This recruitment is based on the requisition received through the General Administration Department, Bihar, Patna.

Note: (i) The nature of disability is as follows: VH-Visually Impaired, HH-Hearing Impaired (Deaf & Dumb), OH-Locomotor Disability, MH-Mental Illness/Multiple Disabilities.     • Age relaxation of 5 years for Bihar government employees who have completed 3 years of continuous service (as per General Administration Department Resolution No.-2374, dated 2007-07-16 and Letter No.-13107, dated 2019-09-20).
  • The date of birth recorded in the Matriculation or equivalent certificate will be considered valid by the Commission.

Reservation

(i) Reservation benefits will only be given if claimed in the designated column during online application. (ii) Reservation benefits are applicable only to permanent residents of Bihar State. Applicants from outside Bihar will not be eligible for reservation. The permanent address filled in the online application will be considered for reservation purposes. (iii) Required Certificates for Reservation: * Scheduled Caste (SC) / Scheduled Tribe (ST) Candidates: * Caste Certificate * Permanent Residence / Domicile Certificate * Backward Class (BC) / Extremely Backward Class (EBC) Candidates: * Non-Creamy Layer Certificate (for Bihar Government purposes) * Permanent Residence / Domicile Certificate * Economically Weaker Section (EWS) Candidates: * Income and Asset Certificate * Permanent Residence / Domicile Certificate * All these certificates must be issued by the competent authority notified by the State Government of their permanent domicile area. Note: (i) Reservation benefits for BC/EBC will not be given based solely on a caste certificate. A Non-Creamy Layer certificate is mandatory. Other caste certificates will not be valid. (ii) As per General Administration Department Notification No.-673, dated 2011-03-08, for female candidates, caste (for SC/ST) and Non-Creamy Layer (for BC/EBC) certificates must be issued in the name of the father and include the father's address. Action will also be taken as per General Administration Department Letter No.-15760, dated 2022-09-02. (iii) Income and Asset certificates will be valid for one year from the date of issue. (iv) Reserved category candidates must ensure their eligibility for reservation and mark it in the relevant column of the application. They must possess the required certificates issued by the competent authority at the time of application. No changes or modifications in the reservation category will be allowed after registration.

Application Fee

As per General Administration Department Resolution No.-15568, dated 2025-08-21, all candidates must pay an application fee of Rs. 100/- (Rupees One Hundred Only).

  • Candidates will also have to pay additional bank charges as determined by various banks during online payment.
  • The application fee must be paid only through online mode (Debit Card/Credit Card/Internet Banking/UPI). The receipt of payment should be kept safe by the applicant.

Selection Process

Selection for the posts of Hostel Manager will be based on a Competitive Examination.

(i) Merit List Preparation based on Written Competitive Examination

  • Full Marks for Written Competitive Examination (Computer Based Test): 200 marks

(ii) Written Competitive Examination

The Commission will conduct a Computer Based Test (CBT) for all candidates.

Examination Syllabus

(a) The competitive examination paper will consist of 100 multiple-choice objective questions. (b) The examination duration will be two hours, and the total marks will be 200. (c) Questions will be of graduate level and cover the following subjects:

The question paper will be available in both Hindi and English. (d) The detailed syllabus prescribed by the indenting department will be published separately on the Commission's website. (e) The examination will be conducted in multiple shifts through CBT. In case of multiple shifts, a normalization process will be applied for preparing the result. (f) Negative Marking will be applicable. 02 marks will be awarded for each correct answer, and 0.50 marks will be deducted for each incorrect answer. (g) A Score Card will be published for all candidates after applying the normalization process. (h) As per resolutions from the Personnel and Administrative Reforms Department, Bihar (No.-2374, dated 2007-07-16) and General Administration Department, Bihar (No.-962, dated 2021-01-22), the minimum qualifying marks in the written examination are: * General Category: 40% * Backward Class: 36.5% * Extremely Backward Class: 34% * Scheduled Caste/Scheduled Tribe, Women, and Persons with Disabilities (Divyang): 32% Candidates failing to achieve these minimum qualifying marks will be out of the competition. (iii) As per rules, qualified candidates in the written competitive examination will be invited for Document Verification based on the category-wise merit list prepared according to the provisions mentioned in paragraph 5(i) of the advertisement.

Note: If candidates do not achieve the minimum qualifying marks as per their category in the competitive examination, no claim will be accepted.

Important Instructions

Regarding eligibility, reservation, and marks details in the online application form: (i) Matriculation / 10th class original certificate. (ii) (a) B.Sc. (Hospitality and Hotel Administration) mark sheet and original/provisional certificate. OR (a) Graduate mark sheet and original/provisional certificate. (b) Post Graduate Diploma in Hotel Management mark sheet and original/provisional certificate. (iii) Caste certificate / Non-Creamy Layer certificate / Economically Weaker Section certificate. (iv) Permanent Residence / Domicile certificate. (v) Certificate for dependents of Freedom Fighters of Bihar State. (vi) Disability certificate.

  • Ensure that all these certificates/mark sheets are uploaded in the designated column. The Commission reserves the right to cancel candidature if any certificate/mark sheet is not uploaded.
  • Only those certificates/mark sheets will be valid that are mentioned by the candidate in their original online application. The certificate/mark sheet number and issue date must be mentioned in the online application and uploaded in the designated column. All these certificates/mark sheets must be issued by 2025-11-10.

Document Verification

(vii) Candidates are advised to download and keep a hard copy of all advertisements related to documents and the final submitted online application safe. The candidate will have to present the self-attested photocopies of these hard copies and all related certificates during document verification or whenever demanded by the Commission. (viii) Certificates/mark sheets not mentioned/uploaded in the online form will not be accepted by the Commission during document verification. The candidate will be solely responsible for any disadvantage in eligibility/reservation based on such certificates, and no claim will be entertained. Only those original certificates/mark sheets uploaded by the candidate in the online application will be matched and verified during document verification. No other certificates/mark sheets will be accepted by the Commission during document verification. (ix) During document verification, candidates must present all uploaded certificates/mark sheets by downloading them from the Commission's website. Candidates are instructed to upload clear and legible documents scanned properly. Candidature may be canceled during document verification if blurred/unclear/black/unreadable documents/certificates are uploaded.

General Application Instructions

  1. All certificates, mark sheets, mentioned in the application form must be produced in original at the time of counseling. If not produced or found to be incorrect, no separate certificate will be accepted by the Commission. The Commission reserves the right to decide on the eligibility of candidates who do not comply with these instructions.
  2. All information related to this advertisement will be published on the Commission's website www.btsc.bih.nic.in. Candidates are advised to continuously check the Commission's website. There is no obligation to inform through newspapers, SMS, or E-mail.
  3. Printed, typed, or handwritten applications other than the prescribed online application will not be accepted. Incomplete, unclear, unsigned, and late online applications will be rejected, and the fee will not be refunded.
  4. Applicants must fill all entries carefully in the online application. No changes/corrections will be allowed in the application in the future. The Commission will not be responsible for any errors, and the applicant will be solely responsible for any adverse consequences. No application for correction will be considered, and such applications will be rejected.
  5. Candidates must appear for document verification on the date prescribed by the Commission. The Commission's decision will be final regarding any claim for re-verification by absent candidates.
  6. Other instructions related to filling the online application form: (i) Candidates who have paid online will download and keep a copy of the receipt. (ii) Candidates should carefully read these instructions before filling the online application and ensure all information is correct and clear. The Commission will not be responsible for any errors made by the candidate during the online application process. No representation for correction/modification will be considered in this regard. If any discrepancy is found during the matching of information filled in the online application with original certificates/mark sheets, the candidature of the concerned applicant will be canceled. (iii) Candidates should submit the online application fee only after being satisfied with their name, date of birth, category, application fee, etc. (iv) It is the candidate's responsibility to keep the E-mail ID and Mobile Number mentioned in the online application safe. They must keep it safe until the final publication of the selection list. Candidates must enter their own active Mobile Number and E-mail ID during the online application process. Under no circumstances should they enter another person's Mobile Number and E-mail ID. (v) Simply registering and paying the online fee does not mean that the applicant has fully completed the online application. (vi) The Commission will not be responsible for internet or banking disruptions. Therefore, candidates should not wait for the last date to fill the online application and complete all processes beforehand. (vii) Photograph: (a) The applicant's photograph should be recent (taken within three months). (b) The applicant's face and head should be visible from top to bottom, and eyes should be open in the photograph. (c) The background should be white. No shadow should be in the photo. If the applicant wears glasses, remove them for the photo. (d) Candidature may be canceled if the photo does not conform to the instructions mentioned in point 14(vii)(a)(b)(c). (viii) Candidates are also instructed to keep at least five additional copies of the photograph uploaded in the application form safe, to be submitted when required by the Commission. (ix) The Commission will not be responsible for any internet disruption/incorrect payment/unsuccessful payment/transaction status failure during online payment. (x) Amendments to the advertisement may be made as necessary based on instructions received from indenting departments/State Government and the Commission's decision until the last date of application.

Note-1: Candidates are advised not to fill the application based on any fake/forged certificates. If any certificate is found fake at any stage, their candidature will be canceled, and legal action will be taken against them.
