02. Horizontal Reservation Details
Horizontal reservation details are provided for a total of 587 posts (480 direct recruitment + 107 backlog) across different categories for Nursing Officers (Female/Male) with Diploma and Degree qualifications. These include categories such as Scheduled Caste, Scheduled Tribe, Other Backward Class, Economically Weaker Section, Unreserved, Ex-servicemen, Disabled, Former Servicemen, Orphan Children of Uttarakhand State, Uttarakhand Agitator or their dependents, and Skilled Sportspersons.
04. Nature of Post
- Non-gazetted; contributory pension.
05. Educational Qualification
I. Mandatory Qualifications:
- (a) Candidate must possess B.Sc. (Hons.) Nursing, B.Sc. Nursing (regular course), or Post Basic B.Sc. Nursing from an Indian Nursing Council recognized university/institution, OR a Diploma in General Nursing and Midwifery/Psychiatric Science.
- (b) Candidate must have a registration certificate for B.Sc. (Hons.) Nursing, B.Sc. Nursing, Post Basic B.Sc. Nursing, or General Nursing and Midwifery/Psychiatric Science from the Uttarakhand/Indian Nursing and Midwives Council.
- (c) Working knowledge of Hindi.
II. Preferential Qualifications:

- Served in the Territorial Army for a minimum period of 02 years, OR
-
- Possess a 'B' or 'C' certificate of the National Cadet Corps.
06. Uttarakhand Nursing and Midwives Council Registration
It is mandatory for the candidate to have a permanent registration certificate from the Uttarakhand Nursing and Midwives Council by the last date of submitting the online application form. Provisional registration certificates or receipts for registration applications are not valid. Failure to meet this requirement will lead to disqualification.
07. Age Limit
- Age Calculation Date: 01 July 2025
- Minimum Age: 21 years
- Maximum Age: 42 years
Age relaxation for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and other categories in Uttarakhand will be applicable as per state government rules.
08. Age Relaxation Details
- Uttarakhand SC/ST/OBC: 5 years relaxation (G.O. No. 1399/XXX(2)/2005 dated 21 May 2005).
- Dependents of Uttarakhand Freedom Fighters: 5 years relaxation (G.O. No. 1244/XXX(2)/2005 dated 21 May 2005).
- Uttarakhand Disabled Candidates: 10 years relaxation (G.O. No. 1244/XXX(2)/2005 dated 21 May 2005).
- Ex-Servicemen: Allowed to deduct their period of military service from their actual age, plus an additional 3 years. If the resulting age is within the prescribed maximum age limit for the post/service, they will be considered eligible (Notification No. 6/1/72 Personnel-2 dated 25 April 1977). This is further clarified by G.O. No. 406/XXX(2)2021-55(41)/2004 dated 18 January 2021 regarding employment of ex-servicemen in state services.
09. Mandatory/Desirable Qualifications for Group 'C' Posts outside Uttarakhand Public Service Commission Jurisdiction
Candidates must satisfy one of the following criteria:
- (a) Must hold a Uttarakhand domicile/permanent residence certificate by the last date of online application, OR
- (b) Must have passed High School and Intermediate or equivalent from recognized institutions located within Uttarakhand, OR
- (c) Regular employees working in military/paramilitary forces or in any government/autonomous institution established under the state government, whose services are non-transferable outside Uttarakhand; or their spouses, or their sons/daughters, are eligible to apply, OR
- (d) Permanent residents of Uttarakhand residing outside the state for livelihood/study, their spouses, or their sons/daughters are also eligible to apply.
10. No Objection Certificate (NOC)
Candidates currently working in Central or State Government services must submit an NOC from their respective department at the time of application. This is mandatory.
11. Reservation
Claiming reservation requires a valid Uttarakhand domicile certificate and relevant category/sub-category certificate issued by the competent authority by the last date of online application. Reservation will be provided as per prevailing government orders.
- Only Uttarakhand residents are eligible for reservation benefits.
- Vertical Reservation: For Uttarakhand Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Economically Weaker Sections as per state government orders.
- Horizontal Reservation: For Dependents of Freedom Fighters, Ex-servicemen, and Disabled candidates as per state government orders.
- Economically Weaker Sections (EWS): Only permanent residents of Uttarakhand are eligible. No age relaxation is applicable for EWS. The EWS certificate must be valid for the financial year 2025-26.
- Orphan Children: Reservation for orphan children residing in state-run/registered voluntary homes in Uttarakhand as per G.O. No. 397/XXX(2)/2019-30(2)/2019 dated 17 December 2019, providing 5% horizontal reservation in unreserved posts. Further clarification is provided by G.O. No. 11/XXX(2)/2022-30(2) dated 16 February 2022.
- Disabled Persons: Minimum 40% disability is required. Reservation is provided for specific disability categories as per G.O. No. 312/XXX(2)/17/30(5)/2014-TC dated 27 October 2017 and other relevant government orders, specifically for OL (One Leg Affected) for Nursing Officer posts.
- Ex-Servicemen: Reservation benefit is only for retired/re-employed military personnel (G.O. No. 133/XXXVI(3)2009/14(1)/2009 dated 16 March 2009). Dependents are not eligible for this reservation.
- Caste Certificates: SC/ST/OBC candidates applying under reserved categories must present a caste certificate issued by the competent authority in Uttarakhand. OBC certificates must be valid as per G.O. No. 310/XVII-2/16-02(OBC)/2012 dated 26 February 2016, and valid for three years from the date of issue, or as valid by the application deadline (2025-12-17).
- Dependents of Freedom Fighters: Defined as sons, daughters (married/unmarried), grandsons (son's son), granddaughters (son's daughter) (married/unmarried), granddaughters (daughter's son/daughter).
- Uttarakhand State Agitators/Dependents: 10% horizontal reservation as per G.O. No. 244/XXXVI(3)/2024/48(1)/2023 dated 18 August 2024. Definitions of "Agitator" and "Dependent" are provided.
- Skilled Sportspersons: 4% horizontal reservation for skilled sportspersons who have won medals/participated at international/national level and have Uttarakhand domicile. Detailed levels for different sports events (Olympics, World Cup, Commonwealth Games, National Games, etc.) and corresponding pay levels are given:
- Olympics: Medal winner/participant for Level-10 and below posts.
- World Cup/World Championship/Asian Games: Medal winner/participant for Level-9 and below posts.
- Commonwealth Games/Asian Championship: Medal winner/participant for Level-7 and below posts.
- Commonwealth Championship/International University Games: Medal winner/participant for Level-6 and below posts.
- National Games/Recognized National Sports Federation Championship/All India University Games/Khelo India Youth Games: Medal winner for Level-5 and below posts.
- Reservation benefits are only for citizens of Uttarakhand who possess a domicile certificate from the competent authority of their district.
- An affidavit (if required) must be duly certified by a Magistrate or Notary and attached with the online application.
- No change in the reservation category/sub-category will be allowed once specified in the online application.
12. Nationality
For direct recruitment to any post, the candidate must be:
- (a) A citizen of India, OR
- (b) A Tibetan refugee who came to India before 01 January 1962 with the intention of permanent settlement, OR
- (c) A person of Indian origin who migrated from Pakistan, Burma, Sri Lanka, Kenya, Uganda, and the United Republic of Tanzania (formerly Tanganyika and Zanzibar) with the intention of permanent settlement in India.
Note: Candidates falling under category (c) must possess a valid eligibility certificate issued by the state government. The certificate will initially be valid for one year, after which Indian citizenship must be acquired.
13. Character
Candidates' character must be suitable for government service. Individuals dismissed from service by the Central/State Government, local authority, or corporation, or convicted of an offense involving moral turpitude, are ineligible for appointment.
14. Marital Status
Male candidates with more than one living wife and female candidates with more than one living husband are generally ineligible for appointment, unless a special exemption is granted by the government.
15. Physical Fitness
No candidate will be appointed to any post unless they are physically and mentally sound and free from any physical defect that might interfere with the efficient performance of their duties.
- Exemptions for physically disabled persons will be as per the Disability Rights Act 2016.
- No fitness certificate is required for appointments made through promotion.
16. Selection Process
The selection process will be conducted as per the Uttarakhand Medical Education Department (Medical College) Nursing Cadre Service Rules, 2015, and subsequent amendments.
17. Written Examination
- Total Marks: 200, Objective type.
- Paper 1: 100 marks (Nursing related subject).
- Paper 2: 100 marks (General Hindi, General Knowledge & General Studies).
- Negative Marking: 1/4 mark will be deducted for each wrong answer.
- Syllabus: Detailed syllabus is provided in Appendix-A.
- Candidates are allowed to take the question booklet and the carbon copy of the OMR answer sheet after the examination.
- The answer key will be published on the Board's website: www.ukmssb.org.
- Examination Centers: Dehradun, Srinagar, Haldwani, Almora. The Board reserves the right to change exam centers based on the number of candidates.
- Minimum Qualifying Marks: 45% for Unreserved, OBC, and EWS categories; 35% for SC and ST categories.
- Important Instructions: Negative marking applies. Multiple answers, blank answers, and the use of whitener/scratching on the OMR sheet will lead to negative marking.
18. Online Application Instructions
- Visit the Board's website: www.ukmssb.org and click on "Apply Now".
- Click on "Apply Now" for "Nursing Officer Examination-2025 (For Medical Education Department)".
- Candidates must thoroughly read the advertisement. The online application will be available from 2025-11-27.
- The last date for submitting the online application and attaching necessary documents is 2025-12-17, 05:00 PM.
- Candidates who do not meet the eligibility criteria by the last date will not be considered.
- Offline or hardcopy applications will not be accepted. Incomplete applications will be rejected.
- Fill the online application form accurately as per the instructions on the website and verify all details before final submission.
- Uploads: Scanned photograph (20 KB to 50 KB) and signature (5 KB to 20 KB) in JPG format. A Combined Single PDF file (200 KB to 2 MB) containing the following documents must also be uploaded:

19. Application Fees
Candidates must first register online and then pay the application fee. Payment must be made online. Fees submitted after the last date will not be accepted, and fees are non-refundable.

21. General Instructions
- Candidates are advised to carefully read all terms and conditions of the advertisement before applying.
- The Board does not provide advice on eligibility. Candidates should satisfy themselves of their eligibility.
- Admission to all stages of the examination is provisional. Candidature may be canceled if found ineligible at any stage.
- No changes will be allowed in the online application form.
- Signatures on the application, attendance sheet, and all correspondence with the Board must be consistent.
- Careful filling of the application is crucial; errors may lead to cancellation of candidature later.
- Date of birth proof will be based on the High School Certificate.
- Ineligible candidates will be rejected. A list of ineligible candidates will be published on the Board's website.
- All correspondence to the Board must include Name, Post, Advertisement No., Date of Birth, Registration No., and Roll No. Signatures must match uploaded ones.
- Educational, caste, and other certificates must be valid by the last date of application.
- All examination-related information will be available on www.ukmssb.org. Candidates are advised to check the website regularly.
- Prohibited items in the examination hall include cameras, calculators, mobile phones, pagers, scanner pens, or any electronic communication devices. Violation will lead to strict action under the Uttarakhand Competitive Examination (Recruitment) (Prevention of Unfair Means) Act, 2023.
- Incorrect roll numbers or booklet series on the OMR sheet will lead to rejection of the OMR sheet and candidature.
- Strictly prohibited from using unfair means, including copying, assisting others, or engaging in any form of malpractice. Action will be taken under the Uttarakhand Competitive Examination (Recruitment) (Prevention of Unfair Means) Act, 2023.
- Misbehavior in the examination hall is prohibited. Candidates must submit the original OMR sheet to the invigilator. Failure to do so will result in withholding of results and legal action.
- Action will be taken against candidates found providing false information, tampering with documents, impersonation, or using unfair means.
- Final selection does not guarantee appointment until all verifications are complete.
- Reasons for disqualification include unlawful support, misrepresentation, impersonation, submission of fake documents, or use of unfair means.
- Thumb Impression: Male candidates will put their left thumb impression, and female candidates their right thumb impression on the attendance sheet.
- Calculators and any other calculating devices are strictly prohibited.
- Answer Key Objections: The answer key will be published on the website after the exam. Candidates can submit objections with proof within 7 days. A fee of ₹50 per question will be charged for objections.
- The Board's decision regarding eligibility and candidature will be final.
- Providing false information or submitting fake documents (educational, age, experience, reservation) will lead to debarment and FIR.
- Travel Concession: Candidates are allowed a 50% fare discount on Uttarakhand Transport Corporation buses for travel to and from exam centers. This requires the admit card and Uttarakhand domicile certificate (G.O. No. 249/2023/E-53459/22/IX-2/2023 dated 04 September 2023).
- Pre-appointment medical examination is mandatory for selected candidates.
- In case of a tie in marks, candidates with preferential qualifications will be ranked higher, followed by older candidates, then alphabetical order of names.
- Candidates are advised not to wait until the last date to apply online.
- Exam program, schedule, centers, and admit cards will be provided through www.ukmssb.org. The Board's decision on exam centers is final.
