Introduction

Bihar Staff Selection Commission (BSSC), P.O.-Veterinary College, Patna-14, invites online applications from eligible candidates for appointment to the posts of Stenographer/Steno Typist Grade-III. Vacancies have been received from various departments/offices through the General Administration Department, Bihar, Patna. Eligibility Criteria

  • Educational Qualification: Intermediate (10+2) pass or equivalent. As per Note-IV (Page 5), Moulvi certificate, ITI (two-year course issued by NCVT/SCVT), and Polytechnic (three-year engineering diploma) will be considered equivalent to Intermediate.
  • Technical Qualification: Hindi Stenography and Computer Typing proficiency. Basic/Word Processing knowledge of computers is required. Some posts may also require English Stenography and Typing.

Age Limit (as on 2025-08-01)

  • Minimum Age: 18 years for all categories.
  • Maximum Age:
    • Unreserved (Male): 37 years
    • Backward Class & Extremely Backward Class (Male & Female): 40 years
    • Unreserved (Female): 40 years
    • Scheduled Caste (SC) & Scheduled Tribe (ST) (Male & Female): 42 years
    • Relaxations:
      • Persons with Disabilities (PwBD): 10 years additional relaxation to the category-wise maximum age.
      • Bihar Government Employees: 5 years relaxation.
      • Ex-servicemen: 3 years relaxation plus the period of service rendered, up to a maximum of 53 years.
      • Full-time NCC Cadets/Instructors: Age relaxation equivalent to the period of NCC service, provided the resulting age does not exceed the upper age limit by more than three years.

Application Fee

  • Fee: ₹100/- for all candidates (as per Resolution No. 15568, dated 2025-08-21 of General Administration Department, Bihar, Patna).
  • Additional Charges: Processing charges and service tax will be borne by the candidate separately.
  • Payment Mode: Online via Credit Card/Debit Card/UPI/Net Banking.
  • Non-refundable: The examination fee is non-refundable and non-transferable under any circumstances.

Selection Process

  1. Preliminary Examination (if applications exceed 40,000):

    • Objective type.
    • If conducted in multiple shifts, results will be normalized.
  2. Written Examination (Main Exam):

    • Objective type, multiple-choice questions.
    • Candidates up to 5 times the total vacancies (category-wise) will be selected for the practical/skill test.
    • Tie-breaking Rule: In case of a tie in marks, candidates older by date of birth will be placed higher in the merit list. If both marks and age are the same, candidates will be ranked alphabetically (A to Z).
    • Subjects:
      • General Studies
      • General Science and Mathematics
      • Mental Ability Test (Comprehension/Logic/Reasoning/Mental Ability)
    • Question Format: 150 objective questions, multiple choice.
    • Marking Scheme: 4 marks for each correct answer, 1 mark deduction for each incorrect answer.
    • Duration: 2 hours 15 minutes.
    • Language: Hindi and English. In case of discrepancy, the English version will be considered final.
  3. Practical Examination (Skill Test):

    • Stenography Test: Hindi and English dictation at 80 words per minute (WPM) for 4 minutes (total 320 words). Candidates will have 1 minute extra at the beginning for proofreading and 2 minutes for correction. The dictated text must be transcribed into a typed format within 20 minutes.
    • Typing Test (Hindi & English): Conducted on a computer.
      • Hindi Typing: Mangal font with Remington Gail Keyboard Layout. Speed of 30 WPM for 10 minutes (300 words) is mandatory.
      • English Typing: UTF-8 with Under English (US) Keyboard Layout. Speed of 30 WPM for 10 minutes (300 words) is mandatory.
    • Accuracy: A maximum of 10% errors in stenography and 1.5% errors in typing will be permissible.

Qualifying Marks

(As per Resolution No. 2374, dated 2007-07-16 of General Administration Department, Bihar)

  • Unreserved: 40%
  • Backward Class: 36.5%
  • Extremely Backward Class: 34%
  • Scheduled Caste/Scheduled Tribe: 32%
  • Women (All Categories): 32%
  • Persons with Disabilities (All Categories): 32%

Reservation Policy

  • Reservation benefits will be provided as per the prevailing reservation rules of the Bihar Government and based on certificates issued by the competent authority.

  • Only permanent residents of Bihar are eligible for reservation benefits.

  • Candidates claiming reservation must submit the following certificates:

    • For SC/ST Candidates: Caste Certificate and Permanent/Domicile Certificate.
    • For BC/EBC Candidates: Non-Creamy Layer Certificate. The certificate and permanent domicile certificate must be issued by the Anchal Adhikari/Revenue Officer of the State Government of their permanent residence. For married women, caste/NCL certificates must be issued from their father's name and address, not their husband's.
    • For EWS Candidates: 10% reservation is applicable as per Notification No. 2622, dated 2019-02-26, and letter No. 12123, dated 2023-06-23, of the General Administration Department, Bihar. Income and Assets Certificate, as per Annexure-I (Proforma-I) attached with the notification, issued by the competent authority is required.
    • For Persons with Disabilities (PwBD): 4% horizontal reservation is applicable as per Resolution No. 962, dated 2021-01-22, and Resolution No. 8962, dated 2025-05-21, of the General Administration Department, Bihar. Only benchmark disabled (40% or more disability) residents of Bihar are eligible. A medical certificate from any government medical college or hospital in Bihar is required. Temporary disability certificates require renewal after their validity period.
    • For Dependents of Freedom Fighters: 2% horizontal reservation for grandchildren (son/daughter's son/daughter) of freedom fighters who receive central government pension. A certificate issued by the District Magistrate or authorized officer of their home district, as per Proforma attached with letter No. 11687, dated 2016-08-30 of General Administration Department, Bihar, is required. Freedom fighter's heir identity card is valid.
    • For Women Candidates: 35% horizontal reservation is applicable for women who are permanent residents of Bihar.
    • For Transgender Persons: Reservation benefits applicable to Backward Class will be extended to Transgender (Third Gender) persons as per Notification No. 12722, dated 2024-09-12 of General Administration Department, Bihar.
  • Important Note: All reservation-related certificates must be issued by the competent authority by the last date of online application. If a candidate fails to claim reservation in the online application form, they will not be granted reservation benefits and will be treated as general category.

Instructions for Online Application

  • Candidates must apply online through the official website: https://bssc.bihar.gov.in.
  • Only one online application form is allowed per candidate. Submitting multiple applications will lead to cancellation of all applications.
  • Ensure to use a valid and active mobile number and email ID for communication.
  • Upload a clear (good) live photo taken via webcam during the online application process.
  • Candidates should save their Application Form Number/Registration Number/Roll Number and keep a printout of the filled application form (with photo) for future reference. Duplicate registration numbers will not be issued later.
  • All information provided in the online application, especially regarding eligibility, reservation, and experience, should be supported by original certificates during document verification.
  • The Commission will not be responsible for internet or banking disruptions during application. Candidates should apply well in advance of the deadline.
  • Before final submission, candidates should review their application using the 'Preview' option and make any necessary corrections using the 'Edit' option.
  • During the examination, Biometric Thumb Impression/Iris Capture may be taken. Any discrepancy will lead to legal action by the Commission.

General Instructions

  • The Commission's decision regarding eligibility, acceptance/rejection of applications, selection process, examination conduct, center allocation, result preparation, and selection/allotment of posts for successful candidates will be final and binding on all candidates. No correspondence in this regard will be entertained.
  • Candidates must ensure that all required original certificates and mark sheets are available with them at the time of submitting the online application.
  • Candidates should read the advertisement and instructions carefully. Any incorrect or incomplete information provided may lead to cancellation of candidature.
