use of steroids or stimulants is strictly prohibited and will result in legal action and cancellation of candidature.
  5. Final Merit List & Enrollment:
    • District-wise merit lists will be prepared for eligible candidates.
    • In case of a tie in marks, older candidates will be preferred. If still tied, alphabetical order of names (as per High School certificate) will be used.
    • No waiting list will be prepared.
    • Selected candidates will undergo a medical examination and character verification by the District Commandant Home Guards. Enrollment will be subject to successful completion of these checks.

Character

Candidates must possess a character suitable for Home Guards service. The appointing authority will make the final decision regarding character suitability.

Board's Decision

The decision of the Uttar Pradesh Police Recruitment and Promotion Board will be final and binding on all matters related to eligibility, application processing, selection method, examination conduct, and allocation of centers. No individual correspondence will be entertained.
